RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, Deputy City Manager Kelly DiMartino, Deputy City Manager
Kyle Stannert, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on
Monday, February 8, and the following summarizes the discussions that began at 7:35 a.m.
February 9, 2021 Adjourned Meeting and Work Session:
Agenda items for the meetings were reviewed.
• The adjourned Council meeting and Work Session will be remote. Public participation for the adjourned
meeting will be available in three ways: by phone, online through Zoom and by email.
Adjourned Meeting:
• Other Business:
o Hughes Stadium Citizen Initiative – The court ruled that the acquisition language could remain
on the ballot, so a resolution related to this is no longer needed. Mayor Pro Tem Cunniff will
mention this at the meeting and reaffirm that the ballot language will move forward to Council
on February 16 for approval. An executive session will be scheduled for March 2, 2021 to
further discuss the court’s ruling.
o Hybrid Meetings - A discussion on moving back to hybrid meetings will be added to the agenda.
It was noted that the number of COVID-related cases and hospital stays continue to decrease
and that it might make sense to move back to hybrid meetings. Staff will reach out to Tom
Gonzales to get input on public attendance parameters to further inform the discussion. A
memo will be provided in Thursday’s packet giving more information and staff
recommendations.
Work Session:
• Our Climate Future – An email was sent by the Fort Collins Sustainability Group asking for three changes
to the Our Climate Future Plan. Staff should be prepared to address the information provided.

• Montava Development Water Supply – An email sent by Max Moss has been circulating and raises some
policy issues that Council may want to discuss. The email will be added to Council’s read-before packets
to ensure it is available to the public. It was noted that it would be good for Councilmembers to disclose
that Max had reached out to them in the interest of transparency.
February 16, 2021 Regular Meeting:
Draft agenda items for the meeting were reviewed.
• Land Use Code Updates Appropriation – There was discussion about additional resource needs in the
City Attorney’s office to ensure it can accommodate the work needed for this and other priority items.
It was suggested that this need be brought to the next Council Finance Committee meeting for
discussion, followed by a separate ordinance for Council consideration at the March 2, 2021 meeting.
• Plastics Pollution Ballot Measure – There was a question about whether the language regarding
additional future plastic restriction efforts should be included in the ordinance as it is causing some
confusion. As well, there was a request that a contingency provision be added that addresses the state
law preemption issue. Staff will bring options forward for Council discussion and consideration during
second reading.
6-Month Calendar:
• February 25, 2021:
o Urban Renewal Authority Meeting – An agenda planning meeting was requested. Staff is asked
to follow up.
• March 2, 2021:
o Plastics Pollution Appropriation item was added to the calendar. It was noted that this item is
scheduled for the Council Finance Committee meeting on February 22, 2021.
o An executive session will be added to the calendar to discuss the Hughes Stadium property
declaratory judgment ruling and the recent camping ruling.
o Staff Report: Status Update on the Cash la Poudre Instream Flow project was added to the
calendar.
• April 27, 2021:
o A special meeting for a Council Organization Meeting/Swearing In will be added to the calendar.
This is the earliest date this can be scheduled if no recount is needed or requested.
• May 11, 2021:
o Water Supply Requirements and Allotments was added to the calendar (moved from April 27).
• Other:
o Boards and Commissions Code changes item will be scheduled for consideration by the existing
Council. Feedback provided during the Council Work Session will be incorporated.

Deputy City Manager Stannert:
• Noted he toured the new Police Training Center and got to experience the driving track. The facility is
impressive and is gaining broad interest from other regional agencies and partners.
Deputy City Manager DiMartino:
• Noted an email received from Larimer County Commissioner Stephens regarding a greenhouse gas
stakeholders meeting that has been scheduled. Cassie Archuleta will be the staff representative for this
meeting. Sarah Kane will reach out to Councilmembers to see who else is interested in joining. Mayor
Pro Tem Cunniff indicated interest in attending.
• Asked for clarification on follow up related to metro districts. Mayor Pro Tem Cunniff noted he is
interested in receiving a summary of which metro district arrangements have come to Council for
changes and an outline of the changes. He was interested in receiving this information for service plans
and public benefit agreements that have been amended.
• Noted citizen concern is being expressed about the donated art piece “The Hand that Feeds” that the
City has accepted for Sugar Beet Park. Betty Aragon is leading the fundraising effort for this sculpture.
The citizen concern is that it doesn’t represent the German and Russian immigrant communities. Ms.
DiMartino noted that this was not unexpected given the controversy on this topic during the design of
Sugar Beet Park. Staff is having further discussions about next steps. If another group came forward
with proposed art for the park that was privately funded, staff, the Art in Public Places Board and
Council would consider this just as was done with Ms. Aragon’s piece.
On a separate note, she added there was also concern expressed about the veteran’s memorial at Edora
Park. The ask is that the name be changed to include Larimer County as it existed before it was
relocated. Staff is seeking more information and will follow up on this request.
Mayor Pro Tem Cunniff noted that a future Council may want to consider a broader policy around equity
and donated art. He expressed concern about public parks becoming inundated with message art.
• Noted staff from Tampa, Florida is interested in having a friendly competition around bicycle friendly
businesses and breweries. FCMoves is working with them on this as a fun way to get information out
about bicycle friendly businesses. The League of American Bicyclists designates Bicycle Friendly
Businesses.
Mayor Pro Tem Cunniff:
• Asked about getting Legislative Review Committee meetings on the calendar in light of the split
legislature session. Staff is asked to follow up.

Mayor Troxell:
• Participated in a North Front Range Metropolitan Planning Organization meeting where they were
reviewing a 10-year project planning list. He suggested that more focus be added to Highway 14 and
Highway 287 improvements. He also provided input related to general mobility and air transport.
• Participated in a North I-25 coalition meeting were funding for I-25 was discussed.
• Participated in a meeting with other university communities where participants discussed road safety,
speeds, and traffic calming, especially in areas near campus or where there is high pedestrian use. He
noted the improvements done locally to Laurel Street where lanes were reduced and parking was
eliminated, transforming the north side of the campus and increasing safety.
• Participated in a discussion with ELCO Water District on partnership and working together for the long-
term.
