During that meeting, a member of LPT requested a summary of which metro district services plans have come to Council for changes and an outline of those changes. The information is requested for service plans and public benefit agreements that have been amended. BOTTOM-LINE: Few Title 32 Metropolitan District (Metro District ) Service Plans and their associated Public Benefit Agreements have requested amendments since the adoption of the Revised Policy for Reviewing Service Plans of Metropolitan Revised of 2019. Since 2009, three Services Plans have been amended either to replace a previously adopted discrepancies and errors in the originally adopted versions. Additionally, no Public Benefit agreements have been amended since the adoption of the Revised Policy. BACKGROUND: The City of Fort Collins has reviewed and considered thirteen (13) Metro District service plans since 2008. Prior to 2008, the City had not considered any Metro District service plans and there was no formal policy around reviewing such requests. A summary of the thirteen Metro Districts can be found attached (See Attachment 1 Metro District Status Tracker). A brief review of all thirteen is provided below: Reviewed Under 2008 Policy: These Metro Districts pre-date the Revised Policy and do not require the adoption of a Public Benefits Agreement by City Council. Harmony Tech Park The Harmony Technology Park Metropolitan District Nos. 1 through 3 Consolidated Service Plan was reviewed and approved by City Council on September 15, 2009. The Service Plans focus on infrastructure, primarily stormwater and road improvements, necessary to support the development of an employment and industrial park generally located at the southeast corner of Harmony Road and Zeigler Road. Council consented to the dissolution of districts nos. 1 and 3 on March 20, 2018. Foothills Mall Redevelopment The Foothills Metropolitan District Service Plan was reviewed and approved by City Council on September 4, 2012 formation and the required election process to proceed. No other aspects of the service plan were complete at the time. On May 7, 2013, Council considered an amendment to the Service Plan containing all the relevant details aligning the Service Plan with the terms of the redevelopment negotiations. No further amendments to the Service Plan have occurred since. Block 23 The Block 23 Metropolitan District Nos. 1 and 2 Consolidated Service Plan, generally located at the northeast corner of College Avenue and Maple Street, was reviewed and approved by Council on September 27, 2016 On December 1, 2020, Council consented to the dissolution of the Consolidated Service Plan. Harmony I-25 The Harmony Metropolitan Districts Nos. 1 through 3 Consolidated Service Plan, generally located at the southeast corner of Harmony Road and Straus Cabin Road, was reviewed and approved by Council on September 27, 2016. The Consolidated Service plan debt. The Consolidated Service Plan remains active though dormant due to on-going development planning for the project. Gateway at Prospect The Gateway at Prospect Metropolitan District Nos. 1 through 7 Consolidated Service Plan, generally located at the northwest corner of Prospect Road and Interstate 25, was reviewed and approved by Council on March 6, 2018. The Consolidated Service Plan was approved by Council as part of a larger package of actions intended to support the funding and construction of improvements to the Prospect Road interchange. The Consolidated Service Plan was later amended on December 18, 2018 to correct the district boundary legal descriptions. SW Prospect and I-25 The SW Prospect I-25 Metropolitan District Nos. 1 through 7 Consolidated Service Plan was reviewed and approved by Council on March 6, 2018. The Consolidated Service Plan was approved by Council as part of a larger package of actions intended to support the funding and construction of improvements to the Prospect Road interchange. Rudolph Farms The Rudolph Farms Metropolitan District Nos. 1 through 6 Consolidated Service Plan was reviewed and approved by Council on March 6, 2018. The Consolidated Service Plan was approved by Council as part of a larger package of actions intended to support the funding and construction of improvements to the Prospect Road interchange. The Consolidated Service Plan was later amended on April 16, 2019 to exclude property from the boundary. The property excluded was purchased by the Poudre School District to support a planned school construction project. The property would have been tax exempt and not generated revenue for the district anyway. Prospect Interchange The I-25/Prospect Interchange Metropolitan District Service Plan was reviewed and approved by Council on March 6, 2018. The Service Plan was approved by Council as part of a larger package of actions intended to support the funding and construction of improvements to the Prospect Road interchange. This Service Plan encompasses all four corners improvement costs. Reviewed Under Revised 2018 Policy: These Metro Districts were reviewed and adopted after the Revised Policy and require the subsequent approval by City Council of a Public Benefits Agreement that enforces aspects of the approved service plan. The Plan, generally located at the northwest corner of Turnberry Road and Brightwater Drive, was reviewed and approved by Council on September 18, 2018. The Public Benefits Agreement was approved by Council on August 18, 2020. Neither the Service Plan nor the Public Benefit Agreement have been amended since approval. Waterfield The Waterfield Metropolitan Districts Nos. 1 through 3 Consolidated Service Plan, generally located at the northwest corner of Vine Drive and Timberline Road, was reviewed and approved by Council on September 18, 2018. The Public Benefits Agreement was approved by Council on April 16, 2019. Neither the Service Plan nor the Public Benefit Agreement have been amended since approval. Montava The Metropolitan District Nos. 1 through 7 Consolidated Service Plan, generally located north of Mountain Vista Drive on either side of Giddings Road, was reviewed and approved by Council on September 25, 2018. The Public Benefits Agreement was approved by Council on January 14, 2020. A proposed amendment to the Service Plan may occur later in this year (2021) enabling the District to operate a potable water treatment and distribution facility. Mulberry Metro District The Mulberry Metropolitan District Nos. 1 to 6 Consolidated Service Plan, generally located at the northwest corner of Mulberry Street and Greenfield Court, was reviewed and approved by Council on April 16, 2019. The Public Benefits Agreement has been scheduled for consideration by Council on March 16, 2021. The Consolidated Service Plan allows for the boundary of the district to expand to include property recently annexed to the City. This additional property identified in the original service plan as the Inclusion Area because it was anticipated at the time of review to be annexed and added to one or more of the districts. Northfield The Northfield Metropolitan Districts Nos. 1 through 3 Consolidated Service Plan, generally located at the northwest corner of Vine Drive and Lemay Avenue, was reviewed and approved by Council on October 1, 2019. The Public Benefits Agreement was approved by Council on May 19, 2020. Neither the Service Plan nor the Public Benefit Agreement have been amended since approval.
