Melanie Potyondy Land Use Review Commission (Zoning Board of Appeals) Hear and decide appeals from and review any order, requirement, decision or determination made by administrative official charge with enforcement of regulations established by the Land Use Code. Ross Cunniff Last Updated 5/4/2021 Page 5 Council Committee Assignments Name Description/Function Schedule Council/Other Ad Hoc Housing Committee The Ad Hoc Housing Committee was established by Resolution 2020-068 on July 21, 2020 with an overall purpose to support the development of the Housing Strategic Plan, including but not limited to exploring, reviewing, discussing, and making recommendations on the content of the Plan and overall housing efforts. The committee is made up of three Councilmembers and will advise City Council about potential future actions. This Committee ended in April 2021 and has no meetings set. Council will discuss future need of committee. Ross Cunniff, Ken Summers, Emily Gorgol Ad Hoc Community Impact Committee The Ad Hoc Community Impact Committee was established by Resolution 2020- 060 on June 23, 2020 with an overall purpose of ensuring that the City is creating an environment that provides safety and equity for all residents. The committee is made up of three Councilmembers and will advise City Council about potential future actions. This Committee ended in April 2021 and has no meetings set. Council will discuss future need of committee. Susan Gutowsky, Julie Pignataro, Emily Gorgol Ad Hoc Direct Reports Compensation Committee Resolution 2019-034 established this ad hoc committee in March 2019 to review, discuss and recommend a compensation strategy including the market definition, benchmark cities, data collection and analysis methodology regarding salary, direct report employees (City Manager, City Attorney and Chief Municipal Judge). Undecided of 2021 schedule Susan Gutowsky, Julie Pignataro, Wade Troxell Downtown Development Authority Serves as the primary planning and development advisor for downtown Fort Collins. 2nd Thursday of each month at 7:30 a.m.; Rocky Mountain Innosphere, 320 East Vine Drive. Susan Gutowsky Election Code Committee Resolution 2017-004 established this committee for the purpose of considering state election laws, rules, policies and procedures to identify and evaluate ideas for improvements to City election laws and practices, as well as anticipating adjustments that may be needed to adapt to changing legal and technological environments. Changes are brought forward for Council consideration. Meets as needed except goes on hiatus several months before/after a regular municipal election. Meets in the CIC Room at City Hall, 300 Laporte Avenue, Fort Collins. Wade Troxell, Ken Summers, Julie Pignataro Ethics Review Board Section 2-569 of City Code establishes this committee for the purpose of reviewing complaints pertaining to possible conflicts of interest and ethics violations of Councilmembers and members of City boards and commissions. Meets as needed when complaints or requests for advisory opinions are received. Finance Committee This committee was established to consider financial policy issues facing the City and makes recommendations regarding those issues to City Council. Meets on the 3rd Monday of each month at 10:00 a.m., in the CIC Room at City Hall, 300 Laporte Avenue, Fort Collins. Ross Cunniff, Ken Summers, Wade Troxell, Emily Gorgol (A) Futures Committee This committee was established to assist City Councilmembers in their decision- making process. The goal is to position the City in the distant future (30 plus years) for achievable successes, integrating community desires with known fiscal, social and environmental data. Meets the 2nd Monday of each month at 4:00 p.m., in the CIC Room at City Hall, 300 Laporte Avenue, Fort Collins. Julie Pignataro, Wade Troxell, Emily Gorgol, Melanie Potyondy (A) Legislative Review Committee This committee is a representative group of Councilmembers that review and react to proposed legislation on behalf of City Council and the City. In taking a position on particular bills, the LRC interprets and applies the various policies that are included in the Legislative Policy Agenda. (Resolution 2019-027) Meets as needed. This authority was established to address regional stormwater issues in the Boxelder Basin and to carry out the design, construction, operation and maintenance of the improvements described in the Master Plan. Per an IGA establishing the Boxelder Basin Regional Stormwater Authority, the City is entitled to appoint one representative to the five-member BBRSA Board of Directors, and to jointly appoint with Larimer County a second representative (subject to limit on officer/employee appointments). (Resolution 