RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Interim Deputy City Manager Tyler Marr, and City Clerk Anissa Hollingshead met on Monday, June 6,
2022. The following summarizes the discussions that began at 7:45 a.m.
6/7/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
• This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council
Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online
through Zoom and by email. There will be Spanish interpretation.
• Reminder for Council awareness, there are four total proclamations to be presented at 5 p.m. prior to
the Council meeting. One of these is declaring June 19 as Juneteenth Independence Day and will also
include reception acknowledging the work done in partnership with the community on this celebration.
The reception will occur in the garden in front of City Hall from 4-5 pm the night of the Council meeting
with light hors d’ouevres.
• Regarding item 7, which is the second reading of the ordinance making ARPA (American Rescue Plan
Act) appropriations, Interim City Manager DiMartino noted there will be a memo provided in Tuesday’s
read before packets on this topic.
• Multiple items on this agenda spurred questions from members of Council. Responses to these inquiries
will be provided to all Councilmembers via email.

• Upcoming meetings were reviewed with particular attention to any shifts.

• Interim Deputy Manager Marr reviewed plans for the June 14 work session. This session will occur in the
Colorado Room at the 222 Building, with hybrid participation available. Dinner will be available at the
meeting site beginning at 5 pm for Councilmembers. Discussion of Land Use Code updates comprises the
full agenda. Staff plans to present this topic in multiple sections, with discussion and specific questions
tailored to each one.
• Redistricting has been rescheduled from June 21. At this stage, it is hoped first reading will be able to
occur on July 5. The City’s GIS team has been working to identify population information for areas where
proposed district boundaries split census block lines. This split is unavoidable because it occurs at the
precinct boundary level, and those boundaries are set by Larimer County. An additional special Election
Code Committee meeting has been scheduled for this Friday, June 10, when more details should be
available to determine timing moving forward and allowing for the required notice to be published again
for a new hearing date.
• The potential ballot question relating to Council compensation has been added to the calendar for June
21.
• Mayor Arndt noted that although the June URA meeting has been canceled due to lack of quorum, there
is discussion occurring with URA staff regarding potentially identifying a date for a special meeting to
allow for more timely discussion of some rising issues.
• An appeal regarding the Approval of PDP #210018 Sanctuary on the Green was filed May 31. This appeal
needs to be heard by the Council between June 28 and August 16. Typically, a date is sought when all
Councilmembers can be present to help in avoiding an even vote split. City Attorney Daggett also noted
regarding scheduling the City Manager can ask Council to extend the time frame if necessary and that it
is possible to hold the appeal hearing as part of special meeting. In reviewing the calendar, August 16
was selected for the hearing.
• CSU President Joyce McConnell’s visit should be added to the September 13 work session. President
McConnell will include a question to Council for their input as part of this discussion.
• Mayor Arndt asked for additional follow up on the Graywater item currently slated to come before
Council on August 16. It was requested that staff ensure the Water Commission has an opportunity to
rehear the item for additional information if the Commission considers that necessary. If more
information is not needed, a clear and strong explanation from the Commission of the Commission’s
recommendation to the Council on this topic is requested.

Interim Deputy City Manager Marr
• Followed up on the questions at the last LPT meeting regarding the block party trailer and inflatable
screen availability. These resources are in demand, and at this point are scheduled for much of the
season with two remaining open weekends in September. There is a calendar showing availability on the
Neighborhood Services website. There was also discussion of ensuring a positive customer experience
when neighbors reach out by providing the remaining available weekends of the trailer and discussing
potential alternatives.
City Attorney Carrie Daggett
• Noted work is continuing to get materials together for updated Council meeting rules. These will be
discussed with the Mayor prior to coming to the full Council.
Interim City Manager DiMartino:
• Shared details of a tour held last week at the CSU Spur campus in Denver. The event last week was
attended by Interim City Manager DiMartino, Interim Deputy Manager Marr, and two members of
Council, as well as CSU President McConnell. It was noted CSU would likely be glad to do a follow up
tour with additional members of Council if desired.
• On Saturday, there was an Art in Public Places (APP) Open House held relating to the projects occurring
in the Vine and Lemay area. The goal for this event was to create an outreach opportunity within the
community, which led to the selection of the Saturday morning timing also including food and activities
in the event. Attendance was light, and further outreach opportunities will be explored.
• Provided information regarding a death by suicide at Twin Silo Park Sunday morning.
Mayor Pro Tem Francis:
• Inquired about additional information regarding the potential for a gun buyback program in Fort Collins.
Discussions with Police Chief Swoboda indicate the City has not previously conducted a program like
this. Further research can be done this topic to allow Council to consider whether to move forward with
developing such a program. If desired, this is something Council could direct under Other Business at a
Council meeting.
• Regarding the memo provided following the work session on extended outdoor seating, noted it was not
clear how staff wants to obtain additional direction from Council. Interim City Manager DiMartino
indicated in this instance, the open question is whether Councilmembers want to see the use of parking

spaces going forward in this manner. Kelly will touch based with Councilmembers individually in her one
on one meetings with them. There was a request for more clarity in future memos on how any needed
follow up is intended to be sought.
Mayor Arndt:
• Shared she attended the Race Amity Day Celebration the previous Saturday led by the Northern
Colorado Baha’is in celebration of the beauty of diversity. In speaking to the event organizers, there is a
desire next year to include a proclamation from the City in the celebration.
• Attended North College Citizen Advisory Group (CAG) meeting last week and noted the frustration and
energy expressed by many of the members related to current topics.
• Noted the events with other communities last week, including Puyallup, Washington, and Brookings,
South Dakota, were really nice and provided good opportunities to connect on many issues in common,
including addressing growth and density.
