PUBLIC PARTICIPATION OPTIONS
There will be four options for people who would like to participate in the meeting:
• Live via the Zoom online meeting,
• Live via the telephone,
• Live in Council Chambers,
• By submitting emails to Council at CityLeaders@fcgov.com.
All options will be available for those wishing to provide general public comment, as well as public
comment during individual discussion items.
PUBLIC PARTICIPATION (ONLINE VIA ZOOM):
Individuals who wish to address Council via remote public participation can do so through Zoom
at https://zoom.us/j/98241416497. (The link and instructions are also posted at
www.fcgov.com/councilcomments.) Individuals participating in the Zoom session should watch the
meeting through that site, and not via FCTV, due to the streaming delay and possible audio interference.
The Zoom meeting will be available beginning at 5:15 p.m. on the day of the meeting. Participants
wanting to ensure their equipment setup is working should join prior to 6:00 p.m. For public comments,
the Mayor will ask participants to click the “Raise Hand” button to indicate you would like to speak at that
time. Staff will moderate the Zoom session to ensure all participants have an opportunity to address
Council.
In order to participate, you must:
• Have an internet-enabled smartphone, laptop or computer. Using earphones with a microphone will
greatly improve your audio experience.

• Join the Zoom meeting using the link on the front page of the agenda or on the City’s home webpage
at www.fcgov.com.
• If you use the City’s home page, simply click on the “Participate remotely in Council Meeting” link
shown near the top of the page.
PUBLIC PARTICIPATION (VIA PHONE)
• Dial the public participation phone numb er, 1-346-248-7799, and then enter the Meeting ID 982 4141
6497 followed by the pound sign (#).
• The meeting will be available beginning at 5:15 p.m. Please call in to the meeting prior to 6:00 p.m., if
possible. For public comments, the Mayor will ask participants to indicate if you would like to speak
at that time – phone participants will need to press *9 to do this . Staff will be moderating the
Zoom session to ensure all participants have an opportunity to address Coun cil.
When participating online or by phone, DO NOT Watch/stream FCTV at the same time due to streaming
delay and possible audio interference.
PUBLIC PARTICIPATION (IN PERSON)
To participate in person, individuals should come to City Hall and be prepared to follow strict social
distancing, sanitizer and facial covering guidelines.
• A limited number of individuals will be allowed in Council Chambers. Therefore, staging for
individuals who wish to speak will occur in the City Hall lobby and outside (weather pe rmitting).
• Individuals will be required to wear masks while inside City Hall and any other City buildings being
utilized.
• Individuals who wish to speak will line up at one of the two podiums available in Council Chambers,
maintaining physical distancing by standing on the lines marked on the floor. Facial coverings need
to stay in place while speaking.
• Once a speaker has provided comments, he or she will be asked to leave Council Chambers to make
room for the next speaker.
PUBLIC PARTICIPATION (VIA EMAIL)
Individuals not comfortable or able to access the Zoom platform or participate by phone are encouraged
to participate by emailing general public comments to CityLeaders@fcgov.com. If you have specific
comments on any of the discussion items scheduled, please make that clear in the subject line of the
email and send prior to the meeting Tuesday evening.

Note: Only individuals who wish to address Council should use the Zoom link or call in by phone.
Anyone who wants to watch the meeting, but not address Council, should view the FCTV
livestream.
Documents to Share: If residents wish to speak to a document or presentation, the City Clerk needs to
be emailed those materials by 4 p.m. the day of the meeting.
Persons wishing to display presentation materials using the City’s display equipment under the Citizen
Participation portion of a meeting or during discussion of any Council item must provide any such
materials to the City Clerk in a form or format readily usable on the City ’s display technology no later
than two (2) hours prior to the beginning of the meeting at which the materials are to be presented.
NOTE: All presentation materials for appeals, addition of permitted use applications or protests related to
election matters must be provided to the City Clerk no later than noon on the day of the meeting at which
the item will be considered. See Council Rules of Conduct in Meetings for details.

