I'm simultaneously attending another meeting so may not be able to provide oral comments. I support the funding of this program because: The US is a country of laws and due process is provided to those involved in our legal system. My understanding is that immigration law is federal law and those who object to this program should look to the federal government for changes in immigration law. It's a pilot program It's a discrete amount of funds. It's a grant program in which the City provides funding to immigration legal services and the City will not be providing these services. Immigration law seems complicated and its best left to experts. The program is only for immigration legal services. The clients will have a variety of immigration issues that the City will learn about as part of data collected about the program. Some will be parents of US citizens. In all likelihood the individuals using the program are the City's essential workers. We can't bury our heads in the sand and think that these individuals don't provide vital services to the residents of Fort Collins. These individuals pay taxes, both sales tax and payroll taxes and are not eligible for most taxpayer funded programs. Thanks for your consideration. I am asking you to please oppose this ordinance as well as express my concern as a long time legal resident of this community why this proposal would even be considered by our City Council. I confess that I am mostly unaware of the process for introducing ordinances before the City Council and I do not understand how such a proposal would even be introduced let alone considered by our Council and where would the money come from to pay for it? I find ordinances such as this one highly irresponsible and an extremely inappropriate use of tax payers money, particularly when these kind of services are not available or equitable to tax paying citizens. The idea of spending a quarter of a million dollars on unlawful immigrants, as unfortunate and even terrible as their situations may be, is not and should not be our responsibility. There are more pressing concerns of the tax paying citizens you all were elected to represent. There are many needs in our local community not currently being addressed, some more urgent than others. One in particular is mental health which has always been an issue but particularly now as a result of the COVID lockdowns and restrictions. People have lost jobs, businesses, freedoms, education etc. which has had a highly negative impact on their physical, emotional and mental well- being. I am extremely concerned about the mental health of our city’s children who were denied in person education, social activities as well as participation in most sports. This has had a profound impact on their lives and sadly no one has been as vocal for them as they have for the needs of the illegal immigrants. Children’s Hospital of Colorado recently sent an email declaring a State of Emergency for Pediatric Mental Health and that suicides are now the leading cause of death for children aged 10+ in Colorado, their emergency room is overrun with suicide attempts from children as young as fourth grade. Can you imagine the hopelessness that a little fourth grader must feel to even consider taking his or her own life? This is a tragedy with our youth that needs to be addressed by our leaders instead of spending time, money and resources on an issue would more appropriately be funded by citizen donations directly to the nonprofit. A legal defense fund for immigrants should not be a program funded by the city so please vote no today. To begin with, I don't believe this is an area that our city has any business getting involved with and in addition, it involves spending city funds that have nothing to do with the needs of Fort Collins citizens. It appears to be an expenditure of $$$s to various immigration activist groups in an attempt at "virtue signaling" by "woke" members of city council and other city representatives. You can do that on your own Dime! If private charities, companies, churches, clubs, or any group of citizens want to donate to this cause, they are free to do so. But to spend our tax dollars on unnecessary proposals such as this is an irresponsible use of valuable revenues that are needed more elsewhere. I recently was notified by the city that Fort Collins was eliminating the property tax rebate program for seniors (that I had qualified for recently) along with rebates to lower income residents on utilities. How do you justify eliminating these programs to actual Fort Collins Citizens, while at the same time proposing expenditures for people here illegally? Are there free legal services provided by the city to its legal residents? I'm unaware of any. Currently, our southern border is in chaos as illegal aliens are coming across in numbers that equate to roughly the population of Fort Collins....every month! That's about 175,000 people! There is a tremendous problem with drugs, human trafficking, disease, and potential terrorists coming across the border every day because of an administration that seems to place little value on enforcing existing border laws. Americans are footing the bill for ALL of the expenses to intercept, house, feed, clothe and educate every one of them. It's crazy, irresponsible nonsense and a terrible waste of revenues that would be better spent on our own veterans and homeless populations! It almost seems as if this chaos is the desired intent of the Biden administration. Have you considered the effect that your proposal might have in encouraging some of these people to come here? Is that a good idea? Maybe you should consider postponing a vote on this misguided proposal until you get more feedback from the citizens of Fort Collins. I have a pretty good hunch that the majority would strongly oppose this measure if they were able to get all the FACTS! If you do pass it, I believe that the next step for citizens is to put a proposal on the ballot to overturn your decision as quickly as possible, and to hold everyone who has pushed for this poorly conceived piece of legislation accountable in the next election. They are NOT entitled to free legal representation. *This is a misappropriation of our tax revenue particularly at a time when individuals and businesses are hurting financially from government restrictions related to COVID-19. *Keep in mind that once a government-funded program is set up, it rarely goes away. Is Fort Collins really prepared to commit to this funding on an on-going basis? *Where are these funds coming from? Is another program being reduced because of it? *Note that if Fort Collins sets up this fund, our city will become