HomeMy WebLinkAboutMinutes - Read Before Packet - 12/1/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - November 30, 2020 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: November 30, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, November 30, and the following summarizes the discussions that began at 7:38 a.m. December 1 Regular Meeting Agenda items for December 1 were reviewed. • This Council meeting will be remote. Public participation for the meeting will be available in three ways: by phone, online through Zoom and by email. • Larimer County Commissioner Kefalas will be giving a community report that will cover the Larimer County Community Report and Survey. As long as there is no objection from Councilmembers, this item will occur at the beginning of the meeting, right after the City Manager’s agenda review. • Mobile Home Park Rezonings – Six separate hearings have been scheduled to ensure a separate record is created for each. Staff will provide an overview presentation about how the criteria were applied. Following that, in addition to the complete written materials provided for each item, each hearing will have a brief presentation on specifics related to the park being considered, an opportunity for the property owner to present/provide comment, give the public a chance to provide comment, and provide opportunity for rebuttal from the property owner. There is an expectation that residents from at least one of the mobile home parks will be sharing some concerns about the proposal. Staff is asked to prepare a read before memo that addresses how competing City processes/programs are considered. An example given was the dirt roads that are contained within one of the parks and how parameters around minimizing dust might be at odds with what is being proposed. The memo should also include an explanation of how someone becomes a party in interest. • 724/726 S. College Avenue Appeal – It was noted that the second determination of eligibility was done on this property since the first determination was close to expiring and the applicant is now ready to move forward with a development application. Due to the 2019 Code revisions, determinations are now based on a much more comprehensive survey which, in this case, resulted in a different outcome than the original determination. Staff should be prepared to speak to this as part of this item. Moving these buildings was also discussed as an option. Staff is asked to include a slide in the presentation about process; eligibility determination (what this means) and next steps. Leadership Planning Team Meeting November 30, 2020 Page 2 of 4 There was discussion about the general terms of the City’s historic preservation regulatory program and the need to prioritize properties within the City where preservation makes sense and to continue working towards a process that balances historic preservation with a less cumbersome, more predictable development process. Concern was expressed that the 2019 Code revisions may have added unintended barriers. A Council work session was suggested to talk about concerns and ensure alignment. Staff is asked to get this scheduled. 6-Month Calendar: • December 22 o Ethics Review Standards and Process was added to the calendar. o Fort Collins Connexion Update was added to the calendar. There was brief discussion about moving the Fort Collins Connexion Update to December 8 and moving the Charter Amendment item to this date (December 22). This would focus the evening on potential Charter and Code amendments. Related to the Charter amendments item, staff will be presenting a number of proposed Charter amendments including several related to elections, many of which were reviewed by the Election Code Committee, some related to Finance items, and some related to organization structure and residency requirements. Many of these are simple clean-up items. The City Manager will be covering some of these items in upcoming 1x1 meetings with Councilmembers. • January 6 o Special Meeting – Council Vacancy Process was added to the calendar. • January 19 o Staff Report: Remington Stormwater Project was added to the calendar (rescheduled from December 1). • February 2 o Staff Report: Mail Creek Stream Rehabilitation Project was added to the calendar. City Clerk Coldiron: • Noted Jeni Arndt filed candidate paperwork for Mayor over the weekend. There was a question about how this role would be reconciled with her house seat. If she won the City election, she would have to resign her state legislature seat before being sworn in as Mayor. • Noted that ASCSU representatives are coming in today to finalize their petition and get signature packets. They are proposing a change in the Land Use Code that would allow up to four unrelated adults to reside together in a dwelling. They will have until January 6 to submit the needed 3,280 signatures. Councilmembers will get a copy of their Notice of Intent today. Leadership Planning Team Meeting November 30, 2020 Page 3 of 4 Deputy City Manager DiMartino: • Provided updates on various Culture & Recreation Services buildings/programs due to the City’s red COVID status: o The Museum of Discovery is closed. Staff hopes to be able to reopen as soon as possible to ensure people have a chance to visit the Mind Matters exhibit. o Recreation facilities have made all necessary modifications so people can continue to utilize these. Registration is required. o Sports programs have been postponed until January. o Gardens on Spring Creek can continue to be open, with limited capacity, since so much of the facility is outdoors. Staff is rescheduling ticket holders for the Garden of Lights event to comply with the guidelines that reduce capacity at the event. City Manager Atteberry: • Noted last week’s presentation by Larimer County Health & Environment Director Tom Gonzales and asked Council to provide feedback on if they would like to have these COVID updates scheduled on a regular basis. • Noted that individual tours of the new Police training facility can be arranged for Councilmember who are interested. Councilmembers are asked to reach out to Sarah Kane or the City Manager to get this accomplished. City Attorney Daggett: • Noted the landfill mediation that occurred last week and that some progress was made. At least one additional mediation session is expected before a conceptual agreement is finalized or an agreement can be prepared for Council approval. • Noted that the Larimer County District Court judge denied the StreetMedia Motion to Dismiss in the City’s lawsuit about the billboard approved by the County for the Harmony Road/I-25 intersection. • Noted some Code changes that are being worked on related to boards and commissions. It is expected that these will move forward during the first quarter of 2021. She also noted it may be time to discuss remote meetings related to Council and board and commission meetings and what this looks like on an ongoing basis. The January 26 work session might be a chance for Council to discuss both of these things. Leadership Planning Team Meeting November 30, 2020 Page 4 of 4 Mayor Troxell: • Participated in a virtual small business Saturday with representatives from the Music District and related groups. He noted that eight cities have created City songs that have been submitted to the Council of Mayors and asked this group if there was interest in doing this. Staff is encouraged to follow up to see if there is any interest. Possible funding might be through the National Endowment of the Arts. • Participated on a call with Congressman Neguse related to the fires and possible CARES 2.0 funding. • Noted various retirements that are occurring in the community: o David May will be retiring from the Fort Collins Chamber. The Mayor participated in an outgoing video for him. o Kevin Duggan will be retiring from the Coloradoan. The Mayor and City Manager will be sharing comments and issuing a proclamation for him at the December 1 meeting. o Lucia Liley is retiring from her legal practice. She was the first in-house City Attorney for the City of Fort Collins. Pat Ferrier from the Coloradoan is working on something related to this. Meeting adjourned at 9:45 a.m.
