RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Interim Deputy City Manager Tyler
Marr, Assistant City Manager Rupa Venkatesh, and City Clerk Anissa Hollingshead met on Monday, June 27, 2022.
The following summarizes the discussions that began at 7:45 a.m.
6/28/2022 Work Session:
Summary agenda items for this meeting were reviewed.
• This work session will be conducted in person with hybrid remote participation options. The meeting will
be held in the Colorado Room at the 222 Building. Remote participation by any Councilmembers or staff
will be via the regular Zoom link for the meeting. Dinner will be available for in person Councilmembers
beginning at 5 pm at the meeting site.
• The agenda was reviewed. Mayor Arndt noted the receipt of comments regarding the Draft 1041
Regulations and shared her concern that the current proposal addresses projects with impacts beyond
the scope of the moratorium, which only addresses projects impacting parks and open space.
7/5/2022 Regular Meeting:
Draft summary agenda items for this meeting were reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email. There will be Spanish interpretation. Spanish interpretation is currently
planned to continue at regular Council meetings through July and then will be evaluated for ongoing
plans.
• The agenda was reviewed. There are eight ordinances for second reading, one ordinance for first
reading, and three resolutions on the consent calendar. There are four second readings on discussion,
one relating to campaign finance and three potential Charter amendments, and first reading of the
redistricting ordinance also on discussion. A staff report has also been added to the draft agenda

regarding Camping Enforcement and Response. Mayor Arndt noted Chief Swoboda provided a nice
Facebook post explaining the role Police Services has been taking in recent actions involving camping
enforcement.
• Mayor Pro Tem Francis brought up the request for a resolution in support of a woman’s right to choose
for placement on this agenda. The City Manager’s Office will add this resolution to the agenda based on
this consultation with the Mayor and Mayor Pro Tem.
6-Month Calendar:
• Upcoming meetings were reviewed with particular attention to any shifts.
• At ELT on Wednesday this week, the potential of shifting the Regional Water Update and Water
Resources Matters Study Results from the August 23 Work Session will be discussed.
• The planned visit by the CSU president for September 13 will remain on the calendar. Mayor Arndt had a
discussion with CSU representatives who agreed it was a good idea to keep that time. The City
Manager’s Office will confirm with the interim president the timing works for his attendance.
City Clerk Hollingshead:
• No additional items.
Assistant City Manager Venkatesh:
• No additional items.
City Attorney Carrie Daggett
• No additional items.
Interim Deputy City Manager Marr:
• There are roughly 400 City pension plan members who receive a monthly check on the 25th of each
month. Most current employees are on a defined contribution plan, as the defined benefit pension plan
ended in the mid-1990s. Because the 25th fell on a Saturday this month, payments would normally have
been deposited on Friday, June 24, but there was a processing error resulting in pensioners not getting
checks Friday. Payments were made this morning. Staff worked over the weekend to forward relevant

City phone numbers for team members who stayed on call throughout the weekend to address
concerns and letters will be sent out to all pensioners explaining the error and offering to assist with
consequences for delay such as bank overdraft fees or late fees. Councilmembers are also paid on the
same cadence as plan members and are also subject to the same error, staff on-call support, and
assistance.
• Last Wednesday was Bike to Work Day’s 34th year of celebration. There were 80 total stations, the most
ever. A full count of visitors to all stations isn’t available yet but the CSU station had over 1000 visitors
alone. Shout out to Aaron Iverson, Cortney Geary, and AnnMarie Kirkpatrick for stepping up following
some staff transitions to ensure a good event.
• The FC Parking App will change over to Park Mobile on July 1, which is the same as CSU uses. We will no
longer have a Fort Collins-specific parking app. We will soften enforcement as people make the
transition. From a visitor and resident experience, using the same app offers a better experience.
Mayor Pro Tem Francis:
• Attended a march Friday night that made its way down College. Thanks to Police Services for responding
quickly and keeping everyone safe.
• Noted her neighborhood utilized the block party trailer this weekend, and it was really nice. A big thank
you to staff teams who drop this off and help get it set up. It did everything intended, with bringing out
neighbors who hadn’t met each other before to help facilitate getting out and meeting each other. It is a
well-equipped trailer with a movie screen, assortment of games, and more.
Mayor Arndt:
• Had lunch with David Roy who provided a packet of advice. He brought up a point about the local
minimum wage – noting the amount of the increase is capped by statute.
• Attended Bike Prom, which was a great event bringing people together and really fun. Thanks to Bike
Fort Collins and all participating businesses.