a magnet for unlawful immigrants. If you build it, they will come. This subject of using municipal tax dollars to cover these legal costs is extremely important to many, especially those city/municipal taxpayers and as such need to share my thoughts with you as one of those city/municipal taxpayers. Those of us who pay city taxes do so for streets, alleys, safe water to drink, to allow safe power into our city, as well as for our safety – for municipal needs and to do otherwise you are not being a trustee to these needs. This tax money is not supposed to be a pot of money that people can come in and use for their external cause(s). Fort Collins has many fine charities that can handle this without asking the Fort Collins City/municipal taxpayer to take this on. Along with that: - immigration is a federal issue - Joe Biden created a border crisis - this will make it worse - Mayor Arndt wants FOCO taxpayers to pay immigration lawyers to sue the federal govt - it's this simple: this idea worsens the border crisis & we get to pay for it bottom line - immigration is a federal issue - not a state issue - not a local issue - before Mayor Arndt takes on the whole world, maybe - maybe try being mayor of Fort Collins, first - I think that is why people voted for Mayor Arndt - to be mayor - not to be an immigration czar - we have a border crisis - that is the kind of problem where, you're in a deep hole - to solve that, the first thing you do is stop digging - Mayor Arndt: - immigration isn’t your job - illegal immigration isn’t your job - I ask that Mayor Arndt and the other members of the Fort Collins City Council not support this. It was repeatedly stated that this is a “pilot program”. Trojan Horse may be a better description. I don’t believe this will receive an objective review as it proceeds. The deck appears to be stacked so that regardless of what happens it will be touted as a success. It’s in several Council members best interest for it to be seen as a success. There are no pre understood or identified measures of success or failure. I’m sorry but having staff report back on a regular basis is simply not good enough. Given the above, Council members that are for this Ordinance are not being good stewards of the tax payers dollars. I was further alarmed by the fact that at the very least means testing could not be applied and that some Council members would not let the program be focused on certain areas, such as youth. I encourage all of you to vote no and at the very least delay this until the next budget cycle where it can be looked at in the context of all the needs of the community. Input from the community is asked for but little to no response is given. I know it would be impossible to address each and every comment or question but to address basically none is inexcusable. In regards to the Defense Fund for Immigrants, there are several points that are very disturbing. First, the fact that this is being put forward outside of a normal budget process is wrong. Kudos to Kelly Ohlson for speaking up on this point. Second, the mayor pro tem repeatedly stated that much time had been taken in the preparation of this Fund, however, by standards of the length of time it takes other items to come to a vote, it was much abbreviated. What is the rush and who is pushing this?? Third, if cuts were made because of Covid 19 to any programs or projects, there is every reason to weigh funding them to prior levels against a new project like the Defense Fund. Fourth, it is referred to as a pilot program and that it will be evaluated to determine if it should be continued. Having a masters degree in planning and administration and having worked in several positions where I was responsible for the evaluation of programs, this "pilot program" is not set up to be fairly evaluated. If you are to rely on city staff who have been instrumental in the establishment of the program, there is an inherent bias already. You need to determine now, with very clear cut expectations, what data needs to be collected and what will determine success or failure. You cannot wing it and any qualified researcher knows this. Finally, the question that was raised numerous times by citizens at the meeting needs to be more closely examined, is it truly the function of city government to give tax dollars to a defense fund for non-citizens who apparently cannot be means- tested. Public defenders and defense funds exist to help those who don't have the money to defend themselves. To think that only those with limited financial means will seek to use this fund is naive at best. I sincerely hope that Fort Collins city leaders have the sense to step back and take a closer look at how they are trying to move this forward. We are small business owners and property owners in Fort Collins and have worked very hard to become a middle class family in this city. It is becoming increasingly difficult as the property taxes and cost of living increase. We are extremely thankful we had the wisdom to buy a small home in 2013 before the cost became too high for middle class families. 2020 was hard. The governor of CO shut our business down for almost two months. We had to shut down multiple other times as well due to “outbreaks”. We never received help from the city of Fort Collins. There wasn’t one opportunity for us to catch a break. We weren’t large enough to qualify for PPP loans yet our property taxes increased TREMENDOUSLY this past year as well as the year before. Where is the help for average families who have worked really hard to make it in this city? I would encourage you to put money back into small business or into water conservation. We are going to be in a severe water crisis soon. Would the fund not be better spent on the citizens who live here and a basic need. I respect and understand that there is a need for immigrant legal funds, but not from public funds. This is highly concerning and I will be watching to see how each of you votes. I am against using our tax dollars to use for a defense fund for immigrants when there are so many other issues that need to be addressed in our city like domestic abuse, homeless issues, struggling single parent families, etc. Or what about taking these reserves and getting our property taxes reduced or stop them from rising. This proposal will allow more funds for illegal/ legal immigrants per case than a citizen in Fort Collins who is entitled to legal representation. This seems unfair for undocumented people to receive a higher rate than a legal citizen of Fort Collins. Our immigrants do contribute to our community by providing a source of labor for our businesses and they do need help with our broken