The following summarizes the discussions that began at 7:45 a.m. 5/03/2022 Regular Meeting: Summary agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. There will be Spanish interpretation. • Mayor Arndt will be participating in the meeting remotely due to health-related reasons. Because the City is still under its emergency declaration, Council’s adopted rules allow for remote participation and voting in this instance. Mayor Pro Tem Francis will present the scheduled proclamations at 5 pm in order to greet recipients in person. The Mayor will be able to fully participate in the Regular Meeting as chair. • On item 12, Mayor Pro Tem Francis noted she would reach out to staff for greater clarity on a few aspects of the proposed changes to the sales tax rebate program. Her questions center around requirements for one application per household and how we are defining household, as well as seeking clarity on how many households will be impacted by the shift in qualifications from 50% of area median income (AMI) to 30% of AMI. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • The May 10 Work Session was reviewed in depth. As part of the discussion, Deputy City Manager Stannert highlighted the proposed focus for the conversation around Council Priorities, to be led by Ginny Sawyer. It was determined that one of the items (Traffic Compliance) slated for the meeting could Leadership Planning Team Meeting May 2, 2022 Page 2 of 3 be handled as part of the broader Council Priorities discussion, while the other (Wireless Telecommunication Master Plan Land Use Code Strategies) will be rescheduled to a later time. • Relating to traffic compliance specifically, a shortened version of the presentation planned by PDT and Police Services could be appropriate as part of the broader presentation. For the overall discussion, a primary objective is allowing both Council and staff to seek clarity and ensure alignment on what is intended in each adopted priority, including whether any shifts have occurred or are needed since the time of adoption. • For work sessions generally, with an eye specifically towards the questions prepared for the May 10 work session under consideration, the Mayor and Mayor Pro Tem encouraged clarity in scope of questions to ensure they align with what Council has adequate information to answer or provide meaningful input on. • The redistricting ordinance will be coming to Council for first reading on May 17. At this stage, the proposed options have not been posted on the City’s website. The Clerk’s Office will ensure the relevant documents are posted as soon as possible, and will also follow up with a packet memo this Thursday to the full Council providing an overview of the redistricting process and proposals. Deputy City Manager Stannert: • Noted Larimer County passed fire restrictions in unincorporated areas last Wednesday. Staff within the Office of Emergency Management will continue coordination with Poudre Fire Authority to identify the need for any additional regulations at the local level. • Shared regarding the fire incident Friday afternoon at the Hoffman Mill Road mulch pit. Response from Poudre Fire Authority (PFA) and also Parks staff on hand. Coordination over the weekend by Parks team along with Streets team. After action report scheduled for today. • Reflecting on Councilmembers continuing to get individual questions on Library Park, shared there are a couple of Service Area Requests (SARs) that were created late last week to support providing information on follow up, which will be available to requestors, involved staff, and the City Council. The Leadership Planning Team Meeting May 2, 2022 Page 3 of 3 benefit of using the SAR system is increased coordination of response and consistency of information being shared. City Attorney Daggett: • Ethics Review Board meeting late today. We will see from that if there will be an additional board meeting or if things are ready to start making some recommendations to the full Council for Code or Charter updates. Mayor Pro Tem Francis: • No additional items. Mayor Arndt: • Welcomed Carrie back from vacation and noted Deputy City Attorney John Duval did a great job providing coverage last week. • The recent City-County joint meeting included many questions regarding East Mulberry annexation. Noted additional information outlining the issues around this topic have really helped with the context for this discussion. • Noted the most recent PRPA (Platte River Power Authority) board meeting went well. Utilities Executive Director Kendall Minor attended his first meeting as a board member. Loveland is rotating into leadership capacity, and providing service as vice chair, while an Estes Park representative is serving as chair. • Will be at LPT next Monday and Election Code Committee, and then will be out for the week. • Brought up topic of fireworks and fire dangers. It was noted backyard fireworks are already illegal and normal enforcement plan will be in place starting in late June. Meeting adjourned at 8:47 a.m.
