RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Assistant City Manager
Tyler Marr, City Attorney Carrie Daggett, and Interim City Clerk Tammi Pusheck met on Monday, January 3, 2022,
and the following summarizes the discussions that began at 7:45 a.m.
1/4/2022 Regular Meeting:
Summary agenda items for this meeting were reviewed.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces,
whether you are vaccinated or not. Spanish interpretation will not be available.

Interim City Manager DiMartino:
Thanks to the work of local landowners and partners at the City of Fort Collins Natural Areas
Department and F.E. Warren Air Force Base, the once‐threatened Colorado butterfly plant has been
removed from the Federal List of Endangered and Threatened Plants by the U.S. Fish and Wildlife
Service.
Noted the 2022 Summer schedule still needed to be agreed upon. Summer schedule with potential
dates for canceled meetings would be presented to Council in a memo to be discussed under Other
Business during the regularly scheduled 1/4/2022 Council meeting.
Noted Fort Collins has reached out to the cities of Superior and Louisville, CO after the devastating
Marshall wildfires that destroyed hundreds of homes to offer any support that might be needed.

Mayor Pro Tem Francis:
Requested a summary of suggested dates for the upcoming 2022 Summer schedule be provided to
inform the discussion on January 4.
Mayor Arndt:
Noted the importance of moving forward with action to set civility expectations for speakers at City
Council meetings. In addition, noted the importance of establishing a Code of Conduct for members of
Boards and Commissions and for City Council.
Noted that a constituent suggested creating a designated place of quiet reflection within the City. No
specifics were mentioned, only the need for a quiet sanctuary seems to be needed more so now than in
the past. It was also noted that the Parks & Recreation Master Plan would be the place to develop this
component and may already include some related discussion.
