The following summarizes the discussions that began at 7:45 a.m. 4/26/2022 Work Session: Summary agenda items for this meeting were reviewed. • This meeting will be fully remote. There will not be interpretation. • It was noted on the item relating to the potential Mulberry annexation additional materials would be provided ahead of the meeting to the Council that more fully respond to some of the discussion that occurred as part of the mid-April joint meeting with Larimer County. 5/03/2022 Regular Meeting: Summary agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. There will be Spanish interpretation. • On item 14, Mayor Arndt requested clarity on whether this was an additional temporary exception for placement of a temporary wireless facility. It appears to be an extension of an existing temporary exception and clarification from staff will be provided if there are other aspects to this. • May has a high volume of proclamations. As of now, there are six proclamations scheduled for May 3. Public reading of proclamations will not be scheduled for the May 17 meeting due to participation in a dinner with the Poudre Valley Fire Protection District board members prior to that evening’s presentation of the Poudre Fire Authority’s 2021 Annual Report. Leadership Planning Team Meeting April 25, 2022 Page 2 of 3 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • It is possible the item relating to Wireless Telecommunication Master Plan Land Use Code Strategies will be moved from the May 10 work session. Staff is evaluating if that subject matter will be ready for a meaningful discussion with Council at that point, or if a written update would be better suited for this stage. • Relating to the May 17 regular meeting, Mayor Arndt noted she will ask as part of the 2022 COP Debt Issuance item for details about what the total debt of the City is based on COPs. City Clerk Hollingshead: • Shared the week of May 1st is the 53rd Annual Professional Municipal Clerks Week, and the Clerk’s Office will be hosting a celebration, with details to follow. Deputy City Manager Stannert: • Reported on status of next steps with increasing support to City Council. He has completed meetings with four of seven Councilmembers to talk about what increased support might look like. There are two more meetings scheduled this week, and he will confirm with the final member to determine if a meeting is necessary. With the direct input of Councilmembers on what is significant to each of them, recommendations will be developed for potential options moving forward, which may include increased staffing in the City Manager’s Office, other alternatives for increasing capacity for support, and looking at a possible Charter amendment if necessary for alternate models. Part of the role of the rescoped Assistant City Manager position that is posted right now is defining roles for Council support and being engaged in ongoing review in order to ensure Council’s needs are being met. Deputy City Attorney Duval: • Shared City Attorney Carrie Daggett is out of the office this week, and he will be the primary point of contact in her absence. • Noted a confidential memo was provided to Council in October regarding legal issues around the potential Mulberry annexation. An updated simplified version of that memo has been prepared and will be shared with all Councilmembers today based on consensus it would be helpful. Interim City Manager DiMartino: Leadership Planning Team Meeting April 25, 2022 Page 3 of 3 • The City is partnering with United Way of Larimer County on a Juneteenth Celebration at the Foothills Activity Center. This event will cause minimal disruption at the facility, including short term closure of some parts of the center. Also noted this is the first year Juneteenth will be a City holiday. • On Friday, two positions to bring additional capacity to the City Manager’s Office were posted, including an Assistant City Manager role, open through May 2 for internal and external candidates, and an Interim Deputy City Manager role posted internally only through this Friday. Noted the new Assistant City Manager role is intended to be a liaison with Council on higher levels, including that the tactical level of support Council receives is appropriate. • Shared she will be out of the office beginning Wednesday and returning Monday at end of day. Tyler Marr will be participating in next Monday’s LPT on her behalf. Also at next Monday’s LPT, Mayor Arndt will be out and Councilmember Susan Gutowsky is scheduled to fill in. Mayor Pro Tem Francis: • Brought up some questions regarding Strategic Plan metrics. Interim Manager DiMartino noted she would be discussing this with Travis Storin in terms of timing, and anticipates a work session coming up to review the dashboard and get feedback on that. • Shared regarding some feedback seeking ongoing clarity about what is happening on Linden Street. Interim Manager DiMartino will be reaching out to business owners regarding remaining concerns. • Asked about the timing for shifting back to in person work sessions. Right now, the June 10 work session is planned in person, and that could be a launching point for an ongoing shift or changes could occur ahead of that date if desired. Resolution 2022-031 adopted in February updated the current work session protocols, which can be updated again via another resolution. This could be initiated under Other Business at a Council meeting. Mayor Arndt: • Shared regarding a recent conversation with a personal friend who also serves on a City board about some apprehension about the board taking a stance in opposition to something Council had identified as a priority. As a takeaway from that discussion, she noted it is always okay for any advisory board to take an action or make a recommendation based upon its review of the information being provided. That is part of providing advisory capacity to the Council, and is helpful when the body provides details about what they are basing a decision on. • Shared that she has heard sentiment from community members supportive of an ongoing closure of Linden Street to all traffic after the renovation as opposed to scheduled closures for events.
