Re: February 23, 2021 Work Session Summary: Exterior Lighting Code Update
On February 23, 2021, Mayor Troxell, and Councilmembers Cunniff, Summers, Pignataro, Gutowsky,
Potyondy, and Gorgol participated remotely. Staff members included Kelly Smith and Cameron
Gloss.
Staff presented a thorough overview on the current code, the proposed code, and the outreach and
feedback to date.
Discussion:
Overall support for proposed code.
Support for looking at amortization schedule in the future and want to ensure that small
business have resources to understand and achieve retrofits when needed.
Really appreciate the level of outreach.
Desire to continue to work closely with County as annexations come in to work towards best
practice lighting in those areas.
Clarified light regulations in the sign code and implementation at ball fields.
Smart bulb considerations both as tool for Police Services and for consideration during
Energy Code update.
Encouragement that the City lead by example and ensure that City facility lighting is meeting
BUG standards, including bringing future budget offers forward.
Question/concern of how to gain certainty when the technology keeps changing and how to
keep costs down for businesses.
Consider education and awareness on how lighting impacts safety.
Staff provided update on sky monitoring program.
Follow-Up
Question about whether Boulder has light monitors that measures the sky glow to
understand the effect of lighting ordinance. Staff reached out to Boulder and found the City
does not have light monitors, nor did the City monitor the code post adoption. Anecdotally
the City has not received significant complaints or concerns about the results of the code.
Next Steps:
Item is scheduled for first reading on March 2, 2021.
If adopted, create resources, guidelines, and FAQs for developers and business owners.
Staff will follow-up on specific questions regarding street light replacement program and
facility lighting.
