HomeMy WebLinkAboutMemo - Mail Packet - 4/13/2021 - Leadership Planning Team Meeting Minutes - April 5, 2021 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 5, 2021 TO: Mayor and Councilmembers FROM: Sarah Kane, Executive Administrative Assistant RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, City Attorney Carrie Daggett, and Executive Administrative Assistant Sarah Kane (all by video-conference call) met on Monday, April 5, and the following summarizes the discussions that began at 7:34 a.m. April 6, 2021 Regular Meeting: Meeting canceled for Municipal Election. 6-Month Calendar: • April 13 Work Session: o Council End of Term Report will review Council Priorities and progress made since April 2019. The conversation about remote/hybrid meetings will be included here. o City Financial Status and Outlook will include an update on 2020 results, 2021 early results and high-level outlook for 2022. o Update regarding Hickory Village Mobile Home Park sale. Thistle, a nonprofit affordable housing group, is working with residents on the sale. The residents are pursing resident ownership of the park and have formed an interim leadership board to navigate the process. Staff will present an update at next week’s work session on state law, the current acquisition effort and possible engagement options for Council consideration. • April 20 Regular Meeting: o There are 7 proclamations scheduled. It was noted that the proclamation portion of the meeting will begin at 5:30 p.m. and that the Mayor will only be reading summaries of each proclamation since the meeting is being conducted remotely. o Wildfire recovery appropriation (2nd reading) and IGA with City of Greeley, Larimer County and other local water providers. This only appropriates additional revenues identified so far and more is expected in the future on this. Leadership Planning Team Meeting April 5, 2021 Page 2 of 5 o Metro District Policy Amendment Adoption. Considering adoption of an update to the Metro District Policies. Staff has verified that the updates include creation of a performance evaluation system to ensure districts provide extraordinary public benefits as well as process changes to include a Council pre-submittal meeting. o Municipal Immigration Legal Defense Fund. Interpretation services will be provided for this item. Given the number of unanswered questions, staff is planning on framing this as a 12- month pilot program with $145,000 of funding. Milestones and metrics will be gathered to determine how the program is progressing. At the state level, staff is tracking the bill and analyzing the basis and plans for the proposed $100,000 in State funding. Staff plans to bring this item to Council Finance Committee with additional information and options to accommodate scaling pilot funding based on population size – for example looking at the Denver program and scaling according to local population. o Added Motion to call a special meeting on April 27. • April 22 Urban Renewal Authority Board Meeting - as of 4/5/21 at 2:30 p.m., this meeting has been canceled due to lack of agenda items. • April 27 Special Meeting: o It was noted that at this organizational Council meeting the new Mayor Pro Tem will be selected. o If a recount is needed, staff will determine what Work Session items, if any, are in the pipeline to review at a work session. o The deadline for requesting a recount is April 23. o In the event of unforeseen circumstance, the City Manager in coordination with Mayor, may cancel the special meeting and notify Councilmembers. • June 1 Regular Meeting o Guardian Self Storage Appeal tentatively scheduled. Deputy City Manager Kyle Stannert: • Noted election activities continue in the City Clerk’s Office. Several related items were discussed: o He toured the Lincoln Center ballot processing center. The layout has enough space to accommodate social distancing and allow for well-defined stations. o As of Friday close of business, the Clerk’s Office has received and processed 17,376 ballots (~3000/day). Ballot boxes close at 7:00 p.m. on Tuesday. There are 12 ballot boxes around town plus collections from two post offices. Sworn election workers (in pairs) will close each site based on checklists, and will collect ballots, maintain the chain of custody, and deliver to the Lincoln Center processing center. Leadership Planning Team Meeting April 5, 2021 Page 3 of 5 o As to results on election night, they will be shown as unofficial until certification of the election takes place on April 16, 2021. o It is important to make it easy for the public and candidates to know where the results will be shown. FCTV “bulletin board” will direct viewers to the fcgov.com website for election results. Social media will point to fcgov.com also. o Regarding election signs in the right of way, a memo went out to candidates and campaigns and City Clerk’s staff has received a positive response. They plan to continue this practice in future elections. Deputy City Manager DiMartino: • Noted that staff has developed a letter of intent regarding Cathy Fromme Prairie easements for City and Larimer County staff to sign. The City will grant a conservation easement on Cathy Fromme and the County will grant the City a conservation easement on Devil’s Backbone. This relates to the planning for cleanup/environmental mitigation and will lead to greater consistency as to how conserved properties are treated. This will become an IGA for Council approval in several months. • Faith Family Hospitality’s funding is now completed so Sherwood Property work is underway. They plan for construction work to be done by summer which will allow for additional sheltering to help families experiencing homelessness. City Attorney Carrie