Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, Deputy City
Manager Kyle Stannert, City Attorney Carrie Daggett, Interim City Clerk Tammi Pusheck and Deputy City Clerk
Heather Walls met on Monday, June 28, 2021, and the following summarizes the discussions that began at 7:30
a.m.
July 6 Regular Meeting:
Summary agenda items for July 6 had been reviewed at the LPT meeting on June 21.
This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public participation
for the meeting will be available in four ways: in person, by phone, online through Zoom and by email.
Wearing masks will be optional for those who have been vaccinated. Spanish translation will be available.
A Proclamation has been added to the agenda recognizing the 2nd place award from the American
Waterworks Association Best of the Best Water Taste Testing Competition.
A resolution confirming the appointment of Tammi Pusheck as Interim City Clerk will be added to the July 6
agenda.
Council will also consider motions to move the August 3 meeting to August 4, and to cancel the August 17
regular meeting, as well as a motion adjourning the July 6 meeting to July 13.
6‐Month Calendar:
The Council schedule for August was finalized:
The August 3 meeting will be rescheduled for August 4. At this meeting, the Sam’s Club Fuel Station appeal
will be heard as well as all second readings from July 20. The second reading of the Tourism Improvement
District Ordinance will also be designated as the public hearing to provide the required 30 day public hearing
notice. No additional items will be scheduled for this date.
The Work session on August 10 and the Regular Meeting on August 17 will be cancelled. The Work Session
scheduled for August 24 will be rescheduled for August 31.
Motions to reschedule and cancel these meetings will be brought forth on July 6.

Deputy City Manager Stannert:
Staff discovered that a page was missing for Attachment B in the materials posted online regarding the June
29 Council Retreat . An update was made to the document on the city website to correct the issue. Staff also
verified that the printed copies provided to Council in their Thursday packet were complete.
The Planning and Zoning Commission is holding a special meeting on Wednesday, June 30 to hold a hearing
on the Northern Integrated Supply Project (NISP) SPAR. City Attorney Daggett noted that the judge in the
related litigation filed by Save the Poudre has indicated he will rule today on the pending motion seeking to
stop the hearing from going forward.
Governor Polis signed House Bill 21‐1194, the State Immigration Legal Fund to go into effect on September
29, 2021. Staff will provide relevant information related to the bill in the Thursday Packet.
Transfort was awarded $3.5 million for the purchase of additional battery electric buses, which will replace
compressed natural gas busses that are at the end of their useful life.
Permits were issued for Housing Catalyst’s Oak 140 project which will include 78 units and be available to
those with an 80% AMI.
Noted he recently toured the Sherwood House transitional housing project and that the project is nearing
completion, with a goal of opening prior to the upcoming school year. The project operator, Family Housing
Network, intends to offer public open houses and tours prior to the grand opening, and Council will be
provided an opportunity to see the facility at that time. More details are expected in the coming weeks.
Following up on the May 25, 2021 memo from staff regarding next steps on recognizing Indigenous People’s
Day staff continues to collaborate with representatives from tribal nations to develop either a Resolution or
Proclamation which is anticipated to be presented at the September 21 Council meeting. Staff will coordinate
with the City Clerk’s Office to have this item added to the 6‐month calendar.
Deputy City Manager DiMartino:
Staff from the Platte River Power Authority (PRPA) clarified that they will be coordinating directly with city
staff to receive feedback from the Energy Board, which is consistent with the process followed in other
jurisdictions. In implementing this change, city staff will collect feedback from the Energy Board, and share it
with the City’s PRPA representatives.
Mayor Pro Tem Gorgol shared a suggestion that a code of conduct for boards and commissions be developed
to apprize members of expectations and establish consequences for when they are not met.
City Attorney Daggett:
Noted an update related to NISP was discussed earlier in the meeting.
City Attorney Daggett noted the Opioid litigation settlement meetings are progressing and that local
governments will be following up later in the summer with review and approval of related agreements. It is
hoped that a coordinated regional gathering can afford a shared chance for outreach by the Attorney General.
The City Manager will touch base with the County Manager about this.

City Manager Atteberry:
Noted the announcement of the appointment of Tammi Pusheck as Interim City Clerk, with today being her
first day in that role. A memo with additional details on her appointment will be included in the Thursday
packet.
A meeting is scheduled with the Mayor, Mayor Pro Team, and facilitator Julia Novak this afternoon to develop
a final agenda for the council retreat follow‐up meeting tomorrow. It was noted the Council Retreat will start
at 5pm tomorrow. Council will need to leave the Chamber of Commerce State of Business event early and
City Manager Atteberry will make sure the Chamber leadership is aware of the scheduled departure.
The Colorado Water Center at CSU will be offering a Water Literate Leaders program. Applications are due by
5 pm on July 15 , the application can be found online at: https://form.jotform.com/210756188025153
The Regional Leadership Breakfast is scheduled for July 1 where the Mayor and Mayor Pro Tem will be
introduced and each City will discuss how it is approaching response and recovery from the pandemic.
The Water Commission discussed the Halligan Project and dam alignment with the option of a new structure.
More information will be included in a quarterly update due in August.
Noted former councilmember David Roy sent in praise to staff regarding the improvements to pedestrian
safety as a result of street repairs on Prospect between Shields and S. Taft Hill. This email will be forwarded
to staff acknowledging the good work.
Noted an economic outlook was provided at a recent Colorado City and County Managers Association meeting
and suggested scheduling an annual economic outlook report for Council each year. He plans to share more
information from the presentation with councilmembers in their upcoming one‐on‐one meetings.
Mayor Pro Tem Gorgol:
Noted she participated in Bike to Work this past week with Mayor Arndt and it was an excellent event.
Offered thanks for coordinating the Director of Equity and Inclusion recruitments and was impressed by each
of the candidates.
Noted that while traditional July 4th events sponsored by the City were not scheduled due to uncertainty of
when COVID‐19 emergency orders would be lifted, the city website includes a list of activities being offered
this year, including a hot air balloon launch from Twin Silo, Soft Gold and Edora Parks; a parade beginning at
10 am; and a drive‐in fireworks show being co‐sponsored by the City of Fort Collins, City of Loveland, and
Larimer County, which will take place at The Ranch Event Complex. Additional details can be found online at:
