RE: Library Park Neighborhood Updates
Purpose: This memo will provide a bi-monthly summary to strategies to compassionately
mange and address issues impacting the Library Park Neighborhood, including recent trends
and communication efforts.
Updates from taskforce members:
Fort Collins Police Services receives regular reports about camping, disturbances and
other criminal activity in the Library Park neighborhood. Officers respond and address
the problems through verbal warnings, citations and arrests. The responding officers
frequently find evidence of drug use and suspects with arrest warrants. Officers provide
extra patrolling in this area every day to reduce disruptive behaviors and other criminal
activity.
Code Compliance continues to observe a limited amount of activity in Library Park.
There has not been accumulation of trash or rubbish noted.
Outreach Fort Collins continues to work in the Library Park area. Outreach Fort Collins is
also anticipating expanding its geographic footprint and organizational capacity to meet
the increased need for outreach services in Northern Fort Collins.
o This expansion will not impact our availability, coverage, or capacity to
operate in areas downtown.
o The targeted growth areas reflect contact data and geographic hotspots
from Fort Collins Police Services. These areas include the King Soopers on
North College Ave, the Walmart and Home Depot on East Magnolia, and
additional parks in North Fort Collins.
o This area includes the new winter shelter located at 1301 Blue Spruce
Drive, as well as other nearby service agencies. Outreach staff will work
proactively in these areas to engage clients in services and ongoing
support.
o Businesses in our new coverage area can call for support with disruptive
behaviors. Our team is on call 9am-5pm Monday through Wednesday, and
9am-8pm Thursday through Saturday. Our on-call number is 970-658-0088.

Social Sustainability continues to support the temporary shelter at 1301 Blue Spruce and
Catholic Charities. Operations are going well, and small adjustments are being made to
make sure all the outcomes are met.
The taskforce is seeing a decrease in activity in the Library Park area now that additional
options for shelter are available.
Please note: There will only be one memo in December due to the Holidays. It will be in the
December 10th Council Packet.
Background:
A City task force is coordinating across departments to share updates and advance strategies to
compassionately manage and address issues impacting the Library Park
neighborhood. The task force includes staff from Police Services, Neighborhood Services/Code
Compliance, Social Sustainability, City Attorney’s Office, and the City Manager’s Office. It also
includes Outreach Fort Collins, a community partner offering support for people experiencing
homelessness.
