Staff began by presenting the current number of appointed Boards & Commissions and the number of staff who support them. Staff also presented some of the original objective Staff presenters included Anissa Hollingshead, Tammi Pusheck, and Kyle Stannert. All Council Members were present over Zoom. Current Process (2021: Annual Recruitment as a Pilot) Currently 24 Boards & Commissions Council liaison and randomly selected Councilmember participates in Board candidate interviews For quasi-judicial commissions, Mayor was added to interviews A limit of 10 candidates to be interviewed. Council Liaison responsible for vetting applications Back-ups selected if appropriate but not required and will only remain as back-ups until the time of annual recruitment at which time they will need to reapply If a board does not meet quorum, requires a separate recruitment initiated outside of the annual recruitment period. Potential Changes Discussed Explore formalization of an off-cycle recruitment process Explore changing the recruitment and appointment schedule Explore ways to streamline the review of applications, interview, and appointment process manual Explore reducing the number of Boards & Commissions possibly aligning with outcome areas Council Discussion Summary Coordination of staff to support Boards & Commissions regarding work plan, Council ole focused on Boards & Commissions Create a mechanism to track and measure the effectiveness of changes that have been made and are proposed and evaluate whether Council is getting the desired results If elections are moved to November, may need to revisit recruitment schedule to avoid that timeframe Timing of the Youth Advisory Board recruitment must be tailored to the audience Next Steps Staff will initiate a recruitment process in early May for currently open seats on all boards and commissions Upon hiring of the Boards and Commissions support position, the will provide direct process support, as well as explore in more depth additional changes for the process. These changes will be brought back to Council (either in Work Session or with the potential to form an ad hoc Council committee) to tailor specific changes to the recruitment process. Potential changes for exploration include: o Moving to a semi-annual recruitment cadence to ensure proper support and move one of those recruitment times to avoid end-of-year holidays. Begin exploration and evaluation once the staff liaison position is filled o Moving to two- and four-year terms with up to eight years total, except in some cases where one-year terms are desired and working well; Staff can evaluate the application of the one-year term option o Merging or sunsetting some Advisory Boards, namely the Parking Board with the Transportation Board Equity Board
