Background: In the 2015-2016 budget, Keep Fort Collins Great funding and General Fund reserves were allocated for neighborhood projects, including neighborhood monuments or markers, as part of the Lincoln Corridor Plan to celebrate and enhance the surrounding neighborhoods. A Neighborhood Advisory Committee (NAC), an ad hoc committee appointed by the City Manager, was created to provide community insight into the design of neighborhood projects identified during the Lincoln Corridor Plan and consisted of residents from the Buckingham, Alta Vista, and Andersonville/San Cristo/Via Lopez neighborhoods. The NAC provided direction for improvements to design, community satisfaction, and integration of neighborhood values; review ed neighborhood project plans; and supported the Art in Public Places (APP) process for applicable neighborhood projects. Outcomes: The NAC, Art in Public Places, and Neighborhood Services Department collaborated on neighborhood artwork that would celebrate the history of the area and address neighborhood livability issues. Through collaboration, the NAC determined that the proposed stone neighborhood monuments did not align with their vision of the neighborhood character and might encourage unwanted pedestrian traffic in the neighborhoods. The art for the Tres Colonias neighborhood projects shifted focus to a community painted transformer cabinet mural, designs for neighborhood art signs, and art elements for Sugar Beet Park . The community mural project in Buckingham Park was completed in November 2017. Box 580 Fort Collins, CO 80522.0580 970.416.2740 970.224.6134- fax fcgov.com cc: Jim McDonald, Director, Cultural Services Ellen Martin, Visual Arts Administrator, Art in Public Places , Cultural Services Planning, Development & Transportation Services Colonias neighborhood projects incorporated the values and messaging developed with the NAC to design the large, iconic sugar beet interactive play structure as art to be enjoyed by the entire community and contribute to place-making in Tres Colonias. The Sugar Beet play structure was showcased in a Fort Collins Museum of Discovery exhibit before moving to its home in the park for the official September 2019 grand opening. APP also commissioned a second artwork with a local artist to create a sugar beet inspired trellis for the walkway that leads to the sugar beet playground. APP additionally completed a neighborhood paver project that was developed by a call to artists to submit drawings that celebrate the history of the area.
