HomeMy WebLinkAboutMemo - Read Before Packet - 6/1/2021 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - June 1, 2021 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 1, 2021 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Tuesday, June 1, and the following summarizes the discussions that began at 7:09 a.m. June 1, 2021 Regular Meeting: Agenda items for this meeting were reviewed. • This Council meeting will be a hybrid meeting. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. Wearing masks will be optional for those who have been vaccinated. • LGBTQ Pride Month Proclamation – There was a question as to whether this should refer to LGBTQ+. Staff confirmed that the title could be amended, but the current version aligns with national recognition of June as Pride Month and the language of the Proclamation supports and affirms all. • 2021 Spring Cycle for the Federal Community Block Grants – The City Manager noted that Councilmember Canonico plans to recuse herself from this item. City Manager Atteberry will pull this from tonight’s agenda to enable this. • Emergency Rule Permitting Utility Billing Payment Plans – Council heard a staff report related to this at the end of March 2021. The Utilities are now resuming shut offs as discussed and this item allows Council to confirm the City Manager’s response related to this. Everything included is as discussed in March. • Guardian Self-Storage Appeal – It is expected that there will be people participating in person and remotely for this item. The City Attorney will work with staff to provide additional guidance on public participation since it is limited to parties-in-interest related to the appeal and on related logistics. 6-Month Calendar: • June 8: o Visit Fort Collins Destination Master Plan will be the first item discussed. Leadership Planning Team Meeting June 1, 2021 Page 2 of 4 • June 15: o Appropriation for the first 15% of ARPA ($4.2M) will be added to the agenda as a consent item. • June 22: o Mid-Year Reviews – The City’s Chief Human Resources Officer will be reaching out to the Mayor and Mayor Pro Tem to discuss the process that will be used for reviews. • June 29: o Council retreat follow up meeting has been confirmed. The meeting will be held at Innosphere. Staff continues to work to prepare for this and will provide materials to Council as soon as they are available. Additional items of discussion might include:  Transitioning out of the COVID emergency: • Needed code or other changes to continue, if Council desires, changes that have been made during the emergency such as remote meetings.  Possible changes to public participation at Council meetings.  Responding to emails/letters received by Council and having a unified voice. • July 6: o Utilities Income Qualified Assistance Program was added to the calendar (moved from June 15). Staff is asked to provide a one-page graphic on Code of America work and to describe how these items fit together. • August 17: o Staff Report: Volunteer Services Program has been added to the calendar. • Other: o West Nile Work Session – Larimer County Health Director Tom Gonzales is interested in participating in a work session related to this. This would provide the new Council with the opportunity to learn more about County and City processes related to this. As a first step, staff will send a memo to Council providing an overview of related efforts. Scheduling a work session will follow. o Joint Poudre School District/Council meeting for the purposes of teambuilding. It was suggested this occur twice per year and start with a barbeque or dinner first. Staff will start polling Council to find a time no later than early September. The Mayor offered to host the meeting at her home! City Clerk Coldiron: • Noted research was completed on public participation processes of peer cities: o 36 cities surveyed (11 in Colorado). o Approximately 18 require public participation sign-up. o Sign-up via online form seems most common (usually a phone or email option provided as well). o Some have a limit on the number of speakers allowed. o Some prioritize speakers who have not commented within a certain number of meetings. o Most have a time limit on public participation ranging from 30-60 minutes total. Leadership Planning Team Meeting June 1, 2021 Page 3 of 4 o A few have additional (or all) public participation at the end of the meeting. o 26 still meeting all remote, 8 hybrid, 1 in-person. Staff will prepare a memo giving Council the full details. It will be provided in an upcoming Thursday packet. Deputy City Manager Stannert: • Noted that City Clerk Coldiron has submitted her resignation; her last day with the City is June 11. She accepted the City Clerk position for the City of Loveland. Staff is working on a plan for coverage and the City Manager will move forward with an interim appointment so that Council can approve it on June 15. Deputy City Manager DiMartino: • Noted that additional Councilmembers requested standing workstations which will be in place for tonight’s meeting. • Noted there is an upcoming open house on June 3 related to Larimer County oil and gas regulations. Staff has been following these conversations and will be preparing a letter with comments on the draft regulations. We plan to ask for the strongest protections possible for our preserved lands. City Attorney Daggett: • Noted they have selected and will soon onboard two attorneys. One will fill the new attorney position created to provide more capacity to support Land Use Code changes, the new equity office and other Council initiatives. The second will fill the vacated spot created when Assistant City Attorney Chris VanHall left the City to go to the Attorney General’s Office. • Noted they are working to follow up on various issues that have been arising in recent weeks related to enforcement issues. More information will be provided as it becomes available. City Manager Atteberry: • Noted Council onboarding sessions are beginning that will include tours to various City facilities and the opportunity to meet various staff and hear about work priorities and other pertinent issues. Sarah Kane will help get these 1 ½-2-hour sessions scheduled throughout the summer. • Noted a regional breakfast is being held on July 1 with Fort Collins, Loveland, Windsor and Greeley. Currently, the Mayor, Mayor Pro Tem and City Managers of each municipality meet. The group may be expanded to include Larimer County as well. He asked for people to share possible agenda topics with him. Regional water is one issue that will be included. • Noted staff will be providing Council with a Halligan Briefing Book in a Thursday packet. The document is well done and will give Council a good primer on Halligan. Leadership Planning Team Meeting June 1, 2021 Page 4 of 4 • Noted a series of SARs circulating on events at the Holiday Twin drive-in theater. The property is in the County; however, surrounding neighbors within the city limits have complained about the number of events that are being held there and the impacts this is causing. He added that the owners of the drive- in are applying for a liquor license for the property. Larimer County is currently considering special events permits for this premise and the files associated with this location may be viewed at: https://onlineportal.larimer.org/EnerGov_Prod/selfservice#/home. Click on "Search Community Development Records," and enter "21-GNRL0511" in the search field.” • Noted there is a Poudre School District/City/Council Liaison meeting next week. The one item scheduled for discussion is follow up on the Student Resource Officers (SROs) and the process that was used to come to a decision on this. If Council has other topics to add to the agenda, let the City Manager know. • Noted that staff continues to work with the City Attorney and others on the issues related to the Raising Cane’s and Starbuck’s drive-throughs on College Avenue. Volumes are decreasing some; however, there are still issues that exist. • Noted the COVID policy group will be reconvened to discuss the triggers for termination of the local emergency declaration. Mayor Arndt: • Had a question about the process for her to respond to emails and/or letters received. She will follow up with the City Manager on this item. Meeting adjourned at 8:59 a.m.
