RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Kelly
DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on
Monday, December 21, and the following summarizes the discussions that began at 7:32 a.m.
December 22 Adjourned Meeting and Work Session:
Agenda items for December 22 were reviewed.
• This Council meeting will be remote. Public participation for the adjourned meeting will be available in
three ways: by phone, online through Zoom and by email.
• District 4 Vacancy – This item gives an opportunity for individuals to provide comments on the eight
applicants, as well as for Council to discuss the interview process and other things pertaining to the
vacancy. A press release will go out today informing the community about this opportunity. Any
feedback received through email, or through the form included on the website, will be provided to
Council as part of a read-before memo. The eight applicants include:
o Jessica Dyrdahl
o Erin Hottenstein
o Philip Jensen
o Veronica Olivas
o Shirley Peel
o Melanie Potyondy
o Sidna Rachid
o William Wright
Applicant interviews are scheduled for January 6. According to Resolution 2020-113, interviews are
expected to go as follows:
1. Each applicant will have a time-limited opportunity to provide an opening statement.
2. Questioning of all applicants will proceed, with the Mayor asking a question for each applicant
to answer in turn, and then continuing with each successive Councilmember asking a question
for each to answer. The order of responding to each question will rotate among the applicants.
There will be opportunity for follow up and/or clarifying questions.
There will be opportunity for additional discussion about this at the January 5 meeting if
desired.

3. Each applicant will have a time-limited opportunity to provide a closing statement.
4. Council may choose to vote to narrow the field to a number of finalists. Otherwise, Council will
make no decision at its special meeting regarding the applicants moving forward to the next
step of the process. Selection will be done at the January 12 adjourned meeting.
• Environmental Issues at the Landfill – Staff is working to finalize an intergovernmental agreement (IGA)
related to this item that will need Council approval. A meeting is scheduled for this morning to get
closure on remaining issues. If agreement is reached between the parties, the IGA will be finalized and
sent to Council as soon as it is available, and an item will be added to the December 22 adjourned
meeting agenda.
• Connexion Update – Staff plans to share a lot of great news related to Connexion. It was noted that
many of the comments included on Nextdoor and Facebook are supportive and very positive related to
Connexion.
On a related note, the City Manager mentioned that he was asked by US Ignite to share Fort Collins’
story related to broadband. This is a Washington D.C.-based think tank around broadband. They plan to
send the information out to their participants/customers.
• Conflict of Interest and Ethics – The purpose of this item is to discuss potential Code and/or Charter
changes Council may want to see related to these items. The most pressing issue is to discuss whether
the definition of “Conflict of Interest” as it exists in the Charter needs to be changed. If there is a desire
to do so as part of the April ballot, this needs to come forward as part of the other Charter changes that
Council will consider on January 5. It was noted that it might make sense to take some time with this
item to ensure thoughtful changes. Code changes could move forward at any time and Charter changes
on a later ballot.
• Hughes Declaratory Judgment – An executive session related to this item may be advisable to discuss
what should move forward on the ballot. This will be added to the December 22 agenda for the
adjourned meeting.
January 5 Regular Meeting:
Draft agenda items for January 5 were reviewed.
• Ground Lease at the Northern Colorado Regional Airport – There was discussion about the need to
upgrade the airport site with landscaping and infrastructure such as sidewalks. There was discussion
about whether these types of land use requirements could be added as part of leases or agreements.
Alternatively, this should be included as part of the approval process for future planning/development
proposals.
• Alley Upgrades – It was noted that historical information related to these alleys and their names should
be included in related agenda materials.

• Items Related to Police Services – It was noted that agenda materials for all Police items should include
information on the community benefit that result from these items. Information on related
partnerships/collaborations should also be provided.
• Board and Commission Recruitment – It was noted that a majority of the recommended appointments
for the Youth Advisory Board are LatinX students. Mayor Pro Tem Stephens noted that many of them
have participated in and provided comments as part of Urban Renewal Authority meetings and/or City
Council meetings and did an amazing job. She noted that they have done a lot of really great work, were
well spoken, and she is excited they are interested in representing the community in this way.
• Council Liaison/Committee Appointments – Council will consider four appointments to replace outgoing
Mayor Pro Tem Stephens. The Resolution will include blanks for the following:
o Poudre Fire Authority
o North Front Range Metropolitan Planning Organization
o General Employee’s Retirement Committee
o Ad-Hoc Housing Committee
This item will also include an opportunity for Council to appoint a new Mayor Pro Tem.
6-Month Calendar:
• January 19, 2021:
o Staff Report: Poudre River Whitewater Park Update was added to the calendar (moved from
January 5).
• January 28, 2021:
o Urban Renewal Authority meeting was added to the calendar.
• February 25, 2021:
o Urban Renewal Authority meeting was added to the calendar.
• March 16, 2021:
o Adoption of Our Climate Future was added to the calendar (moved from March 2).
• March 25, 2021:
o Urban Renewal Authority meeting was added to the calendar.
• April 22, 2021:
o Urban Renewal Authority meeting was added to the calendar.
• May 27, 2021:
o Urban Renewal Authority Meeting was added to the calendar.
• June 24, 2021:
o Urban Renewal Authority Meeting was added to the calendar.

City Clerk Coldiron:
• One additional application has been received for Council candidates.

Deputy City Manager DiMartino:
• Noted over 50% of the traffic to the City’s website now comes from mobile devices. Design of the
website is being changed to accommodate this and incorporates the results of usability testing with
both employees and community members. The changes are expected to be live at the end of the year.

City Manager Atteberry:
• Noted an article in the Coloradoan on Betty Aragon highlighting her many contributions to the
community.
• Attended a two-day strat ops meeting related to regional water issues that included City Managers and
utility directors from around northern Colorado. Discussion centered around water supply, treatment,
distribution and watersheds. Adding the counties to future conversations was considered. Creating
vision and alignment within northern Colorado is needed and something all parties seem interested in
pursuing.
• Noted conversations are occurring related to Colorado State University’s vision for a project expansion
of the Engines Lab at the corner of Vine/College. Including a Poudre School District innovation center at
this location is also under consideration. There was discussion about ensuring there is community
benefit related to this and to not lose sight of the need for trades training in the area as well.

• Noted the City will not have free live Christmas tree recycling this year. Alternative options include:
o Hageman Earth Cycle - $1/tree.
o Larimer County Landfill - $1/tree.
o Timberline Recycling Center - $5 entry fee; $1/tree; $6.
o Boy Scouts – tip/donation.

Mayor Pro Tem Stephens:
• Attended the groundbreaking ceremony for the Larimer County Mental Health Facility; nice event. This
will be a good facility for the community and will help a lot of individuals.
Mayor Troxell:
• Attended a virtual groundbreaking for the Larimer County transfer site.