Council Consideration of a Motion to Elect a Mayor Pro Tem.
EXECUTIVE SUMMARY
The purpose of this item is for Council to consider a motion to elect a Mayor Pro Tem.
STAFF RECOMMENDATION
Staff recommends Council proceed with this item.
BACKGROUND / DISCUSSION
Under Article II, Section 1(d), the Charter states that the terms of the Mayor and other members of the Council
shall begin when they take the oath of office, which shall occur as the first order of business at the first regular
or special Council meeting following the final certification of election results and after expiration of the recount
period, or their appointment. Pursuant to Charter Amendment No. 1, approved by the voters at the April 6,
2021, election, the Council shall also elect the Mayor Pro Tem at the same meeting.
The recent election was certified on April 16. The results of the elec tion did not require a mandatory recount;
however, an individual has five days after certification to a request for a recount. No request was filed by the
deadline on April 21. Therefore, newly-elected Councilmembers will take office at this meeting, which is the
first regular or special meeting following certification of the election.
The proposed process for electing the Mayor Pro Tem is as follows:
1. Mayor describes the responsibilities of the Mayor Pro Tem:
a. Under the Charter, serves in absence of Mayor.
b. Under the Code, Mayor and Mayor Pro Tem confer with City Manager on preparation of the agenda for
each Council meeting.
c. Mayor and Mayor Pro Tem give direction to the City Manager and the City Attorney with regard to
initiating and developing ordinances and resolutions.
2. Mayor recommends process for electing Mayor Pro Tem:
a. Citizen input.
b. Individual Councilmembers announce interest in the position.
c. Mayor requests a motion to elect a candidate.
d. If motion is seconded, discussion and vote.
e. Process continues until a candidate gets four votes.

3. If there is an objection to the proposed process, other Councilmembers can suggest an alternative. If
objection is seconded, a motion and vote on the alternative occurs. If alternative p asses, that becomes the
process that will be used to select the Mayor Pro Tem. If no alternative is approved by majority vote, the
Mayor’s proposed process is used.

BACKGROUND / DISCUSSION
Wade Troxell has served on Council as Mayor for six years having been elected on April 7, 2015 , and re-
elected on April 4, 2017, and April 2, 2019. The City expresses its sincere appreciation and gratitude to Wade
Troxell for his service and contributions to the community as District 4 Councilmember and Mayor, and in the
many roles he has served in during his time on Council.
Ross Cunniff was elected as a Councilmember for District 5 on April 4, 2017, re -elected on April 2, 2019, and
has served on Council for eight years. Councilmember Cunniff has served for four months as Mayor Pro Tem
during his eight years in office. The City expresses its si ncere appreciation and gratitude to Ross Cunniff for
his service and contributions to the community as District 5 Councilmember and Mayor Pro Tem, and in the
many roles he has served in during his time on Council.
Ken Summers was elected as a Councilmember on April 4, 2017, took office on April 11, 2017, and has served
for four years on Council. The City expresses its sincere appreciation and gratitude to Ken Summers for his
service and contributions to the community as District 3 Councilmember, and in the many roles he has served
in during his time on Council.

WHEREAS, Melanie Potyondy was appointed as a City Councilmember on January 12,
2021, and has served on City Council since that date; and
WHEREAS, Councilmember Potyondy has served as the Council Liaison to the Youth
Advisory Board, and member of the Council Futures Committee, and Library Trustee Selection
Committee, Urban Renewal Authority Board; and
WHEREAS, prior to her service on Council, Councilmember Potyondy served on the
Women’s Commission from 2018 to 2021; and
WHEREAS, Councilmember Potyondy has been an advocate for preserving community
character by supporting local businesses and cultural resources; and
WHEREAS, Councilmember Potyondy has served as a champion for affordable and
attainable housing and pursuing equity and inclusion goals for the community; and
WHEREAS, Councilmember Potyondy has shown strong commitment to our
community, during her appointment as Councilmember for District 4 in 2021.

