HomeMy WebLinkAboutMemo - Read Before Packet - 4/12/2022 - Memorandum From Anissa Hollingshead Re: Leadership Planning Team Meeting Minutes - April 11, 2022 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 11, 2022 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, City Attorney Carrie Daggett and City Clerk Anissa Hollingshead met on Monday, April 4, 2022, and the following summarizes the discussions that began at 7:45 a.m. 4/12/2022 Work Session: Summary agenda items for this meeting were reviewed. • This meeting will be fully remote. There will not be interpretation. 4/19/2022 Regular Meeting: Summary agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Councilmembers present in person in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. There will be Spanish interpretation. • The meeting includes a Community Report from the Northern Colorado Regional Transit Planning MPO regarding LINK NoCo with an introduction by City teammates. This report will occur immediately before the public comment portion of the agenda, following the City Manager’s agenda review. It is not lettered separately to avoid changing the adopted order of the agenda. • On item 17, the first reading of an ordinance approving an estoppel certificate modifying an existing lease for property at the Northern Colorado Regional Airport, it was noted the executive summary for the item would be expanded to include an explanation of what an estoppel certificate is that appears on the summary agenda. • Staff is following up on Council’s request under Other Business on April 5 to provide more information related to the possible purchase by residents of the Park Lane Mobile Home Park. There may be an additional discussion item added for April 19th or a later agenda relating to possible City support for that purchase. Leadership Planning Team Meeting April 11, 2022 Page 2 of 4 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to any shifts. • Kyle Stannert noted CSU President Joyce McConnell is interested in beginning a pattern of visiting Council each year in September as the school year is getting underway to discuss priorities and expectations for the upcoming year. Her office is working on identifying exact timing so this can be added to the calendar. • It was noted there may be a need for an executive session if the Council to get legal advice related to enforcement options related to repeated complaints and perceived nuisances. It was discussed this could be added to the April 19 agenda. • There was a request to see the dates for consideration by the Council of potential ballot questions making shifts to election administration listed on the calendar. • Identifying a date for mid-year reviews with the three Council direct reports was discussed. It was decided the June 7 Council meeting could be used for that purpose. Currently there are no discussion items slated for that date. Discussion items should be avoided for that date, but consent agenda items are fine to add and will work with the three reviews. That date has been confirmed as workable for all three appointees. • The Mayor is working on confirming a date for planning the Council’s mid-term retreat and check-in. April 20 is tentatively planned for this, and further details will be discussed with the Interim City Manager in their weekly check-in. City Clerk Hollingshead: • Provided an update about vacancies on boards and commissions. At this point, there is a board that has fallen below quorum for the first time since the start of the year due to resignations. There are two other boards that were not able to meet quorum at the conclusion of the annual recruitment process that have been paused pending follow up by the Council on the treatment of the annual recruitment process as a pilot in 2021. That topic is scheduled at the April 26 work session. The preference at this time remains to wait for that work session and any follow up action before next steps are determined in order to ensure consistency in how boards are being treated at this time, in recognition and acknowledgement of the critical role boards and commissions can play as part of the City’s overall governance structure and the key nature of trust in consistent processes. It was also discussed that the board that has fallen below quorum has 9 members, while most boards Leadership Planning Team Meeting April 11, 2022 Page 3 of 4 now have 7 members, and was not able to fill all seats in the annual recruitment, although it did achieve enough membership to reach quorum until the most recent resignations. Deputy City Manager Stannert: • Regarding the neighborhood surrounding Library Park, there have been meetings held with just staff at this point ahead of a plan for more phases of meeting and engagement that will include neighbors now that staff has grounding. Stannert will be following up with neighbors who have expressed interest in scheduling regular meetings with staff on proposed solutions to their concerns, in addition to broader communication to the neighborhood. • In regards to the temporary overnight shelter located at 212 W Mountain Ave, staff will be sending out a notification to surrounding community members later this week to inform them that April 30 is the last night of operation for the winter season. • Shared the Community Services Director brought the idea of a youth play pass forward which will be piloted in 2022 for drop-in activities for Memorial Day to Labor Day. This is an opportunity to get more youth excited about getting involved in the community. As part of the discussion, it was noted there is income dependent reduced pricing available, and there will be encouragement to staff to look at how are we asking families to prove income for alignment with other programs families may already be providing similar information for. • Economic Heath staff will be working with Councilmembers to support and schedule business visits in May and fall for small business season. Staff is looking at finding the right rhythm and cadence for these visits, and any questions or follow up can be directed to DCM Stannert or Josh Birks on behalf of the Economic Health team City Attorney Daggett: • Staff has been working on evaluating land acquisition and oil and gas acquisition strategies in response to Council’s related work session discussion, with the goal of providing information to Council on this next month. • Staff continues to work on pending real estate matters related to Halligan and will likely request an opportunity to discuss with Council in executive session in May and early June. • Regional Opioid IGA is ready to come to Council on May 3 for approval and designation of the City’s representative on the regional entity overseeing the use of the regional share of opioid settlement funds. The representative can be from Council or staff. Interim City Manager DiMartino: Leadership Planning Team Meeting April 11, 2022 Page 4 of 4 • This week is National Public Safety Dispatchers week, with activities planned throughout the week to recognize the people in those critical roles. • Shared an important win last week in the area of oil and gas development. Cassie Archuleta and other staff have been coordinating with Larimer County in advocating for a more robust review process for a pending recompletion application and learned last week the State has approved a much more thorough review and evaluation process. The application procedures now allow the City and County to testify at application proceedings. Mayor Pro Tem Francis: • Noted she was able to attend the Powwow on Saturday and it was a wonderful event as always, and also a demonstration of people appreciating being together. • Shared she has received questions about whether the City was planning on opting into the Colorado paid family leave program, and if not, if it is necessary for the City to create its own program. Interim City Manager DiMartino noted she would follow up on this with the appropriate staff to get answers on this. Mayor Arndt: • Shared some negative feedback that has been received about the City not supporting the Colorado Safety Stop Bill. Requested any information from Police Services about potential enforcement concerns or other explicit feedback. • Noted the submission of a veto letter on a bill relating to sales and use tax, and generally about the importance of really watching the legislature over the next six weeks for potential actions that impact the rights of home-rule municipalities in particular.
