Re: Colorado Communities for Climate Action 2022 Legislative Session Update
Purpose: The purpose of this memo is to provide an update to the Legislative Review Committee on the
Colorado Communities for Climate
Action (CC4CA).
Background: CC4CA is a coalition of 39 local governments in Colorado, representing a quarter of the
opulation, advocating for stronger state climate policy. In 2016, Fort Collins was a founding
member. representative in CC4CA, and the City has two
members on the CC4CA Legislative Group (Michelle Finchum and Councilmember Tricia Canonico) who
vote on positions throughout the session. More information about CC4CA can be found at www.cc4ca.org.
Summary 2022 Legislative Session:
CC4CA took a position on 31 bills as follows:
7 Active Support: 5 passed; 2 loss
12 Support: 9 passed; 3 loss
2 Amend: all passed
5 Oppose: 4 postponed indefinitely, 1 loss
4 Monitor: all passed
CC4CA advocated for the following highest priority bills which did pass:
HB-1355 Producer Responsibility Program For Recycling: This bill will set Colorado on the
and creates market pressure in favor of low-environmental footprint packaging.
*HB-1362 Building Greenhouse Gas Emissions: This bill updates the statewide minimum energy
code.

*HB-1244 Public Protections from Toxic Air Contaminants: This bill will improve how
Colorado tackles hazardous air pollutants which includes reductions in GHG emissions and
addressing environmental justice issues.
*Both of these bills had a monitor position by the LRC and are not yet signed by Governor Polis.
CC4CA strongly advocated for the following bills which did not pass:
SB-138 Reduce Greenhouse Gas Emissions in Colorado, which would have directly tackled
GHG emissions.
HB-1134 Measures to Reduce Use Single-use Meal Accessories, which would have made
restaurant disposables for takeout/pickup food opt-in instead of opt-out.
HB-1138 Reduce Employee Single-occupancy Vehicle Trips, which would have focused on
reducing single-occupancy vehicle commuting trips.
Other advocacy successes include:
SB-193: Substantial funding for state air quality and GHG-related efforts
SB-180: Free transit fares on RTD for a portion of the peak ozone season
HB-1218: Resource Efficiency Buildings Electric Vehicles
HB-1304: State Grants Investments Local Affordable Housing

HB-1159: Creating a Waste Diversion and Circular Economy Development Center
CC4CA opposed 5 bills, 4 of which were postponed indefinitely:
HB-1128: Prior Review of Agency Rules That Burden Industry (postponed indefinitely)
HB-1161: Requiring the Election of Certain Commissioners (postponed indefinitely)
HB-1020: Customer Right to Use Energy (postponed indefinitely)
SB-016: Modifying Department of Transportation Governance (loss)
HB-1140 Green Hydrogen to Meet Pollution Reduction Goals (postponed indefinitely)
In summary, CC4CA is an effective partner to the City of Fort Collins in advocating and advancing
statewide climate policies that support our community climate goals.
