Mason 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6788 www.fcgov.com/finance/ MEMORANDUM DATE: April 26, 2022 TO: Mayor and City Councilmembers THRU: Kelly DiMartino, Interim City Manager Kyle Stannert, Deputy City Manager Travis Storin, Chief Financial Officer FROM: Blaine Dunn, Accounting Director SeonAh Kendall, Senior Economic Manager Sarah Meline, Recovery Policy & Engagement Specialist RE: Recovery Plan Summary The purpose of this memorandum is to provide City Council with the Coronavirus Aid, Relief, and Economic Security (CARES) Act final report on how the Coronavirus Relief Fund (CVRF) monies have been fully drawn and spent. Background: On May 18, 2020, Governor Polis signed executive order D2020 070, Directing the Expenditure of Federal Funds Pursuant to CARES, to establish the CVRF. Through the Colorado Department of Local Affairs (DOLA), this fund reimburses costs to Counties, Municipalities and Special Districts. Through an intergovernmental agreement with Larimer County and other municipalities within the County, the City was allocated $9,015,692 to respond to and address impacts of the COVID-19 pandemic. On December 28, 2020, City staff were notified by DOLA that the December 2020 Federal Consolidated Act had been s This allowed an approximately $670,000 of remaining funds (initially planned to be used for family leave and personnel costs) to be used to support pandemic relief and response programs throughout 2021. The majority of CVRF funding was deployed directly into the community at the direction of the City Council, Recovery Executive Team, and the City Recovery Team with 30% going to keeping the City organization open and safe, 30% toward business/economic recovery and 40% for direct residential and social recovery. Highlights: Organization o Infrastructure and IT improvements to support safe remote and hybrid work. o Two dedicated part-time HR COVID Specialists hired to support internal pandemic response, including exposure and case tracking. o Existing office space renovated to create formal Emergency Operations Center. Business / Economic Recovery o Small Business Assistance Program provided nearly $2 million in assistance to local businesses. o Regional Keep NoCo Open Campaign expanded to encourage vaccination and continued support of local businesses and restaurants. o PPE Distribution events to local businesses and nonprofits. Residential / Social Recovery o Camp FunQuest programing expanded to provide additional childcare in both the summery and throughout the school year. o Nearly 1,500 Fort Collins Utilities customers impacted by the pandemic supported through the Utilities Assistance Program. o Local nonprofits and community partners provided funds to expand non-congregate and congregate shelter services for those experiencing homelessness. Staff has included a report on CARES CVRF spending that provides an overarching funding summary, as well as project-specific highlights (Attachment 1). Audit: assurance to the federal government recipients have managed their federal funds properly, in line with their intended use. After testing and examination by the -party auditors, the City was awarded a clean audit for the use of CARES CVRF funds. Attachments: 1.
