As is customary for work sessions, no public participation will be available. • Visit Fort Collins Destination Master Plan and Recovery Plan – This item will be led by Cynthia Eichler, President and CEO of Visit Fort Collins. Consultants will be on hand to answer questions. June 15 Regular Meeting: Draft agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting, with Council meeting in Council Chambers. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. Wearing masks will be optional for those who have been vaccinated. Spanish translation will be available. • Proclamations are being moved to 5:00 p.m. for each regular meeting. • Ethical Rules of Conduct for Quasi-Judicial Commissions Members – This item amends Code to provide clear guidance and direction to quasi-judicial commission members with respect to activities that call for their recusal from matters coming before them in their decision-making capacity. It is unknown at this time whether this item will be pulled from the Consent Calendar for discussion. • Staff Report: Connexion Transparency Update and Connexion Executive Session – Staff will be providing information about an online mapping tool which will enable residents to look up the status of Connexion. An executive session about broadband-related issues is also planned for later in the meeting. Leadership Planning Team Meeting June 7, 2021 Page 2 of 4 • Supplemental Appropriations of American Rescue Plan (ARP) Act – A memo will be coming providing answers to the questions that were asked during first reading. Staff is asked to have a 5-minute overview presentation for this item on second reading. • Public Engagement for Southeast Community Innovation Center and Pool - A memo will be coming providing answers to the questions that were asked during first reading. Staff is asked to have a 5- minute overview presentation for this item on second reading. 6-Month Calendar: • June 24: o Urban Renewal Authority meeting has been canceled. • July 6: o Tom Gonzales, Public Health Director for Larimer County, will be leading a joint staff/community report with staff on West Nile activities. • July 20: o Hughes Stadium-related Structure Plan Map Amendment (to conform to the voter-mandated uses) was added to the calendar. • July 27: o Civic Center Master Plan Phase 1 Update was added to the calendar. Deputy City Manager Stannert: • Noted there was a question about the notice given to residents of the Hickory Village Mobile Home Park about selling the park. The lack of clarity for proper notice was filed with Colorado’s Mobile Home Park Oversight Program, and a new notice will be submitted. This will restart the 90-day timeline. The related Resolution (2021-061) recently adopted by Council remains in effect. He also noted that Larimer County Commissioners approved $150K in a similar resolution that is available to assist if the purchase goes forward. Deputy City Manager DiMartino: • Noted that all City facilities are fully reopening today. This is being done with an eye towards customer service, as well as towards flexibility and workforce retention. Managers are being given the opportunity to experiment some with schedules to see what works best for their teams provided they are preserving customer service hours. • Noted staff is meeting today to develop a proposed approach to support the creation of Council bios. Council will see more information on this soon. Leadership Planning Team Meeting June 7, 2021 Page 3 of 4 • Attended the Police awards ceremony last Thursday night. The event had been delayed from the traditional schedule earlier in the calendar year to allow for in-person attendance. The ability to honor exceptional service among friends and family made for a special evening, and she noted the Executive Lead Team’s deep appreciation for all who were recognized during the event. City Attorney Daggett: • Asked about whether the Planning & Zoning (P&Z) Board appointment is ready to move forward. Mayor Pro Tem Gorgol noted that she met with the P&Z Chair last week and will be meeting with the entire board on Friday to discuss this and other matters. Related to boards and commissions, there was discussion about whether there is Council interest in reviewing the authorized scope and mission for each board to ensure this aligns with Council expectations. Although some items were modified as part of the Reimagine Boards and Commissions Council priority, no wholesale review of board and commission functions was done. Mayor Pro Tem Gorgol: • Noted two State bills have passed, one related to affordable housing and one related to plastics. The City Attorney’s office will be reviewing these items and working with staff to determine the impacts, if any, of these related to Fort Collins regulations, processes, or procedures. The information related to inclusionary zoning and affordable housing will be included in the work session item scheduled for July 13. • Asked questions regarding the immigration legal defense fund: o What is happening with the public feedback being received on this item? All emails received are being forwarded to the staff who are leading this effort. The emails will be provided as part of the agenda materials that Council receives. Once agendas have been published, any remaining emails that are received will be provided to Council as part of read before packets. o Can you provide an update on the public outreach that has been done on this item since Council last discussed this item, and are there alternative funding sources that could be used for this purpose? Staff will address these questions within the agenda information published for the June 15 Regular meeting. Information on this will be provided as part of the agenda materials. As a mid-cycle appropriation, both would be within the scope of the proposed 18-month pilot. • Asked about the status of the request to move protesters at Planned Parenthood to a 200-foot buffer versus the state law 100-foot buffer. The City Attorney’s office will be providing more information on this as part of Thursday’s packet. • Noted the new Fire Chief, Derek Bergsten, was sworn in and the Poudre Fire Authority (PFA) will have a Changing of the Guard ceremony this Friday. She added that Chief Bergsten is doing a great job! Leadership Planning Team Meeting June 7, 2021 Page 4 of 4 She also provided a friendly reminder from PFA to not tube in the river right now. The river is running high and it is dangerous. Mayor Arndt: • Noted that City staff should make sure to apply for all funding opportunities that have been earmarked and are available through Congress. • Noted she met with representatives from both AT&T and Verizon about plans to install additional poles throughout the city to enhance wireless service. • Noted she met with a mountain bike group who expressed its desire to ensure good working relationships with Natural Areas staff. • Participated in a recent MPO meeting where CDOT projects/funding, as well as bike and pedestrian lanes were discussed. She was also selected to participate in an oversight sub-committee related to the MPO. • Participated in a meeting with the City Manager and Mike Dino from Thornton regarding reopening discussion about Thornton’s water project to see if there were opportunities to explore environmental benefits that could be incorporated as part of the project. • Participated in a meeting at the Northern Colorado Regional Airport and toured the facility for the innovation and enhanced service being continuously explored. • Following the adoption of Resolution 2021-066 at last week’s meeting, the Mayor will be representing the City at her first meeting for the Colorado Attorney General’s Local Government Opioid Settlement Funds Stakeholder Working Group this Friday. • Noted the emergency declaration that is currently in place is close to getting rescinded and thought should be given to some outstanding items such as determining whether work sessions will remain remote and whether some parameters need to be placed around public participation. It was noted that Council’s Meeting Rules of Procedure could be altered to give more direction and clarity on these items. Parameters around public participation may require a work session to discuss. The future of remote work sessions will be added to the July 6 meeting for Council consideration.
