Transportation Operations and Police Services strike a fair balance between supporting the parking demands of downtown visitors and employees while still conducting necessary street maintenance such as sweeping and plowing. In addition, data available from FCPS does not indicate a correlation between parking/plowing policies and DUI arrests. In most cases, if a vehicle is left overnight on the street in downtown, we work around the vehicles, do not ticket or tow, and the vehicle can be safely retrieved the following morning. In the rare occasion where it is necessary to clear the streets for safe snow removal operations, the Streets Department provides advance notice to businesses and prefers to relocate, rather than impounding, vehicles.
Background Fort Collins has a vibrant downtown with center and curbside parking on College Avenue between Laporte Avenue and Olive Street. For most of the downtown area, time limits (mostly 2 hours) are enforced between 8 am and 6 pm Mon-Sat to ensure turnover and availability for the downtown business environment. Time limits are not enforced after 6 pm or on Sundays. However, signs are posted downtown that restrict parking between the hours of 3 am and 6 am to allow for street sweeping and snow removal.
Dependent upon snow depth, snow removal operations in downtown usually occur the next night after the storm is over. This allows the Parks Department to remove snow from the Oak Street Plaza and businesses to shovel snow from sidewalks into the street parking areas, as there is no snow storage. On average there are fewer than 3 snowstorms per year that require enforcement of the 3 am to 6 am parking restriction. Currently the City can manage the more routine street sweeping operations without towing or relocating vehicles. Due to the lack of space to store snow and the potential for vehicle damage, it is important to have the street clear of vehicles during the snow events.