WHEREAS, Ken Summers was elected as a City Councilmember on April 4, 2017, took
office on April 11, 2017, and has served on City Council during that time; and
WHEREAS, during his tenure Councilmember Summers has served as the Council
Liaison to the Affordable Housing Board, Commission on Disability, Parking Advisory Board,
Parks and Recreation Board, Senior Advisory Board, Zoning Board of Appeals; and
WHEREAS, during his tenure Councilmember Summers has also served as a member of
the Ad Hoc Strategic Housing Committee, Colorado Municipal League (CML) Policy Committee,
Downtown Development Authority (Alternate), Election Code Committee, Ethics Review Board,
Finance Committee, Legislative Review Committee, North College Urban Renewal Ad Hoc
Committee, Urban Renewal Authority Board and Poudre Fire Authority Board of Directors; and
WHEREAS, during his tenure, Councilmember Summers has been a strong advocate of
community unity while honoring diversity; and
WHEREAS, Councilmember Summers served as a champion for fiscal responsibility,
thoughtful policy making and providing solutions that make an impact on individuals and
supports our business community; and
WHEREAS, Councilmember Summers helped narrow the focus of the 10-year Strategic
Plan and was a leader on West Nile Virus policies; and
WHEREAS, Councilmember Summers has shown his strong and continued commitment
to our community, serving one four-year term as Councilmember for District 3 from 2017 until
2021.

WHEREAS, Councilmember Cunniff has served for four months as Mayor Pro Tem
during his eight years in office; and
WHEREAS, as Mayor Pro Tem he served on the City’s Leadership Planning Team; and
WHEREAS, during his tenure on Council Mayor Pro Tem Cunniff has served as the
Council Liaison to the Air Quality Advisory Board, Building Review Board, Energy Board,
General Employee’s Retirement Committee, Land Conservation & Stewardship Board, Landmark

and
WHEREAS, during his tenure on Council Mayor Pro Tem Cunniff has served as the
Council Committee assignment to the Ad Hoc Housing Committee, City Development Fee

Committee, Ethics Review Board (Alternate), Finance Committee, Legislative Review
Committee, and North Front Range Regional Water Collaboration Steering Committee; and
WHEREAS, during his tenure on Council Mayor Pro Tem Cunniff has also served as a
member of City Council Mall Redevelopment Committee, CSU Stadium Community
Development Design Advisory Committee (Alternate), Downtown Development Authority
Board of Directors (Alternate), Housing Catalyst, North Front Range Metropolitan Planning
Council (Alternate), Poudre Heritage Alliance Board, Poudre School District Alliance
Committee, North Front Range Wasteshed Policy Group, Platte River Power Authority, and
Urban Renewal Authority Board; and
WHEREAS, prior to his service on Council, Mayor Pro Tem Cunniff served on the Parks
and Recreation Board from 1999 to 2003 and was on the Energy Board from 2011 to 2013 and
also served as the Board chair; and
WHEREAS, Mayor Pro Tem Cunniff has been a strong advocate of financial stewardship
by working on continuous improvements of financial policies and practices which led to
improved transparency and accountability; and
WHEREAS, during his tenure, Mayor Pro Tem Cunniff has advocated for expansion and
protection of natural areas, trail systems, and other policies to achieve better protection of natural
resources and was awarded “Outstanding Elected Official” in 2019 from Recycle Colorado for
his work in the regional Wasteshed Coalition PAC; and

WHEREAS, Mayor Pro Tem Cunniff has shown his strong and continued commitment to
our community, serving two consecutive four-year terms as Councilmember for District 5 from
2013 until 2021 and as Mayor Pro Tem from January 5, 2021 to April 27, 2021.

