RE: Graywater ordinance development update
Bottom Line: The purpose of this memo is to provide an update to City Council on the
development of a graywater ordinance and the communications and engagement plan associated
with the project. The following timeline was provided to Council in the November 23, 2021,
Council Work Session summary memo, dated November 29, 2021.
Project timeline:
Q1 2022: Draft ordinance and other related documents.
Q2 2022: Internal and external stakeholder engagement, including Boards and
Commissions.
Q3 2022: Bring ordinance to Council for consideration.
Progress to-date:
Q1 2022:
Drafted memorandum of understanding (MOU) for water and sanitation districts whose
service areas include areas in the city limits.
Communicated with water districts to determine geographic scope of the ordinance.
Developed communications and engagement plan.

Collins Water District and East Larimer County Water District.
Enacted plumbing codes required for graywater, in accordance with Regulation 86
(Council adopted on 2nd reading on April 5, 2022).

To ensure we are providing a high-quality service to future graywater permit applicants,
additional work is required. her tasks associated with
this project include, but may not be limited to:
Development of a design guideline document (Reg. 86 requirement).
Development of permit requirements, fees and process (Reg. 86 requirement).
Development of inspection fees and process (Reg. 86 requirement).
System to maintain current permit holder/graywater owner and maintenance information
(Reg. 86 requirement).
Staff training on graywater permit review and inspections.
Public education on graywater system requirements.
