HomeMy WebLinkAboutMemo - Read Before Packet - 3/8/2022 - Memorandum From Anissa Hollingshead Re: Leadership Planning Team Meeting Minutes - March 8, 2022 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 8, 2022 TO: Mayor and Councilmembers FROM: Anissa Hollingshead, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, Records and Privacy Manager Tammi Pusheck and City Clerk Anissa Hollingshead met on Tuesday, March 8, 2022, and the following summarizes the discussions that began at 9:00 a.m. 3/8/2022 Work Session: Summary agenda items for this meeting were reviewed. • This work session will be conducted remotely, with no Councilmembers providing notice of intent to participate in person. Work sessions do not provide an opportunity for public participation. The meeting will be broadcast on FCTV and be available for staff participation via the Zoom platform. 6-Month Calendar: • Upcoming meetings were reviewed with particular attention to newly added items indicated by red text. • On June 14, Land Use Code will be the only topic. • A work session on animal cruelty has been tentatively placed on June 28 but may need to shift to July 12 due to staff availability. • After the March 22 work session on November Coordinated Elections and Ranked Choice Voting, it is anticipated dates will be able to be added to the calendar for potential next steps including proposed ballot language for potential Charter amendments. • Mayor Pro Tem Francis asked to clarify potential plans for additional meeting times related to the selection of a City Manager candidate on the 5th Tuesday in March. The ad hoc committee working on the manager selection process has recognized there is a need to identify a potential back up day in the event the Council does not complete its considerations on Saturday, March 26. Staff will work on finding a time to place holds on calendars. Leadership Planning Team Meeting February 22, 2022 Page 2 of 3 City Clerk Hollingshead: • Shared an update on the redistricting process, noting the county has concluded its redistricting process. This allows the City to now start its process. At this point, the need to make significant adjustments to precincts by the County has led to all new boundaries and associated precinct numbers across the county. This is largely because of the new congressional district added to Colorado impacting Larimer County, as well as several changes to state house and senate districts. City precincts must align with county precincts, which is why the City’s redistricting process could not start until Larimer County completed their process. As a result of the changes that have occurred at the county level, current precinct data is not accurate relating to City precincts. This will not be able to be updated until the City redistricting process is complete, and the County is able to update the database with the new City precincts after that database is unlocked and available 60 days following the June state primary. Any residents concerned about the discrepancies in precinct information should be aware the data in the system is complete and accurate for the state and county levels, which is what is at issue in 2022 elections. • Noted there are a handful of appointments that will be coming through the Council for ratification in the coming weeks. These are for bodies with representatives appointed by the Council, but that are not part of the City’s boards and commissions program, for which appointments are paused until after the April work session on that topic. Deputy City Manager Stannert: • Noted a request from Alex Gordon, a transportation planner with North Front Range MPO, to share information with the Council about the LINK NoCo Project and the evaluation occurring as part of the project development. The Mayor indicated it would be helpful to have more details of this shared with the entire Council, as part of a community report likely in April or May. As part of this, City staff can also provide an overview of all that the MPO is working on. City Attorney Daggett: • Noted there are some additional litigation matters in the process of being worked on that may need to come before the Council as part of an executive session, possibly in April. Interim City Manager DiMartino: • Provided a reminder the West Mulberry at City Park Sewer Line Replacement Project will be beginning later this month as part of the West Mulberry Corridor Improvements 2022. This will close Mulberry by City Park and is anticipated to last approximately four and half months. The business park in that area will be heavily impacted by this closure, so there has been an intensive public information campaign and outreach underway to keep those businesses and area residents updated. Leadership Planning Team Meeting February 22, 2022 Page 3 of 3 • Shared she and Councilmember Peel met with Linden Street businesses last week regarding their concerns around access during construction. Follow up directly with the businesses will be occurring. Mayor Pro Tem Francis: • Expressed thanks to all staff who worked on the steps occurring yesterday in the city manager recruitment process for such a smooth process Mayor Arndt: • Reiterated appreciation for the excellent experience at yesterday’s candidate interviews and panels, expressing thanks to the staff who supported the events and the residents who participated in both the panels and the community forum. • Provided perspective on the Linden Street discussions that have been occurring, including the importance of considering precedent in any decisions made now. • Shared about a breakfast meeting with Chief Judge Hueser and the opportunity to share compliments on the recent article in the Coloradoan, including the excellent job it did in communicating what is happening and occurring. They also discussed concerns about potential legislation under consideration that would allow defendants to pay their red light-camera radar fines by donating to a nonprofit organization of their choice. It was noted this is the second year this legislation has come forward. She askedstaff to confirm whether CML is opposing this. Meeting adjourned at 9:40 a.m.