WHEREAS, Mayor Wade Troxell has shown great commitment to the residents of Fort
Collins as a lifelong resident through his efforts to foster innovation and a thriving economy,
encourage excellence in City government through budgeting for outcomes, prioritization and
dashboard metrics, advocate for partnerships and collaboration, embrace quality neighborhoods;
and promote environmental health; and

WHEREAS, Mayor Wade Troxell led his three terms as Mayor with purpose and
championed efforts around innovation, inclusion, iconic place-making and ensuring equity and
inclusion in City finance, programs and services; and
WHEREAS, Mayor Troxell has offered leadership during unprecedented times while
serving on the Disaster Council/Policy Coordination Committee. Mayor Troxell guided and
supported the community economically and socially through a global COVID health pandemic
and the devastation of the Cameron Peak Fire, and the East Troublesome Fire, two of Colorado’s
largest wildfires; and
WHEREAS, Mayor Troxell chaired, from its formation, the City’s Futures Committee.
With Mayor Troxell’s leadership, this committee yielded the 2011 conversations that led to the
cities 5th utility, city broadband. Connexion, the city-wide broadband program, offers superior
connectivity for our community through gigabit speeds, services and local support. It was
initiated by a 2017 ballot measure and formally launched in 2019; and
WHEREAS, Wade Troxell has shown great passion for civic leadership looking towards
future generations living in our community and was the President of the Colorado Municipal
League (CML) and led the CML Town/Gown Initiative. With Mayor Troxell’s leadership, the
City of Fort Collins was a 2017 recipient of the US Malcolm Baldrige National Quality Award;
and
WHEREAS, Wade Troxell co-founded University Cities, which recognizes the economic
benefits of having an aligned university and city organization creating synergistic relationships
derived from a highly educated population, vibrant arts and culture, low unemployment, low-cost
living and low violent crime rates. Fort Collins is one of six University Cities.
WHEREAS, Mayor Troxell has provided national leadership as part of the first cohort of
40 mayors in the Bloomberg Harvard City Leadership Initiative. Bloomberg Philanthropies
awarded the City of Fort Collins the Bloomberg US Mayor’s Challenge Award, What Works
Cities Certification, Cities of Service Certification, and the C40 Cities Award; and
WHEREAS, Mayor Troxell received the US Mayor’s Challenge recognition with a $1.1
million Champion City award in November 2018 from Bloomberg Philanthropy. The City’s Epic
Homes proposal won the Bloomberg Mayors Challenge with the goal of bringing together
energy efficiency and easy financing options with an emphasis on health and well-being for low-
to moderate-income homes for Fort Collins renters; and
WHEREAS, Mayor Troxell envisioned and formed the first municipal foundation,
CityGive, to provide an avenue for philanthropic giving to leverage and extend the impact of
work-class facilities and municipal services; and
WHEREAS, Mayor Troxell, was a champion of climate action, and the Bloomberg
Philanthropies C40 Award was one of many examples of how the Mayor supported the City to
“punch above its weight class” and be a global leader building a climate economy from local

solutions. He also testified to the U.S. the U.S. House Select Committee on the Climate Crisis
describing the City’s climate economy in concert with the City’s Climate Action Plan; and
WHEREAS, Mayor Troxell was awarded a Certificate of Appreciation from the Northern
Colorado Continuum of Care for joining the Mayor’s Challenge to End Veteran Homelessness &
for his ongoing commitment to make homelessness rare, brief, and non-recurring in our
community. The City of Fort Collins is on track to achieve functional zero for veteran
homelessness by the end of 2021.
WHEREAS, Mayor Troxell was appointed in June 2018 to the Federal Aviation
Administration’s Drone Advisory Committee by US Secretary of Transportation Elaine Chao for
a two-year term; and
WHEREAS, Mayor Troxell, was a champion for and felt passionately about engaging
with youth and young adults in getting them aware and involved in City government. He was
actively involved with the Youth Advisory Board as they traveled to Washington D.C. and
helped them learn more about government at federal and local levels; and
WHEREAS, Mayor Troxell has shown his strong and continued commitment to our
community, serving two consecutive four-year terms as Councilmember for District 4 from 2007
until 2015, and as Mayor from April 14, 2015 until April 27, 2021.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
FORT COLLINS that the City expresses its sincere appreciation and gratitude to Wade Trox ell
for his service and contributions to the community as Mayor and District 4 Councilmember.

