into 4 main areas: Holidays – officers that work holidays are paid double time Vacancies/Fill ins - officers have to work to fill in shortages On Call/Call Out are primarily attributed to Investigations. o Title III (wire taps) work for Drug Task Force investigations where officers listen to continuous hours of tape o Support for Homicide investigations (Shooting at Mc Donald’s, Homeless homicide) o In 2022, more officers are sent out to support new officers o CERT investigation (officer involved shooting) CRASH (investigation on a car accident) Hold Over – when an officer is about to finish a shift but must remain on duty to complete the work (i.e. DUI stop, accident) 2022 New Trends: 8Utility Services 9Utility Services: Causes & 2022 New Trends Water Field Operations • Water Main breaks - utility emergencies that need to be repaired 24/7/365 and can take an average of 7 hours to complete with an average crew size of 5 people. •Early uptick of water main breaks which is common for us to have more breaks early in the year during freeze and thaw cycles. • After Hours Customer Calls within Water, Wastewater, Stormwater and Water Meter - a crew of 1 or 2 to resolve and is paid at a minimum of 2 hours OT • Streets snow removal support - Water Field Operations dedicates 12 employees to cover alternating 12 hour shifts (6 per shift) for the entirety of a storm. •Mid December ’21 Winter start supporting snow operation in the first quarter of 2022 2022 New Trends: - Connexion build support over the last few years and early this year with inspectors and some field staff needing to attend standby’s near critical infrastructure while contractors are boring across them. - Capital replacement projects, such as Pitkin street, utilized in-house construction crews that met traffic control and project delivery timelines through overtime responds to a number of after hours Water, Wastewater, Stormwater and Water Meter customer calls each year. The following is a list of after hour customer calls that a crew of 1 or 2 responded to 10Utility Services: Causes & 2022 New Trends Light and Power/ Electrical Engineering • Standby pay for on-call non-exempt employees - usually 4 employees weekly on-call • 2 on-call Line workers, 1 on-call locator, and 1 on-call control center operator. • After Hours/Weekend Planned and unplanned outages to reduce impacts to customers • Streets snow removal support • Overtime that is billed to others- such as streetlights damaged in traffic accidents, outages caused by digging/ damage Utility lines, etc. • Overtime billed to new construction- building out the electric/fiber lines in new subdivisions, new buildings, etc. where the crews work later in the day to meet project timelines or keep up with workload 2022 New Trends: • Streets snow removal support support due to decreased staffing/COVID • Connexion – support buildout- proofing conduit, pulling fiber, high volume of locates including using resources from other work areas on top of regular work. • Total locate numbers are higher this year and have stayed up longer compared to last year. • Locate requests ramped up faster than last year • Increased digging within the City’s infrastructure than in past years 11Planning, Development and Transportation 12PDT: Causes & 2022 New Trends Streets • Snow Removal • Rehab projects, such as Laporte Avenue and Mulberry to ensure rapid road opening and maintenance during work • Work For Others: Traffic Control, patches • Inspection of contract work – mirrors hours/days of the contractors 2022 New Trends: • Fire at Hoffman Mill • Snow Storms: 1 ice storm, 11 storms to date, compared to 8 storms in 1 st half 2019 13PDT: Causes & 2022 New Trends Traffic • Signal/Sign Afterhours repairs • Snow Removal • Work Area Traffic Control after hours monitoring • CSU game day traffic control 2022 New Trends: • Uptick in Signal/Sign after hours repairs – 76 in 2022, compared to 67 in 1 st half 2019 • 30 due to Motor Vehicle Accidents, compared to 20 in 1 st half 2019 14PDT: Causes & 2022 New Trends CDNS • CSU home games require Code Compliance Inspectors work on Saturdays • 2019-2020: 2019 hailstorm - garnered 50,000 additional permits for roof inspections, resulting in overtime for Building Inspectors and Permit Techs • Will take approximately 1 year to catch up • 2021: Post-pandemic catch-up time • Development was put on hold for 2020 – ramping up in 2021 and to date • Plan Reviewers, Permit Techs, Zoning Inspectors, and Building Inspectors cannot meet demand 2022 New Trends: • Code Compliance Inspectors working weekends on Neighborhood Services Community Programs • Development continues to spike, resulting in overtime for Permit Techs, Building Inspectors, Zoning Inspectors. • Staffing shortages/high vacancies 15PDT: Causes & 2022 New Trends Engineering • 2019: Horsetooth & College underway – required overtime to complete during the warmer seasons, with more time required by Surveyors and Construction Inspectors. • 2020: Many engineering project placed on hold, high volume of staffing turnover • 2021: Severe staff shortages impacting major projects (Vine & Lemay) • Construction Inspection main cause due to required detail and time commitment • Engineering staffing short several Inspectors in 2021 through the beginning of 2022. • Vine & Lemay project timeline accelerated • Some construction activities can only be performed when Railroad allows; generally over night or weekends. 2022 New Trends: • Recovering from staff shortages • Vine & Lemay winding down, while Timberline is ramping up, increased demands on Construction Inspectors and Surveyors’ time and deadlines 16PDT: Causes & 2022 New Trends Transportation & Parking • Bus Service on Holidays • Events (Taste of Fort Collins, New West Fest, Independence Day Fireworks and parade route clearing) • CSU Games Day events • Off-hour enforcement of parking structures and/or egregious violations • Sheely Addition neighborhood patrols • 2020 staffing shortages began to impact, with 2021 experiencing major staffing shortages 2022 New Trends: • Ongoing staffing shortages For Questions or Comments, Please Contact:
