RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, Interim City Manager Kelly DiMartino, Deputy City Manager Kyle
Stannert, City Attorney Carrie Daggett, and Deputy City Clerk Heather Walls met on Monday, December 13, 2021,
and the following summarizes the discussions that began at 7:47 a.m.
12/14/2021 Work Session:
Agenda items for this meeting were reviewed.
With the adoption of Resolution 2021‐074, the Work Session will be conducted at City Hall, with individual
Councilmembers having the option to participate remotely. Work Sessions do not provide an opportunity
for public participation. The meeting will be broadcast on FCTV and available via the Zoom platform.
12/21 Regular Meeting
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public
participation for the meeting will be available in four ways: in person, by phone, online through Zoom
and by email. It is required in Larimer County to wear a mask indoors or in indoor public spaces, whether
you are vaccinated or not. Spanish interpretation will not be available.
Second Reading of Ordinance No. 169, 2021, Amending the Code of the City of Fort Collins Pertaining to
Adoption of the Classified Employees Pay Plan.
This item has been scheduled under discussion because there was a split vote on first reading. There will
be no presentation and a 5‐minute discussion is expected.
First Reading of Ordinance No. 121, 2021, Involuntarily Designating the Moore Property, 528 West
Mountain Avenue, Fort Collins, Colorado, as a Fort Collins Landmark Pursuant to Chapter 14 of the Code
of the City of Fort Collins.
Both the applicant and owner will receive the same amount of time to present their case. 20 minutes per
side is the presumed allocation. Public comment from others will be divided over a total of one hour. The
public may comment during general public comment or after the item is presented. Anyone commenting
during general public comment should be clear which item they are speaking to.

An appointment to the Citizen Review Board will be added to the agenda.
6‐Month Calendar:
No additions or revisions were made to the 6‐month calendar.
Deputy City Manager Stannert:
Fort Collins has again been designated, byt the League of American Bicyclists, a Platinum Bicycle Friendly
Community. There are only 5 communities in the country achieving this ranking (Fort Collins, CO, Boulder,
CO, Davis, CA, Portland, OR, and Madison WI). The City first achieved the designation in 2013, and the
latest round remains effective from 2021‐25. More information about bicycle support offered by the city

The Lemay and Vine overpass opened on December 11. fcgov.com/engineering/vine‐lemay
Phase 2 of the Linden Street renovation project kicks off in January and should last through June. A
meeting was held with stakeholders last week to communicate project details and efforts to minimize
impacts to businesses. There will be access to all businesses during the entirety of the project, and teams
in Connexion and Engineering are collaborating to prevent disruption with both projects being active in

Provided an update regarding Outdoor Dining regulations. Letters were sent to all businesses that had a
patio permit to provide direction if they choose to renew and encouraging them to notify City staff if there
is no intent to continue offering outdoor dining. Staff will be working on a revised permanent process for
the spring updating the process developed around the pandemic emergency.
As a follow up to a public comment, a memo regarding gender neutral bathrooms was included in your
most recent packet. If Council desires, staff will bring forth options with the Building Code Updates. Mayor
Pro Tem Francis mentioned Fort Collins scored low regarding gender neutral bathrooms and the Human
Rights Commission has a comprehensive policy to model from.
Responding to a question raised at a recent LPT meeting regarding projects discussed during the
Washington D.C. delegation trip, staff have confirmed that both projects discussed (West Elizabeth BRT
and North Mason) are in process. The goal was to get them to 30% design to qualify for funding which
staff is working on and are within budget.
Mayor Pro Tem Francis inquired whether there was further discussion related to Linden Street being
pedestrian only at times. Deputy City Manager Stannert indicated the vision is to make Linden a
convertible street so it would be closed to bicycle and vehicles at certain times. More information about
when such closures will be triggered (ex. Weekends during summer months) will be sought and shared
back to LPT in the future.

City Attorney Daggett:
Staff have received emails from two individuals related to the Planning and Zoning interviews. The
meeting will be reconvened and involved parties will be notified. The City Clerk will follow up for
scheduling.
Interim City Manager DiMartino:
Received multiple positive messages from members of the community related to opening the Lemay
overpass.
GLDS (Connexion online billing) went live over the weekend with staff monitoring 24/7. It is working well
and will offer a self‐service option which had not been available previously.
A public forum for Recreation Director will take place this week with 5 candidates under consideration.

Mayor Arndt:
Presented a Proclamation for the Tuba Christmas event held on December 11.
Question related to state grant funding and the 3 to 1 match. Interim City Manager DiMartino indicated
there are several exceptions to that requirement.
Related to the new Connexion self‐service system, confirmed there would still be the option to receive
paper bills and pay by check if desired.
Requested clarification which positions offered public engagement like the forum for Recreation Director
tonight. Interim City Manager DiMartino indicated Director level and above with a few exceptions.
The City has been approached to show favor for a potential bill at the state capitol to allow government
entities to deposit funds in credit unions as well as banks. Mayor Arndt will review the legislation and run
it by the Legislative Review Committee.
Requested a review of the process to set salaries for council direct report employees. Interim City
Manager DiMartino will follow up with Human Resources and will review options with the City Attorney’s
Office prior to the 2022 review cycle.