immigration system but this is beyond the scope of city responsibilities. I believe this is a mistake for the City of Fort Collins. I believe we should be taking care of our own citizens and not entering into an outside area of social services. They did so legally and on their own dime! My heart goes out immigrants looking to seek citizenship here in the U.S., but this is a vetting process for a reason and they have to do it legally and on their dime as others before them have. If we just let anyone come here without being vetted, we have no idea what they're about, their history or intent. If things like this are freely provided (not free, again at tax payers' expense), then more will be expected to just be given to them. If people feel that we are helping the residents of Larimer county with these funds, it would seem logical that those benefiting would be residents of Larimer County (having residing in the county for a year or more). Shouldn't the funds be going to those that most need it? My understanding is there is no current financial requirement for the funds? Creating a blanket fund with no requirements does not seem equally beneficial to all immigrants. While the idea of a defense fund sounds great to those wanting to help with the immigration crisis, there are currently too many loopholes to have this be a program funded by our city with taxpayer dollars. I noted there are multiple organizations behind this fund, the best way is for these organizations to solicit funds from citizens wishing to donate to such causes and not requiring those that do not support this to pay for it. I am concerned that approving this fund will draw more immigrants, and not all are hardworking people looking for a better life. We could see an increase in crime and placing more burden on our resources already impacted by the pandemic. Is this really the most pressing issue and best way to spend our reserves? What about the many local businesses and families in Larimer County going through hardships following COVID 19? Why are we contemplating supporting unlawful immigrants over long-time citizens trying to recovering from these hard times? As a mother, mental health and the rising suicide rate of children in Larimer County is paramount over a person facing deportation. Suicide rates among youth have doubled since 2007, wouldn't these reserve funds be better spent on saving the lives of our young people? We are in dire need of increased mental health supports. I encourage you, our city's leaders to not move forward with this fund. Send this issue to the ballots and use these funds to help the taxpayers and citizens that have paid into the reserves. They are seeking this relief through the proper legal pathway, and still could suffer deportation if they do not win their case. Another example: An adult that has been in the U.S. for decades and is not eligible for any type of affirmative immigration relief could finally be eligible for some forms of relief like Cancellation of Removal if placed in deportation proceedings. Funding only "affirmative" cases would not help this person, but funding all immigration cases would ensure that they, too, receive legal representation and give their family a shot at staying together and remaining in our community permanently. All of this is to say that it's important that we fund representation for all kinds of immigration cases whether people are placed in deportation proceedings or applying for relief independently of a pending immigration case. Things to consider:    1) We want to express our continued concern on the using of our tax dollars and City Emergency Fund for the purpose of  giving money to immigrants both illegal and some legal for their legal costs for immigration issues. Many people we have  talked within Fort Collins have been very concerned as well. Since this issue is bringing great controversy in our city we  feel it is only right to have a community vote on this issue. Since it does not go along with the budget decisions that have  been made for FC or focuses that are most important to the community it would only be right and fair to have a citywide  vote.  Many less important issues have been voted on like the use of plastic bags in FC. Certainly this legal funding issue  is much more important and should be considered something citizens would have the right to decide on.    2) This proposed ordinance goes against the core values of our Constitution and does not represent equality of  opportunity for all people. The results will not further our community or help the immigrants on a city level. The federal,  state or county governments are responsible to make changes to the issues of immigration and they should be the ones  to fund any social programs of this type. I do not believe that the majority of Fort Collins residents have any idea about this proposed fund.  I just found out MUNICIPAL IMMIGRATION LEGAL FUND PILOT PROGRAM.”    I and my family have lived in the Fort Collins area for 45 years.  Both of our children are graduates of CSU.  The past 2  years have been most difficult for many of our tax paying residents.  Many are having to dig deep to survive the financial  hardships due to the pandemic.  Many have had to close their businesses, lay off employees, apply for government  assistance to stay afloat, draw unemployment, etc.. Why are these funds not being used to help those who have lived  here, worked here, paid taxes, worked hard contributing to our community?      Our family personally has paid many taxes into the city coffers during the years we have lived here.  Why are we  supporting, with our hard earned tax dollars, unlawful immigrants who have not contributed?   Where was our free legal  assistance when we needed it?  We are legal residents, with our ancestors immigrating legally thru Ellis Island many,  many years ago.  They did not illegally come to this country.  They followed the law and became legal citizens.      Consider the number who are currently infiltrating our country thru the southern border.  At last count there are around  180,000 per month that have been caught.  At present rates its projected that around 2 million illegal immigrants will  come into our country illegally in 2021. And that’s not counting those who are not caught.  By offering this free  Immigration legal fund, Fort Collins will become a magnet for illegal immigrants.  Many will flock here to seek free legal  assistance in order to stay.  Paid for by the taxes of residents who have been here legally for many years.  If anything, Collins.  We lived in the city for 43 years prior to our move east of I‐25.  Our rental homes contribute much in taxes
