HomeMy WebLinkAboutMemo - Read Before Packet - 11/10/2020 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - November 8, 2020 City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: November 8, 2020 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, Deputy City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Sunday, November 8, and the following summarizes the discussions that began at 4:03 p.m. November 10 Adjourned Meeting: Agenda items for November 10 were reviewed. • There was brief discussion about meeting logistics. All Councilmembers are anticipated to be present in person in Council Chambers for the adjourned meeting. The executive session is planned to take place in the large conference room in the City Clerk’s Office to ensure adequate social distancing. Any Councilmembers planning to be remote are asked to let staff know by 3:00 p.m. on the day of the meeting. Public participation related to any motion will be available in four ways: in-person, by phone, online through Zoom, and by email. Staff will continue to provide reports, present, and answer questions remotely. • Utility Shut-Offs – staff plans to provide a brief presentation/update on this item. Related information will be provided in read-before packets. November 17 Regular Meeting: Proposed agenda items for November 17 were reviewed. • Second reading for the 2021 Annual Budget and Items Relating to Electric and Water Rates, Fees and Charges will be placed on the discussion agenda. This will give individuals a final opportunity to speak to Council on these items. • Staff Report on CARES Funding will include an update on the CARES spending that has occurred. The report is intended to provide accountability for the $9M in CARES funding that was received. Updates on funding received from the Federal Aviation Administration, the Federal Transportation Administration and the Community Development Block Grant Program will be included. • Timberline Church Rezoning – There was a question about whether Colorado State University (CSU) is involved in this item. Discussions on a potential land swap between CSU and the Church are continuing; however, there is nothing related to this as part of this rezoning item. Leadership Planning Team Meeting November 8, 2020 Page 2 of 5 • Airport Master Plan – The Fort Collins City Council and the Loveland City Council met jointly on this item in October where staff provided a full update on this item. Because this item does not require any financial consideration and because of the number of discussion items on the agenda, it was recommended that this item be moved to the consent calendar. • Hughes Stadium Petition – The City Clerk certified the petition to initiate an ordinance relating to the purchase, zoning, and use of the property known as the Hughes Stadium property as sufficient on Friday, November 5. This item gives Councilmembers the opportunity to either adopt the Petitioner’s ordinance without amendment, or to submit the item to the electors of the city at the next regular municipal election scheduled for April 6, 2021. A possible executive session related to this item will be added to the agenda as part of the item on November 17. 6-Month Calendar: • November 24 o Process for Filling Council Vacancy and selecting a new Mayor Pro Tem was added to the calendar. This creates a fourth item on this work session, as well as December 8. Staff will poll Council to determine if starting at 4:30 p.m. is advisable for both. • December 1 o Report from Larimer County Commissioner Kefalas will be added to the calendar. The report will cover the Larimer County Community Report and Survey. o Legislative Policy Agenda was added to the calendar. • December 8 o Charter Amendment item was broadened to include more topics. In addition to election-related changes, the Council will explore possible changes related to the publication date for audit data, items related to appropriations and some possible clean-up items. o Plastics Pollution – There was some concern expressed about how quickly this item needs to move to have it placed on the April ballot and whether this leaves enough time to do a thorough job vetting related items. An equity evaluation has not been talked about related to plastics and needs to be done. As well, COVID-related issues need to be discussed. Staff is asked to look at what other communities where plastic bag bans exist are doing to address COVID and to inform Councilmembers of items they need to be aware of related to equity. Market information related to plastics was also requested, as well as information on what is currently happening related to plastics recycling. • December 15 o A Work Session will be added after the regular meeting to discuss potential changes related to the Ethics Review process. Possible Charter and Code changes will be explored. • January 5 o Parks and Recreation Master Plan Adoption was added to the calendar (moved from December 15). Leadership Planning Team Meeting November 8, 2020 Page 3 of 5 • January 26 o Housing Strategic Plan – Strategy Prioritization was added to the calendar. • February 9 o East Mulberry Corridor Planning was added to the calendar. • March 2 o 2021 Reappropriation Ordinance was added to the calendar. Deputy City Manager DiMartino: • Noted the state issued new guidelines for transit services in response to COVID and has limited capacity on busses to 50%. Signage went up over the weekend reflecting the changes. Staff has analyzed existing routes to determine where there might be issues. 