Best Regards, Wade Troxell Mayor /sek Cc: City Council Members Darin Atteberry, City Manager MEMORANDUM NATURAL RESOURCES ADVISORY BOARD DATE​: February 17, 2021 TO​: Mayor and City Council Members FROM​: Natural Resources Advisory Board SUBJECT​: Exterior Lighting Code Updates Dear Mayor and Councilmembers, The Natural Resources Advisory Board has reviewed the proposed changes to the Exterior Lighting Code and recommend full adoption of the proposed changes.Light pollution is an insidious but impactful form of pollution,with significant detrimental impacts to both wildlife and human health and limited demonstrated safety benefits. Exposure to light pollution can impact circadian rhythms and sleep patterns,reduce immune function,promote West Nile Virus transmission (of particular concern in Fort Collins),and has been associated with mental health disorders,behavioral disorders in children,and obesity.Inappropriately bright or positioned exterior lighting can actually impair visibility and reduce public safety.We fully support the proposed code changes that help to reduce detrimental effects of exterior lighting,and would support the more restrictive code changes as originally proposed.
