Councilmembers Present: Mayor Arndt, Mayor Pro Tem Francis, Gutowsky, Pignataro, Canonico, Peel, Ohlson Presenting Staff: Kelly DiMartino, Travis Storin, SeonAh Kendall DIRECTION SOUGHT: 1. Which of the State ARPA projects does Council want City staff to continue to explore and/or support? 2. Are there projects that align well that the City would make a local match from its ARPA allocation? DISCUSSION SUMMARY: covered the following points: Noted the complexities of changing timelines and quick-pace nature of the state ARPA proposals. to continue participating in proposal development. Support for projects that are already in the planning phase, especially if funds can be used to transform and accelerate them. Desire to be deliberate about project development, especially regarding ongoing operations and maintenance (O&M). General support for staff recommended prioritization of projects but encouraged consolidation, where possible. Some projects that may be lower priority to support include the natatorium and perhaps innovation hub at the airport. NOTE: During the Work Session, Recovery Manager SeonAh Kendall clarified that the Innovation Hub at Northern Colorado Airport was around workforce programming specific to aeronautics and electric vehicles. While this is true, the proposal also includes funding requests for the build out of a terminal and classroom/training space. NEXT STEPS: Staff will continue to engage in regional discussions about State ARPA projects and provide Council with updates
