HomeMy WebLinkAboutMinutes - Read Before Packet - 2/23/2021 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - February 22, 2021 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: February 22, 2021 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, Deputy City Manager Kyle Stannert, Deputy City Attorney John Duval, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, February 22, and the following summarizes the discussions that began at 7:35 a.m. February 23, 2021 Adjourned Meeting and Work Session: Agenda items for the meetings were reviewed. • These Council meetings will be remote. Public participation for the adjourned meeting will be available in three ways: by phone, online through Zoom and by email. • Visit Fort Collins Update and Tourism Business District – Cynthia Eichler, President and CEO of Visit Fort Collins will be presenting, along with an outside consultant, on these two items. The items will provide an update on tourism in Fort Collins and information on possible funding options for hoteliers. February 25, 2021 Urban Renewal Authority Meeting: Agenda items for the meeting were reviewed. • Resolution 112 Accepting the Appointment of a Commissioner to the Authority should be moved to the first discussion item. Once the Board considers and approves this Resolution, an oath of office will be given to both new members; Melanie Potyondy and Kristin Stephens. • Prospect South Engagement Report – Staff is asked to set context as part of this item. March 2, 2021 Regular Meeting: Draft agenda items for the meeting were reviewed. • Utilities’ Raw Water Interests – There was a question about whether this item has any connection or impact to the Montava proposal. Staff is asked to follow up. • Residential Metro District Service Plans – There is interest in having an option included where the default approach is that residential metro districts are not supported, with an opportunity for Council to authorize, early in the process, whether a residential metro district can move forward; a conceptual review of sorts. A developer would come forward with suggested proposed benefits for the residential Leadership Planning Team Meeting February 22, 2021 Page 2 of 4 metro district and Council, early in the process, would decide on whether the benefits are sufficient. This could ensure the process is more predictable and could be decided well before a developer spends a lot of time or resources on a proposal that may not get approved. Staff is asked to provide a memo outlining staff’s proposed process, together with an option as described above. This item may move to March 16 if more time is needed to develop options. 6-Month Calendar: • March 16, 2021: o Board and Commission Code Changes was added to the calendar. This item will bring forward the changes Council discussed at the January 26 Work Session. • March 23, 2021: o Wastewater Utility Update – This item is intended to provide Council with greater visibility into asset management, treatment facilities and distribution. In addition to sharing the current state of the utility, including potential changes to ensure optimum flow in the river, it is also intended to provide opportunity for Council to share thoughts around shaping its future. Staff will be prepared to speak to where the utility is headed, what improvements are being made and related best practices. Integrating information about potential federal funding for infrastructure and ongoing affluent testing for health monitoring was also suggested. o Immigration Legal Defense Fund – This item will be added to the calendar. • Unscheduled: o A question was raised regarding next steps on mobile home parks and if anything further will be coming to Council. Staff is asked to follow up. City Clerk Coldiron: • All candidates are now official, having submitted a sufficient nomination petition and financial disclosure statement. Official Candidates as of February 22, 2021 include: Mayor: o Jeni James Arndt o Gerry Horak o Molly Skold Councilmember District 1 o Susan Gutowsky o Nick Armstrong Councilmember District 3 o Tricia Canonico o Gavin Kaszynski Leadership Planning Team Meeting February 22, 2021 Page 3 of 4 Councilmember District 4 (two-year term to fill vacancy) o Jessica Dyrdahl o Erin Hottenstein o Shirley Peel o Melanie Potyondy o Sidna Rachid Councilmember District 5 o Kelly Ohlson o Jeff Hansen • Received an inquiry from an individual about being a write-in candidate for Mayor. Staff provided him with the necessary information. The deadline for a candidate to provide an Affidavit of Intent related to this is February 23, 2021. • Reported out on other important dates related to the election: o February 23, 2021 – Deadline for candidates who want to withdraw. o March 2, 2021 – Due date for Campaign Finance Report. Deputy City Manager DiMartino: • Provided information on the status of community fundraising efforts for the Hand that Feeds sculpture that is proposed for Sugar Beet Park. City Manager Atteberry: • Reported that the next PSD, City, County Liaison Committee meeting is expected to be held within the next couple of weeks. Progress is being made on making these meetings more intentional. Staff will report back to Council after the meeting. Mayor Pro Tem Cunniff: • Noted an article in the Denver Post reporting that an independent investigation found that officers had no legal authority to do what they did (stop, frisk and choke) to Elijah McClain. He asked for analysis from Chief Swoboda related to the article and on the use of Ketamine. • Noted the upcoming Platte River Power Authority meeting scheduled for February 25, 2021 at 9 a.m. • Participated in a meeting with City staff related to Our Climate Future; it went well. Leadership Planning Team Meeting February 22, 2021 Page 4 of 4 Mayor Troxell: • Participated in a separate meeting with City staff related to Our Climate Future; it went well. Staff is appreciative of the Mayor and Mayor Pro Tem taking time to discuss this item and for the valuable feedback they provided. • Participated in a Northern Colorado Airport Commission meeting last week where public/private partnerships and donative giving were discussed. He noted the upcoming strat ops meeting that is scheduled for February 26-27, 2021. • Participated in a virtual meeting with university cities where roads, related safety and complete streets were discussed, as well as affordable housing. He noted these conversations are always useful. He was able to share about the City’s complete streets efforts, about bus rapid transit and about affordable housing efforts. He confirmed that Fort Collins is further along than many in these areas. • Participated, along with Mayor Pro Tem Cunniff, in several conversations related to what is happening in Texas related to utilities. He noted that the National League of Cities plans to be more intentional about converging communications, energy and transportation advocacy groups for better integration and facilitation of outcomes.
