HomeMy WebLinkAboutMemo - Read Before Packet - 5/4/2021 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - May 3, 2021 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 3, 2021 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Gorgol, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Monday, May 3, and the following summarizes the discussions that began at 7:30 a.m. May 4, 2021 Regular Meeting: Draft agenda items for the meeting were reviewed. • This Council meeting will be a hybrid meeting. Under the current emergency ordinance, Councilmembers can choose whether they want to participate in person or remotely based on COVID concerns. If a Councilmember wants to participate remotely, he/she should notify the City Clerk at least 3 hours prior to the meeting. At this point, all Councilmembers are anticipated to be at the May 4 meeting in person. Public participation for the meeting will be available in four ways: in person, by phone, online through Zoom and by email. Wearing masks will be required. Strict social distancing protocols will remain in effect which limits the number of individuals that can be present in Chambers. Additional seating will be available in the Council Information Center (CIC) and the lobby. Overflow arrangements will be in place if needed. In the event there are more people that want to speak to Council in person than can be accommodated within the building, a line will be formed outside of the building. • Proclamations will be done in person starting on May 4. The proclamations will be read in their entirety and people can be present in Council Chambers to accept them and say a few words about the topic. • Second reading appropriating reserves for Cultural Development and Programming Activities and Tourism Programming – This item appropriates $252,818 as part of Fort Fund efforts. A memo was sent in Thursday packets related to taxing entities who have requested and received funding from Fort Fund. A request may be coming about taxing entities who have requested and received funding from CDBG as well. • Gil Boyer Annexation – It was noted that this is a voluntary annexation that includes property that abuts North Taft Hill Road to the east and is situated 450 feet northwest of the intersection of Laporte Avenue and North Taft Hill Road. The annexation area consists of a single-family home and several accessory buildings. To staff’s knowledge, the item is non-controversial; however, if this item gets pulled from the Consent Calendar, a formal hearing process will be used in order for Council to consider the item. Leadership Planning Team Meeting May 3, 2021 Page 2 of 5 • Hughes Stadium Rezoning – As part of the presentation, staff will give a brief history of this item and an explanation of the initiative and what is required by the ordinance. Significant public comment is expected. • 1041 Powers – This item will include background information for Council on what the 1041 process is and how it works. Establishment of this follows a particular process under the statute. An executive session could be requested on this item if Council has legal questions related to this. • An executive session related to real property acquisition associated with the Hughes Stadium site is anticipated. Staff is asked to provide Council with information on available funding within the Open Space budget allocation, as well as priorities that are identified for funding. 6-Month Calendar: • May 7/8: o Confirmed date for the Council Retreat. It will be held at the Innosphere Building, 320 E. Vine Drive, Suite 101. The retreat is scheduled on Friday from 5:00 p.m. - 9:00 p.m. Dinner will be provided for Council and its direct reports. The retreat will continue on Saturday from 8:00 a.m. - 3:30 p.m. Breakfast and lunch will be provided for ELT/Council and its direct reports. The retreat will provide an opportunity for Council to discuss and identify priorities as well as Council assignments. • May 18: o Hickory Park Funding Commitment item was added to the calendar. o Initiating ordinance for Northeast Frontage Road Annexation was added to the calendar. • June 1: o Staff Report: Safe Water Action Plan was added to the calendar. • June 15: o Staff Report: Linden Street Project update was added to the calendar (moved from May 18). • July 13: o Housing Strategic Plan Implementation Roadmap was removed and placed under unscheduled items. This was done in order to prioritize the items that came out of the Community Impact Committee and will be scheduled, along with other items, after the Council’s retreat. • July 20: o Northeast Front Road Annexation, first reading, was added to the calendar. • August 3: o National Night Out 2021 will be taking place on August 3 and there was discussion about whether this meeting should be canceled or rescheduled, to enable Councilmembers to attend related events. If the meeting is canceled, it was noted that Council could identify another evening that week to hold the regular Council meeting if there are numerous items waiting for consideration. A final decision on this item is expected shortly. Leadership Planning Team Meeting May 3, 2021 Page 3 of 5 o Northeast Front Road Annexation, second reading, was added to the calendar. • Other: o There was a question about when the Planning & Zoning Board appointment should be added to the calendar. More direction will be given on this after the Council Retreat scheduled for May 7/8. City Clerk Coldiron: • Noted that Council will be getting a spreadsheet listing all possible liaison appointments. The information will include boards and commissions, ongoing ad-hoc committees, and outside boards and/or committees that Council has been participating on. It will give information about the purpose of the board, commission or committee, the dates, location and times each is meeting, the current liaison and more. The spreadsheet will be included as part of the retreat package that is being put together and provided as a read-before item tomorrow evening. • Noted a video has been developed giving instruction on how to participate in Council meetings. It is planned to be shown for the first time tomorrow night and will replace the long speaking script that has been provided to date. There was a question about