The mayor and all six councilmembers were present via Zoom, and Tyler Marr was the presenting staff. Direction Sought 1. Does City Council support moving forward with hybrid-financing, including relevant Council decisions and consistent with the recommendation of Council Finance Committee, to acquire the property? 2. Does City Council support the recommended approach that staff partner with an external resource for the community engagement process to determine the future land use of the site? Key Points of Discussion Councilmembers were broadly supportive of both the hybrid-financing approach and the plan to utilize a 3rd party to assist with the outreach process to determine community desire and needs of the site for future land use. There was an interest expressed in preserving access to existing uses, such as disc golf and sledding. Staff confirmed intention to do this once land was acquired as part of interim management strategy. Related to funding, there was interest in ensuring that the General Fund would pay for the proposed outreach, and that financing adoption language should be broad enough to allow for payment of multiple possible funding sources (even potentially beyond Natural Areas and General Funds) based on land use determination. 2 of 2 | P a g e Council sought confirmation that the group(s) involved with the ballot measure will intentionally be included in the outreach process.
