Dear Chair Buttke and Board Members:
On behalf of City Council, thank you for providing us with the June 17, 2022 memorandum
regarding “Graywater Ordinance Development” wherein you summarized the Board’s support
for the proposed Graywater Ordinance to allow graywater use by residents. We understand your
additional suggestion for the ordinance to automatically adopt subsurface irrigation per 5 CCR
1002-86.10 if and when water rights are amended to allow for this use.
As you know, this topic is scheduled for Council consideration at the August 16 regular meeting.
We encourage you to view the proceedings that night and remain engaged in the conversation.

SUBJECT:Graywater Ordinance Development
Dear Mayor and Councilmembers,
The Natural Resources Advisory Board would like to express its support for the City of Fort Collins
proposed Graywater Ordinance to allow graywater use by residents. As a Board dedicated to preserving
our natural resources for the benefit of future generations and grounded firmly in science, we are
gravely concerned about the future of water access and availability across the Western United States.
However, we believe that the proposed graywater ordinance does not go far enough to make an
appreciable impact on water conservation nor does it position the city and its residents to benefit from
future modernization of water rights policies.We recommend the graywater ordinance be written to
automatically adopt subsurface irrigation approval per 5 CCR 1002-86.10 if and when water rights are
amended to allow for this use. We further encourage the city to specifically seek opportunities to
advocate for this specific use amendment in order to achieve the stated goals at a more impactful scale.
Thank you for your time and consideration of this critical policy decision that will have long-term impacts
on future community resilience and health.