whether this includes Spanish subtitles. It does not currently but can be translated on the nights this service is provided. Subtitles will be added as soon as possible. Deputy City Manager Kyle Stannert: • Noted that Code Enforcement plans to start outreach related to broken tree limbs on private property. Notices are meant to facilitate connections between staff and residents in need of resources and facilitate good solutions. The Adopt-A-Neighbor program is available to those who qualify to help with this. • Noted this weekend marked the transition of the Blue Spruce homeless shelter back to the Rescue Mission. Staff will continue to hold stakeholder meetings to check in on the status of the transition. Outreach has occurred and changes have been made to the check-in and lottery process to help alleviate many of the previous concerns. The initial public noticing omitted some addresses in the proximity of Library Park, and staff has corrected the error and sent out additional mailings. There is also a neighborhood meeting being planned with Library Park residents in June. It was also noted that the City hired a new Homelessness Coordinator, Brittany Depew, as an added resource to help navigate concerns. • Noted that Social Sustainability staff are following up on items identified by the Community Impact Committee. The final meeting for the Committee was held last week. Staff will be looking at sequencing and ensure that all items get scheduled for Council consideration. The Root Cause Study is being discussed by staff regarding bringing the conversation forward to an upcoming Council Finance Committee agenda before coming forward to Council. Leadership Planning Team Meeting May 3, 2021 Page 4 of 5 • Noted this week is Municipal Clerk Week and thanked City Clerk Coldiron and her team for all their efforts! Deputy City Manager DiMartino: • Reported that Friday is the last day for people to drop off branches at Hageman’s or the Hughes Stadium site. She added that Hageman’s has received 7,602 cubic yards of material and that 7,630 vehicles dropped off at the Hughes site. • Noted that the free mulch event went well. Specific details will be provided next week. City Manager Atteberry noted that this is a quintessential reuse and sustainable practice. It is a creative and innovative way for the City to give back in a sustainable way. City Manager Atteberry: • Noted he has received questions about whether all Council meetings will return to in-person and that several Councilmembers have expressed a desire to continue work sessions remotely. This is expected to be discussed more at the upcoming Council retreat. Mask protocol, how to handle vaccine status and information on airflow systems at City Hall were all noted as items that need to be addressed and clarified. Who is responsible for ensuring residents who attend wear their masks while seated or while speaking should also be clarified. Staff will provide an update at the Council retreat. • Noted the legal defense fund will be brought forward as an 18-month pilot and asked for feedback on the amount that should be included. He noted the prior minimum amount suggested was $120K. There was a question about what the state legislature decided on; staff is asked to confirm. • Attended the party for outgoing Councilmembers; it was a nice event. • Noted that plans for July 4 will look similar to last year. The City plans to partner with the County on a large fireworks display at the Budweiser Event Center. The City will continue with various neighborhood events. Staff will provide more details as they become available. • Noted he has been contacted by Colorado State University (CSU) President Joyce McConnell. ASCSU representatives and a student representing the Native American Cultural Center at CSU are interested in meeting to discuss renaming Pitkin Avenue. A meeting is being scheduled. • Noted Gerry Horak has resigned from the Boxelder Stormwater Authority. This is a joint City and County appointment. Staff will get started on the appointment process. • Noted that compliance checks were done at fourteen establishments that hold liquor licenses in late April. Three of the establishments failed. Those who failed will go through the normal hearing process related to the liquor license. Chief Swoboda is sending notices out to the establishments that passed thanking them for their diligence and for observing related regulations. Leadership Planning Team Meeting May 3, 2021 Page 5 of 5 • Noted as the weather warms up more Connexion crews will be out working. He added that all crew members who work for the City and/or a City subcontractor have been hired following strict hiring processes and are legally eligible to work. Mayor Pro Tem Gorgol: • Asked about whether the extended outdoor dining along Linden Street can be continued based on the request made by area business owners. Outreach is expected related to this. Staff will provide an update to Council as soon as information is available. • Asked about when the report from the Homeless Advisory Committee will be provided. Staff noted that two meetings remain for that Committee and a report will be generated for the City Manager after that and will include possible next steps for Council. An update to Council is expected to follow. • Asked about clarification on whether Council can “reply-all” on citizen emails that are received. The City Attorney noted that a bill was passed that provided some exemptions related to this. Generally, she noted that copying others for information purposes is fine. Having a dialogue about the issue is not allowed. • Asked about whether accommodations could be made to allow for Councilmembers to stand at meetings. Staff is looking for solutions and will report back as soon as information is available. Mayor Arndt: • Asked about protocol around open records requests. Staff provided information. • Noted there is a renaming commission that will be starting at the state level. She added she has been getting requests about renaming Pingree, although knows these are related to the County. • Attended the Platte River Power Authority meeting and noted there is value in having a technical expert on the Board that represents Fort Collins. Meeting adjourned at 9:53 a.m.
