The process is expected to work as follows: • Description of the process by the Mayor (3 minutes) • Opening statement based on direction from the Mayor – 1.5 minutes for each candidate (12 minutes) • Pre-defined question from the Mayor – 2 minutes for each candidate (16 minutes) • Pre-defined question from Councilmember – 2 minutes for each candidate (16 minutes) • Pre-defined question from Councilmember – 2 minutes for each candidate (16 minutes) • Follow-up questions from Councilmembers and discussion (30 minutes) • Closing statement – 1.5 minutes for each candidate (12 minutes) Total time: 1 hour and 45 minutes. Councilmembers will receive the proposed list of pre-defined questions in a separate email. 6-Month Calendar: • February 2, 2021: o Metro DPA Down Payment Assistance Partnership was added to the calendar. City Clerk Coldiron: • Three additional filings were received for Council candidates (District 4). Unofficial Candidates as of December 27, 2020 include: Mayor: o Jeni James Arndt o Gerry Horak Leadership Planning Team Meeting December 28, 2020 Page 2 of 3 Councilmember District 1 o Susan Gutowsky Councilmember District 3 o Tricia Canonico Councilmember District 4 (two-year term to fill vacancy) o Jessica Dyrdahl o Erin Hottenstein o Melanie Potyondy o Sidna Rachid Councilmember District 5 o Kelly Ohlson • Irene Josey, Larimer County Treasurer & Public Trustee, is interested in speaking to Council regarding collection and distribution of property taxes. Staff will work on getting her scheduled for the January 19 or February 2 meeting. City Manager Atteberry: • Noted how interesting it is that sewer systems came into existence because of the plague in the 1800s and we are using them today to manage the current plague. He mentioned how testing wastewater is helping to identify areas of town where COVID numbers are high and how this enables quick action to ensure public health and safety. • Noted that NoCo Nosh is breaking records related to the number of orders being received. He acknowledged the great work of the Economic Health team to support local businesses. • Noted he will be following up further on the two-day strat ops meeting he attended related to regional water issues that included City Managers and utility directors from around northern Colorado. Discussion centered around water supply, treatment, distribution and watersheds. Adding the counties to future conversations was considered. Creating vision and alignment within northern Colorado is needed and something all parties seem interested in pursuing. He will share related information with Council at upcoming 1x1 meetings. • Noted the Airport Commission will be holding a two-day strat op meeting. Having a County official and staff from the County’s Economic Health office could be helpful. Staff will follow up. • Noted it would be good to have the Wasteshed Committee and the Behavioral Health Committee connect as there is some nexus between the two. Staff will follow up. City Attorney Daggett: • Noted that on January 5 there will be an ordinance authorizing a future easement to the County as specified in the landfill intergovernmental agreement as approved by Council on December 22. Leadership Planning Team Meeting December 28, 2020 Page 3 of 3 Mayor Troxell: • The Mayor noted that this was Mayor Pro Tem Stephens’ last Leadership Planning Team meeting. Everyone thanked her for her service to the community and the great job she has done as Mayor Pro Tem and a Councilmember for the past six years. She has done an extraordinary job and will be missed!
