The certification of the election is expected to occur today, and the initiative was approved by a decisive share of the voters (around 68%). As a reminder, the initiative imposes two main requirements on the City: 1. The City Council must immediately upon passage of the initiative rezone the Hughes Stadium property to the Public Open Lands (P-O-L) zone district; and 2. The City must acquire the Hughes Stadium property at its fair market value for the purpose of using it for parks, recreation and open lands, natural areas, and wildlife rescue and education. Rezoning: With respect to the requirement to rezone the property, per discussion at Leadership Planning Team, an ordinance will be presented to the City Council at its first regular Council meeting after certification of the April 6 election and expiration of the period for requesting a recount on April 21, 2021. That means, unless there is a change of plan, Council will consider the rezoning ordinance on first reading at its May 4th meeting and on second reading at its May 18th meeting. As provided in the City Charter, assuming its adoption, the ordinance will go into effect ten days after adoption on second reading. At that time, the zoning of the Hughes Stadium property will be P-O-L, in accordance with the initiative. Property Acquisition: Initial contacts have been made with CSU representatives about the acquisition of the property and a staff team has been formed to consider possible options for pursuing the acquisition and to develop the information needed to evaluate fair market value and potential approaches for negotiating. Arrangements for external consultants to assist 2 with this evaluation have begun. This process is expected to take some time to complete, and staff will update Council about key developments as they occur. Site Plan Review: At this time, no formal application for Site Plan Advisory Review has been submitted for any proposed development on the property; a neighborhood meeting would be the next step in that review process if a project moves forward under that process.