2016-034 and Resolution 2019-054) The current City appointee is Theresa Connor; the joint City/County appointment was recently vacated due to resignation of Gerry Horak. Meetings on the 4th Tuesday of each month, at 2:00 p.m. at the Larimer County Building, 200 West Oak Street, Hearing Room, Fort Collins. Time Commitment: Unknown. Selection Committee: Ross Cunniff and Julie Pignataro (resolution 2020-057) City/Colorado State University Leadership Committee (previously the City/CSU Liaison Committee) Resolution 2014-118. This Committee was formed to meet no less than two or three times per year in the interest of strengthening town/gown relationships and discussing and addressing matters of mutual interest to the City and CSU. The Committee is comprised of two Councilmembers and the City Manager as the City representatives and the President of CSU and a member of the Board of Governors of the CSU system as the CSU representatives. When this Committee was formed, -level coordination group. Did not meet in past 2-year term. Julie Pignataro, Wade Troxell Colorado Municipal League (CML) Policy Committee The League Policy Committee is responsible for reviewing legislative proposals and making recommendation to the League Executive Board. The City can have two representatives on the Committee. The City Manager and one Councilmember have most recently represented the City. Periodic meetings throughout the year. They meet at CML offices located at 1144 Sherman Street, Denver. Ross Cunniff, Ken Summers Disaster Council Section 2-669 of City Code defines this Council has having the duty and power to develop and recommend for adoption by the City Council emergency and mutual aid plans and agreements and such ordinances. It is responsible for the development and adoption of the Emergency Operations Plan (and any subsequent revisions). It is made up of the City Manager, Deputy City Manager, the Mayor, the Emergency Management Coordinator and other staff. Meets upon the call of the Chairperson (City Manager) or Vice Chairperson. Held by Mayor per Code Last Updated 5/4/2021 Page 8 Forfeited Property Disposition Committee Resolution 92-122 established that the Mayor, or designee, be appointed as the Fort Collins representative to approve disposition of property forfeited to Fort Collins Police Services in accordance with Senate Bill 92-204. Required by C.R.S. 16-13-702. Meets when needed; required if the City wants to utilize seizure funds from State processes. Held by Mayor per Code Housing Catalyst (Authority) Secures both public and private funds to develop and manage housing for people earning below 60% of the area median income. 3rd Thursday of each month at 7:30 a.m.; Housing Catalyst Conference Room, 1715 W. Mountain Ave. Emily Gorgol Larimer County Behavioral Health Policy Council Resolution 2018-120. This group was formed by the Larimer County Board of County Commissioners to foster regional coordination and cooperation in matters relating to the provision of a continuum of behavioral health services in Larimer County. The Mayor or a member of Council designated by Council represent the City on the Council. Meets on the 1st Monday of each month from 8:00 a.m. to 10:00 a.m. The location of the meetings rotates between the County building in Fort Collins and the County building in Loveland. Susan Gutowsky, Emily Gorgol (A) Library Trustee Selection Committee Resolution 2006-118 established the Library District. An IGA followed between the City, County and Library District in which the City and County agreed to continue using a committee of two City Councilmembers and two County Commissioners to select future trustees. Meets as needed when a Trustee appointment is required. Julie Pignataro, Melanie Potyondy North Front Range Metropolitan Planning Council Resolution 87-123 approved formation of the North Front Range Metropolitan Planning Council to allow Fort Collins to work with other local governments in Larimer and Weld Counties to develop transportation plans and policies that will assist in managing projected growth in a sound, cost-effective manner. The formation was required under Section 134 of Title 23, U.S.C., as amended, for the use of Federal funds in transportation projects within US Census designated urbanized areas. As well, Section 174 of the Clean Air Act, as amended, requires that, for areas which have not attained national standards for carbon monoxide and other designated pollutants, the State and officials of local government shall jointing determine an implementation plan to bring the area into compliance. Meetings are the 1st Thursday of every month, at 6:00 p.m. Location of meeting varies. Wade Troxell Susan Gutowsky (A) North Front Range Wasteshed Policy Group Resolution 2016-013. This