Attached please find the draft minutes from the November 16, 2021 General Improvement
District No. 1 and Skyview South General Improvement District No. 15 Board meetings. While
there is no legal requirement that a Board specifically approve the minutes, we would like for
you to review them before they are marked as approved. There are no meetings currently
scheduled for these Boards where they could be formally approved.
Please review and let me know if any corrections need to be made.

1. Consideration and Approval of the Minutes of the November 2 Meeting. (Adopted)
The purpose of this item is to approve the minutes of the November 2 meeting.
Vice Chair Francis made a motion, seconded by Board member Ohlson, to approve the minutes of
the November 2, 2021 meeting.
RESULT: ADOPTED [UNANIMOUS]

2. Second Reading of Ordinance No. 075, Ex-Officio the Board of Directors of General
Improvement District No. 1, Determining and Fixing the Mill Levy for General Improvement
District No. 1 for Fiscal Year 2021; Directing the Secretary of the District to Certify Such Levy
to the Board of County Commissioners of Larimer County; and Making the Fiscal Year 2022
Annual Appropriation. (Adopted on Second Reading)
This Ordinance, unanimously adopted on First Reading of November 2, 2021, sets the mill levy of 4.924
and authorize the fiscal year 2022 appropriation for General Improvement District No. 1 (GID). The sum of
$316,200 is anticipated to be collected from the mill levy of 4.924 mills for fiscal year 2022 imposed within
the GID boundaries. Additional revenue for the GID from automobile specific ownership taxes and interest
earnings are anticipated in 2022 to total $53,005 resulting in an expected revenue total of $369,205 for
2022. The Ordinance appropriates funds in the amount of $382,502 from ongoing revenue and from prior
year reserves for the operation of the GID in 2022.
Vice Chair Francis made a motion, seconded by Board member Ohlson, to adopt Ordinance No.
075, on Second Reading.

2. Second Reading of Ordinance No. 015, Determining and Fixing the Mill Levy for the Skyview
South General Improvement District No. 15 for the Fiscal Year 2022; Directing the Secretary of
the District to Certify Such Levy to the Board of Commissioners of Larimer County; and Making
the Fiscal Year 2022 Annual Appropriation. (Adopted on Second Reading)
This Ordinance, unanimously adopted on First Reading on November 2, 2021, includes the annual
appropriation for 2022 of $1,000 for the expenses of the Skyview South General Improvement District No.
15 (GID No. 15). The sum of $33,051 is anticipated to be collected from the mill levy of 10.0 mills for fiscal
year 2022. Additional miscellaneous revenue for GID No. 15 of $1,124 is anticipated to be generated from
interest income. The total 2022 revenue for GID No. 15 is expected to be $34,175. The total amount will be
used in future appropriations to maintain and repair roads in the Skyview subdivision.
Vice Chair Francis made a motion, seconded by Board member Pignataro, to adopt Ordinance No.
15, on Second Reading.