EXECUTIVE SUMMARY
The purpose of this item is for Council to consider making an interim appointment to the Platte River Power
Authority Board until such time as the newly-elected Council makes its new board, committee and liaison
appointments.

Staff recommends adoption of the Resolution.
BACKGROUND / DISCUSSION
Pursuant to an intergovernmental agreement establishing the Platte River Power Authority (PRPA), the City is
entitled to representation on the eight-member Board of Directors of PRPA by its Mayor and a second
appointee to be designated by City Council.
Currently, Mayor Wade Troxell and Mayor Pro Tem Cunniff are the appointed City representatives serving on
the PRPA Board. On April 6, 2021, the City held a regular municipal election, at which voters elected a new
Mayor and Councilmembers to represent Districts 1, 3, 4, and 5. With the swearing in of newly -elected Mayor
Jeni Arndt and Councilmembers Gutowsky, Canonico, Peel, and Ohlsen on April 27, 2021, the terms o f office
for Mayor Troxell and Mayor Pro Tem Cunniff will end and, according to Resolution 2019 -065, the PRPA Board
appointments will pass on to the new Mayor and successor Councilmember unless Council takes other action.
This item gives Council the opportunity to appoint City Manager Darin Atteberry to the Board on an interim
basis, to provide continuity for the Board position until such time as Council determines its new, updated
appointments to outside boards and commissions. If the Resolution is approv ed, the City Manager will serve in
an interim appointment, along with Mayor Arndt in her ongoing appointment, to represent the City on the PRPA
Board.

OF THE COUNCIL OF THE CITY OF FORT COLLINS
MAKING AN INTERIM APPOINTMENT TO THE
PLATTE RIVER POWER AUTHORITY BOARD
WHEREAS, pursuant to the intergovernmental agreement establishing the Platte River
Power Authority (“PRPA”), the City is entitled to representation on the eight-member Board of
Directors of PRPA by its mayor and a second appointee, to be designated by the City Council; and
WHEREAS, on April 6, 2021, the City held a regular municipal election, at which voters

WHEREAS, the City Council previously designated then Mayor Pro Tem Ross Cunniff to
serve as the City’s appointed representative to the PRPA Board; and
WHEREAS, with the swearing in of the new Mayor and Councilmembers on April 27,
2021, the terms of office for Mayor Troxell and Mayor Pro Tem Cunniff have ended; and
WHEREAS, pursuant to Resolution 2019-065 making Council appointments (including
Councilmember appointments to the PRPA Board), “[i]n the event any individual appointee leaves
office before Council acts to make a new appointment, the new incumbent in that individual
Council seat shall be deemed to have assumed his or her predecessor’s appointments”; and
WHEREAS, until such time as Council considers and adopts new, updated appointments
to outside boards and commissions, the Council has determined that the interim appointment of
City Manager Darin Atteberry to serve on the Board along with newly-elected Mayor Jeni Arndt
will provide beneficial continuity; and
WHEREAS, in light of the foregoing, the Council has determined to make the interim
appointment set forth below, effective immediately, until such time as the Council takes new action
to appoint a City representative to the PRPA Board to serve along with newly-elected Mayor Jeni
Arndt.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS, as follows:
Section 1. That the City Council hereby makes and adopts the determinations and
findings contained in the recitals set forth above.
Section 2. That Darin Atteberry, Fort Collins City Manager, is hereby appointed to
serve on an interim basis as the City’s representative on the Platte River Power Authority Board,
(in addition to Mayor Jeni Arndt, who succeeds Mayor Wade Troxell), effective immediately, until
such time as the Council acts to modify this appointment.