4 routes were identified where this might cause some challenge and, to address this, trailer busses will be sent to ensure riders are accommodated while still meeting COVID restriction requirements. In response to a question about whether there are any other Level 2 restrictions that will impact City services, Deputy City Manager DiMartino noted that there may be some youth sports programming that needs to change but that was all she was aware of. The City has already been operating within most of the restrictions now being required. • Noted that the Gardens on Spring Creek project received LEED gold certification. • In response to a question at last week’s LPT meeting, provided an update on the memo that came from the Natural Resources Advisory Board regarding NISP. This item came up briefly under other business at the Board’s September meeting. The Board agreed that a member would write the letter; staff was not involved. It is unsure what legal foundation was used as a basis for this writing. Staff is not planning additional follow-up unless requested. City Attorney Daggett: • Noted that a statement has been scripted for the chairs of Council committees to note they have conferred with the City Manager about remote meetings pursuant to Ordinance 079, 2020. City Manager Atteberry: • Noted that Deputy City Manager interviews are occurring tomorrow, November 9, and Tuesday, November 10. 177 applications were received in response to the vacancy. The candidate pool has now been narrowed to five candidates. The candidates will be welcomed by City Manager Atteberry and Chief Human Resources Officer Teresa Roche and then sent on to two separate panels made up of Executive Lead Team members, City staff and three community members. Questions can be submitted at: https://ourcity.fcgov.com/deputy-city-manager?tool=brainstormer#tool_tab. o A virtual “breakfast” with City Council on November 10 from 7:30-9 a.m. This will be done via Zoom (https://zoom.us/j/96430815510). o An Employee Forum on November 10 from 3:30-5 p.m. This is also being done by Zoom (https://zoom.us/j/95267000565#success) and can be watched on YouTube at: https://www.youtube.com/watch?v=A8PPnCtH0rw&feature=youtu.be. • Noted a memo was included in Thursday packets related to an excess water usage surcharge billing error. The error was discovered on October 20 that determined the Excess Water Use (EWU) surcharge was not being billed to 198 commercial accounts, 161 customers, based on City Code’s water supply requirements. The amount owed is estimated to be in the range of $700K-$800K. Customers will be given a reasonable amount of time to pay the money back. Customers will be contacted in the coming week. • Noted he plans to lift the water restriction that is currently in place which will take effect on Tuesday, November 10. The Horsetooth Outfall Project (HOP) went well and finished two weeks early. He is in discussions with Fire Chief Demint about lifting the fire ban in the near future as well. • Reminded everyone that City offices are closed on Wednesday, November 11, for Veterans Day. • Noted that early last week he participated in a joint City, Poudre School District (PSD), Larimer County meeting along with Councilmembers Gutowsky and Gorgol. Communication staff from the City, County and PSD have met to prepare new communication materials around limiting house parties and other things due to COVID concerns. City Manager Atteberry noted that, according to the Larimer County Health Department, COVID spread is occurring most within the 30-60 year-old age group and local ICUs are at or near capacity. All three organizations have been asked to coordinate and increase messaging to help manage the COVID spikes that are occurring. On a related note he added that we will be identifying 10 City employees to assist the County with contact tracing. Any work done from now through the end of the year will be paid for through CARES funding. Mayor Pro Tem Stephens: • Participated in a meeting last Thursday with the North Front Range Metropolitan Planning Organization (NFRMPO). She noted a previous discussion, prior to her time on the board, where there was apparent agreement for participating members to pay $2M in matching funds in order to obtain a Colorado Department of Transportation grant. $750K of the $2M has been paid. $1.25M remains unpaid with no formal agreement on the breakdown of the amount amongst the participating municipalities. Further discussion will be required to determine this, as well as timing of the payment, etc. The NFRMPO staff Leadership Planning Team Meeting November 8, 2020 Page 5 of 5 will be asked to put in writing what is being requested or expected of Fort Collins and where the commitment information came from if there is any. This should also include a timeline for payment. There was brief discussion on the need for succession planning in this regard as Mayor Pro Tem Stephens departs to become a Larimer County Commissioner. She hopes to continue to participate in the NFRMPO as a County Commissioner. Representation on the PFA Board was also noted. Staff provided a list of Mayor Pro Tem Stephens’ committee and board and commission assignments as part of the Thursday packet memo on filling the Council vacancy. This will be discussed in more detail at the November 24 work session. Mayor Troxell: • Participated in small business visits with Dandelion Moving and Rust and Raska. It was informative as they shared ways they have had to pivot due to COVID to make things work. Both had a can-do, figure things out spirit about them!
