HomeMy WebLinkAboutMemo - Read Before Packet - 1/19/2021 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - January 19, 2021 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 19, 2021 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Ross Cunniff, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Tuesday, January 19, and the following summarizes the discussions that began at 7:08 a.m. January 19 Regular Meeting: Proposed agenda items for the meeting were reviewed. • This Council meeting will be remote. Public participation for the meeting will be available in three ways: by phone, online through Zoom and by email. • Proclamations – The Mayor will do this part of the meeting from the Council dais. The proclamation acknowledging Martin Luther King Day will be read in full, followed by summaries of the remaining two proclamations. It was suggested that a proclamation acknowledging the role of neighborhood schools be done at an upcoming meeting. Staff will reach out to the Poudre School District Committee regarding this. • Oath of Office – This will be given to Councilmember Potyondy at the start of the meeting following the pledge of allegiance. It will be done in person in Council Chambers with the Mayor, City Manager, City Attorney, City Clerk and newly appointed Councilmember present. A photographer will also be present to capture the event. A five-minute break will occur after the Oath is given to allow time for those present in Council Chambers to move locations and access the meeting online. • Community reports – There will be two community reports given: o Treasurer & Public Trustee Report from Irene Josey, Larimer County Treasurer. o COVID update from Tom Gonzalez, Larimer County Director of Public Health. • Conveyance to the Colorado Department of Transportation various property interests for right-of-way for Interstate 25 and related facilities – Staff is asked to provide additional information related to the environmental impact statement that included guidance on the location of the port of entry and prohibited this from being located further to the north, as well as information related to the proposed building and landscape materials that will be used. Leadership Planning Team Meeting January 19, 2021 Page 2 of 5 • Conveyance of a drainage easement for the New Veterans’ Affairs Clinic – There was discussion about the existing zoning of this property (Industrial) and the standards being utilized for the building. Because the building is in the influence area related to the airport there is interest in the City being notified when development projects are proposed and in having an opportunity to provide input related to building and development standards. This will be added as a topic to the upcoming airport strat ops meeting. • Parks and Recreation Master Plan – The incorporated changes look good. • 2021 Pay Plan – It was noted that based on the existing contract with the Fraternal Order of Police minimal increases (approximately 1%) are included for the police. The contract calls for a prescriptive, formulaic process that places Fort Collins in the fourth slot within comparative communities. • Financial Management Policy – This item includes routine kinds of changes that have been reviewed and supported by the Council Finance Committee. • Opioid Team – This Resolution appoints Mayor Troxell to represent the City as a member of the Local Government Opioid Settlement Funds Stakeholder Working Group. There was discussion about whether an alternate should be appointed to ensure a successful transition once the Mayor leaves office. Most of the work is expected to be finished in the next couple of months so an alternate may not be necessary. City Attorney Daggett is also involved. If a new successor is needed, it might be most appropriate for the new mayor to assume this role since the group is comprised of regional mayors and attorneys. • Whitewater Park Update – This is a good news item that is expected to focus on how things have been going and lessons we have learned. Information will also be provided on the related status of the health of the river and on encampments. 6-Month Calendar: • February 2, 2021: o A resolution will come forward to make board, committee, and Council liaison assignments to the remaining boards and committees that former Mayor Pro Tem Stephens was representing, as well as for the Poudre Heritage Alliance. The Resolution will come forward with blanks so that Council can discuss interest, etc. • February 9, 2021: o Historic Preservation Property Survey and Designation Priorities item has been withdrawn. Staff will provide Council with an update through a memo. • February 16, 2021: o Land Use Code Update – Phase One was added to the calendar. o Hughes Stadium Ballot Language was added to the calendar. • February 23, 2021: o Exterior Lighting Code Changes was added to the calendar (moved from March 9) Leadership Planning Team Meeting January 19, 2021 Page 3 of 5 • March 9, 2021: o East Mulberry Corridor Planning was added to the calendar (moved from February 23). • March 16, 2021: o Staff Report: E-Scooter/Bike Share Annual Report was added to the calendar. City Clerk Coldiron: • Noted a press release was done for the class for individuals who are interested in running for Council and/or prospective members of their campaign committees. Additional advertising via social media is expected this week. The class will cover all items contained within the Candidate Guidelines. The class will be done in Zoom format and is anticipated to be given on Monday, January 25, 2021, at 6:00 p.m. The class will include time for questions and answers and will be recorded and placed on the Elections website for others who are interested in viewing. There was a question about whether placing literature on a person’s property is considered solicitation. The City Attorney will work with the City Clerk on a response that will be provided as part of the class and FAQs that are developed. • One additional filing and two withdrawals were received for Council candidates since last week’s meeting. Unofficial Candidates as of January 19, 2021 include: Mayor: o Jeni James Arndt o Gerry Horak o Molly Skold - NEW Councilmember District 1 o Susan Gutowsky Councilmember District 3 o Tricia Canonico o Gavin Kaszynski Councilmember District 4 (two-year term to fill vacancy) o Jessica Dyrdahl o Erin Hottenstein o Phil Jensen – WITHDREW (occurred after today’s Leadership Planning Team meeting) o Shirley Peel o Melanie Potyondy o Sidna Rachid o Bill Wright - WITHDREW Councilmember District 5 o Kelly Ohlson o Raynold Jeffery Hansen – NEW (occurred after today’s Leadership Planning Team meeting) Leadership Planning Team Meeting January 19, 2021 Page 4 of 5 • Noted that additional ballot drop boxes will be available for this year’s election due to collaboration with the County. These include: o Harmony Library. o Colorado State University – Lory Student Center. o Fort Collins Habitat for Humanity Restore. o Elks Lodge. o Larimer County Human Services. • Other Business Items from Council: o None to report. Deputy City Manager DiMartino: • Noted she had a conversation with Chris Hinds, a Denver City Councilmember, who wanted to learn more about the City’s email transparency database. He is working on a proposal based on what Fort Collins is doing to make Council emails and financial information more transparent. City Attorney Daggett: • Noted a response brief to the PATHs representatives’ motion to dismiss will be filed today. City Manager Atteberry: • Noted new Deputy City Manager, Kyle Stannert, will be starting on Monday. • Participated in the Martin Luther King events that occurred over the weekend. He appreciated the planning and uniqueness that went into these events. • Noted he met with the developer of the Montava Project to talk about plan updates and the upcoming work session on water and related issues. Mayor Pro Tem Cunniff: • Participated in the Colorado Municipal League policy committee meeting last week where there was discussion about the policy statement. The split session has caused some delays in progress. A follow up meeting is expected in February. Mayor Troxell: • Participated in various Martin Luther King events. He provided a statement as part of the kick-off event along with President Joyce McConnell, President Andy Dorsey, and Interim Superintendent Todd Lambert. Leadership Planning Team Meeting January 19, 2021 Page 5 of 5 • Participated with Mayor Pro Tem Cunniff in the Wasteshed Policy Group meeting. Concerns were raised related to changes being made in the plans without consulting all partners, as well as a lack of transparency related to budget. Concerns about whether items included in the related Intergovernmental Agreement are being addressed were also noted. A new director for solid waste has been hired by the County who will be involved in these efforts. The Mayor and Mayor Pro Tem plan to reach out to the County Commissioners to encourage them to find out more about what is occurring with the projects at the landfill site. • Received a call about a potential project at 636 Castle Ridge Court. It was noted that review of the project will be a quasi-judicial decision. Council received many emails about this project in December and staff responded to emails from a list of commenters at that time. Comments received will be included as part of the review process. • Asked about the Mayor’s Challenge application. A staff team is following up and will provide updates as they become available.