Daggett: • Noted Council Committees could be a Council Retreat discussion item. CSU Liaison and Leadership Committees will be revisited to see Council’s desire. o The Council Ad Hoc Affordable Housing and Council Ad Hoc Community Impact Committee’s work is substantially completed and these groups are set to end in April. The City/County/PSD Liaison Committee is repurposing and producing valuable outcomes. The City/CSU Leadership and Liaison Committees may need to be re-evaluated. o The Council Ad Hoc Direct Report Total Compensation Committee met last week and has not fully completed its work. o The Mayor reminded everyone to include all Council roles and assignments, in addition to committees, and the associated time commitments, when discussing Board and Commission Liaison and other Councilmember assignments. City Manager Atteberry: • Reported on the letter he sent to Linda Hoffmann regarding Larimer County’s interest in immigration legal defense fund participation. Leadership Planning Team Meeting April 5, 2021 Page 4 of 5 • Attended the Northern Colorado Regional Leadership Meeting which involves Greeley, Fort Collins, Windsor, and Loveland City Managers, Mayors and Mayors Pro Tem. The group discussed watershed and fire-related problems and thanked Mayor Troxell and Mayor Pro Tem Cunniff for their contributions to the group. • Attended the United Airlines’ new service connection to Denver through Landline. They serve customers from the Northern Colorado Regional Airport to DIA. While TSA/security is not operational yet, that is expected to occur in the summer at the Northern Colorado Regional Airport. • Mentioned key City staff retirements: Cameron Gloss in Development Review and Planning and Jan Sawyer, Special Events Coordinator. Both were acknowledged for their contributions. • Attended a walking tour of the Vine and Lemay site of the future overpass. Councilmembers are invited to schedule a walking tour through Sarah Kane. Construction is underway and the work will be completed in the fall. • Regarding outdoor dining permits, 48 permits are currently in place. There are 31 in the City right-of- way and 17 on private property. This approach seems to be serving the community well and we expect to stay the course for an undetermined amount of time. Staff will evaluate the long term plans. • Noted conversations that are underway regarding the future role and business model for the Downtown Business Association (DBA). The organization has been paused since COVID and will not do major events again this year due to pandemic restrictions. The Downtown Development Authority (DDA) has stepped up to provide business support and marketing and will be an important partner in considering future roles and responsibilities for the DBA. o The Mayor asked about this model in midtown, North College and other subareas. These areas are more involved with URA/BID. Staff to follow up. • Planning for 4th of July will likely be similar to last year’s online and physically dispersed events around Fort Collins with regional fireworks display at the Ranch, due to the pandemic. • Followed up on the Airport Strat Op working group which is now conducting regional awareness with priority stakeholder organizations and individuals. • Discussed the School Resource Officer program. The Poudre School District Board of Education had a community committee working on this. Police Services is providing input. • Regarding the OASIS utility billing system project, more updates to come. • Many things are happening at the Northern Colorado Regional Airport: Airshow this fall, wingless flight, virtual tour going through the FAA accreditation process and a new terminal. Leadership Planning Team Meeting April 5, 2021 Page 5 of 5 Mayor Pro Tem Cunniff: • Asked for clarity so the fcgov.com website more prominently directs views to the election results. • Received questions about Mayor and Councilmember races due to confusion on the ballot placement. The left column provides ballot instructions and voters didn’t read down far enough. • Noted the City Clerk’s team has been very helpful to committees and candidates. • Discussed the Northern Colorado Regional Leadership Meeting and the role of Mayor Pro Tem. Mayor Troxell: • Noted the Northern Colorado Regional Leaders meeting last week hosted by The Community Foundation of Northern Colorado (Kristin Todd) and Upstate Colorado. The group discussed watershed and community partnerships. • Participated in a Saturday Morning Breakfast Group to reflect upon the Mayor and prior Mayors. • Noted the United Airlines’ Wingless service through Landline makes sense economically to connect with the regional communities and builds on the future plans of the Northern Colorado Regional Airport. • Met with Congressman Joe Neguse and local music businesses (Washington’s and The Aggie). As part of the American Rescue Plan Act, these shuttered businesses will be eligible for some federal assistance. The Mayor noted that Rep. Neguse is a true advocate for the community. • Discussed the recent marijuana advertising memo and billboard signs. The Mellow Yellow storefront has a lit sign with a marijuana leaf on it which may be a violation. Staff will follow up. o The Mayor urged mental health awareness when marijuana and kratom are discussed. The City does have local limitations and urged the City to keep voter intent in mind, and to not just adopt the state regulations. • Noted the outcome of the elections of ASCSU President and VP. Christian Dixon, one of the newly elected officers, has been on Youth Advisory Board and attended NLC as a youth delegate. • There was a brief discussion about a mailer received by Councilmembers related to the Hughes site. Meeting adjourned at 9:09 a.m.
