RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Kristin Stephens, City Manager Darin Atteberry, City Attorney Carrie
Daggett, and City Clerk Delynn Coldiron (all by video-conference call) met on Monday, October 26, and the
following summarizes the discussions that began at 7:37 a.m.
October 27 Adjourned Meeting and Work Session:
The October 27 agenda items were reviewed.
• This will be a remote meeting. Public comment during the adjourned meeting will be taken by phone,
online through Zoom, and by email.
Adjourned meeting:
• Council will consider an emergency ordinance related to temporary use of the property at 1709 West
Elizabeth Street as a day shelter. There has not been a lot of comment received related to this.
• Council will consider a motion for an executive session related to the landfill as the last item of the
adjourned meeting. Work Session items will follow after the meeting is adjourned.
Work Session:
• Parks and Recreation Master Plan – This is a substantial update to this plan and includes information on
the extensive community engagement that has been done, the resulting vision/related plans, and a
thorough and detailed assessment of funding needs and strategies. The plan is both visionary and
pragmatic. The entire document can be viewed on the Our City website:
https://ourcity.fcgov.com/ParksandRec. The need for ongoing, sustainable funding was discussed for
this item, as well as transit, affordable housing and social services items. A broader conversation about
all of these is needed.
• Homeless Advisory Committee Findings – Staff will be sharing the findings of the Committee based on
their work over the past few months. COVID did disrupt efforts; however, a lot of good work was done.
Things are progressing in a positive way.

• Plastics Pollution – Council will have opportunity to provide direction on four options. There is interest
in knowing how microplastics fit into the mix; staff should be ready to discuss this tomorrow night.
There was some concern about the appropriate timing of follow up actions, especially in light of COVID.
People may be more comfortable with plastic right now due to sanitary concerns. It was also noted that
the state legislature, with support from the Colorado Municipal League, is expected to consider possible
legislation related to this. This will also bear on the City’s next steps.
November 4 Regular Meeting:
Proposed agenda items for November 4 were reviewed.
• Proclamations will continue to be in person.
• Items related to 2020 Fee Updates – This item has gone to the Council Finance Committee. Staff has
done a good job with communication and timelines. No surprises are expected.
• Riverside Solar Project – The City has assumed responsibility for this project due to the contractor’s
departure. There was a question about whether ash deposition is hindering solar production; staff is
asked to follow up. It was also suggested that native grasses be added to the site to replace weeds.
• COVID Processing at Colorado State University (CSU) – Council will consider authorization of an
intergovernmental agreement that provides CARES funding to CSU for COVID testing/processing. It was
noted that CSU has gone through needed certification to do this work. Having a local site is expected to
increase timeliness in receiving COVID test results.
• Staff Report: Museum of Discovery Mind Matters Exhibit – Staff is asked to make arrangements for all
interested Councilmembers to tour the exhibit.
• Staff Report: CARES Funding Update – Staff will provide an update on the CARES spending that has
occurred. The report is intended to provide accountability for the $9M in CARES funding that was
received.
• 2021 Budget – Staff has collected the information needed to finalize things and have addressed
concerns that have been noted. A memo was requested outlining offers in the 2021 budget that further
equity efforts/goals, as well as similar budget offers that are anticipated in the near future.
• Electric Rates – A memo was requested to outline current practices related to utility shut offs in light of
the COVID emergency. The memo should also include information on the utility payment assistance
work that has been occurring.
• General Improvement Districts (GID) – Meetings for GID #1 and Skyview South GID #15 are planned for
this meeting. Prior to Other Business, Council will consider a motion to adjourn the remainder of the
regular meeting until after the GID meetings. If approved, Council will move to each GID meeting, and
then back to the regular meeting to finish remaining business.

6-Month Calendar:
• November 17
o Airport Master Plan was added to the calendar.
• December 1
o 2021 Water Rate Ordinance was added to the calendar. Staff is asked to bring this forward at
the same time as the other utility rate ordinances if possible (November 4). If not, staff is asked
to consider bringing this forward at the November 10, 2021 adjourned meeting so that all rate
ordinances can be considered together on second reading on November 17, 2021.
o Staff Report: Remington Stormwater Project was added to the calendar; rescheduled from
October 20.
• April 13
o Water Utility Overview was added to the calendar.
• Unscheduled Items:
o Light & Power Utility Overview was added to the calendar; this is tentatively planned for July 13,
2021.
o Stormwater Utility Overview was added to the calendar; this is tentatively planned for October
12, 2021.
o Manufactured Housing Rezonings has been postponed.
City Manager Atteberry:
• Noted that Stu Haskill passed away. He was associated with iHeart Radio and did a lot of radio media
contact with the City.
• Noted the Housing Catalyst is proposing an issuance of $6.5 million dollars of private activity bonds to
assist the Fort Lupton Housing Authority in rehabilitating a 51-rental unit housing development in Fort
Lupton. Housing authorities are specifically authorized by state statute to cooperate and assist one
another in bond transactions such as this. This should not impact the capacity of Housing Catalyst to
carry out projects locally.
• Noted he has been asked to allow access across a small City parcel (within the Church parking lot) that
will enable the cell tower near the Summitview Church parking lot on Drake Avenue to move forward as
planned and approved. The associated telecom company has negotiated a deal with the church and has
an approved use by right to do this. Platte River Power Authority will not authorize adding equipment
to their infrastructure. He intends to proceed with this access authorization and is happy to discuss it
this week with any Councilmembers who may have questions or concerns.

• Noted Governor Polis has announced a state-wide moratorium against evictions. More information
related to his order can be found at:

Mayor Pro Tem Stephens:
• Noted the joint meeting on the airport held last week was informative. She encouraged
Councilmembers to tour the facility any time they get a chance; it’s is a great way to learn about what is
occurring.
Mayor Troxell:
• Noted his interest in looking at updates to the emergency management provisions of the City Code that
might be beneficial to reflect existing practices and lessons learned from recent emergency experience.