group was formed by the Larimer County Board of County Commissioners to provide policy guidance and input into the planning process for regional waste management infrastructure to s erve the future needs of North Front Range citizens. Will continue to meet as needed to address policy and related items. Wade Troxell, Ross Cunniff Last Updated 5/4/2021 Page 9 North I-25 Coalition Regional meeting about North I-25 that includes funding, construction, legislative, and regional conversations about I-25. Meetings are the 1st Wednesday of every month, at 6:30 p.m., at the Southwest Weld County Services Center, 4209 WCR 24 ½, Firestone. Wade Troxell North I-25 Coalition working group: I-25 Funding Committee This is a working group of the North I-25 Coalition that focuses on local, state and federal funding for I-25. Meetings are the 2nd Friday of every month, at 12:30 p.m., at the Candlelight Dinner Playhouse, 4747 Marketplace Drive, Johnstown. Wade Troxell Northern Colorado Airport Commission Resolution 2015-013. Per an IGA between the Cities of Fort Collins and Loveland, owners of the Fort Collins-Loveland Municipal Airport, the Commission shall be comprised of seven members: 2 members from Loveland City Council, 2 members from Fort Collins City Council; 1 citizen appointed by Loveland City Council; 1 citizen appointed by Fort Collins City Council and a joint citizen member appointed by both City Councils. Meetings are the 3rd Thursday of every month, at 3:00 p.m., at the Airport Administrative Office at 4900 Earhart Road, Loveland. Wade Troxell, Darin Atteberry Northern Colorado Airport Selection Committee Resolution 2015-025. This group was originally appointed by Council to interview and evaluate qualified applicants to serve as citizen members of the Airport Commission for recommendation to Council for appointment. There has been no new appointment to this citizen seat since 2015. Meets when selections are needed. Julie Pignataro, Wade Troxell Platte River Power Authority (Mayor or designee) Per an IGA with Platte River Power Authority, the City is entitled to two representatives on the eight-member Board of Directors of PRPA by the Mayor and one additional designee selected based on his or her judgment, experience and expertise that make that person particularly qualified to serve on the Board of the Authority. Meetings are the last Thursday of each month at 9:00 a.m., at 2000 E. Horsetooth Road, Fort Collins. Wade Troxell, Ross Cunniff Poudre Fire Authority Board of Directors Per an IGA with Poudre Valley Fire Protection District, provides for the establishment of a governing board to administer the Poudre Fire Authority. The governing board is comprised of 2 members appointed by the City; 2 members appointed by the District; and 1 member appointed by the 4 members mentioned. Meetings are the 4th Tuesday of each month at 8:30 a.m., in the conference room at 102 Remington Street. This Alliance is focused on providing interpretive and educational programming and media that builds deeper understanding of the from the City of Fort Collins, Weld County, Larimer County, the City of Greeley, the Town of Windsor, the Town of Timnath, federal and state agencies, agricultural entities, water entities and the public. Meetings are on the 2nd Wednesday or Thursday of each month, at 2:00 p.m. Location varies. Julie Pignataro Poudre School District/City/Co unty Liaison Committee This Committee meetings to communicate and resolve joint issues among all three governmental agencies. Key issues include joint capital improvements, use of district facilities, land use and planning, development, law enforcement and county agencies. This committee meets monthly. Susan Gutowsky, Emily Gorgol Regional Transportation Coordination Task Force Policy Advisory Committee In 2018, Larimer County formed a Regional Transportation Coordination Task Force, comprised of communities and stakeholders, to collaboratively address key issues surrounding regional transportation needs. The City was asked to name an elected official to a Policy Advisory Committee (and an employee to a related technical advisory committee). The first appointment to this Committee was made in Resolution 2018-014. Meetings were quarterly but not consistent at this time. Wade Troxell Regional Water Collaboration Steering Committee Per Resolution 2017-029 Council approved the Charter of this Committee, aimed at furthering collaboration with other regional water providers, including discussion of regionalization prospects and cooperation among water providers. Council appointments were first made in 2016-049, and then were updated in June Larimer County Water District, the Fort Collins-Loveland Water District, and the North Weld County Water District.
