While no formal action will be taken by the Council at this meeting, the discussion of public business will occur, and the meeting is open to the public via Zoom. Meeting called to order and August 24, 2020 minutes approved. 2. Discussion Items:  Equity Indicators Initiative Presentation - Victoria Lawson & Sukhmani Singh (CUNY) Project Overview/Objectives: Track-Disparities in outcomes faced by those most likely to experience inequality Support-Data informed policy-making Increase-Transparency and accountability so impacted communities can co- create/lead solutions and equity work can be better prioritized Committee Feedback: o Are there challenges in working with less-diverse communities? Not an issue unique to Fort Collins. Will work with multiple data-sources to triangulate and aggregate information. o Suggestion to provide actual example of what an equity indicator from another community. o Clarification that indicators will have measurable data and/or root cause information-yes, can be challenging. o There will be gaps in data but doing everything possible to be complete. o Hope this work will help surface cause and source of discontent among residents to better understand how to address.  Principles of Community: Project- Honore Depew (City Manager’s Office) Internal initiative: Equitable Access, Culture of Inclusion, and In Practice operationalizing Committee feedback: o Fall work session on this item o A lot of work coming under this committee. Maybe this committee should be a regular standing committee in the future? Conversation around does committee need greater resourcing. Thoughts for later.  Community Engagement Panel: Question- Engagement techniques you have found most successful and what engagement shifts have you seen over time? o Molly Saylor and John Phelan: Our Climate Future o Meaghan Overton: Home2Health o Leo Escalante and Amanda King: Communications and Public Involvement o Greg Yeager: Police Services Committee feedback: o How is information collected and shared when it is outside the scope of the engagement event? Staff trying to do more comprehensive outreach with a broader range of questions and working cross-functionally internally to find connections and share resident feedback. o How do we layer Gaps Analysis, Equity Indicator work, H2H work (and others), and lived experience to focus programming and resource efforts and help committee prioritize. o Consider having an “open comment” type box on our outreach mechanisms so we’re sure to capture what’s important to residents. The Community Survey does have this. 3. Work Session follow-up  Committee Priorities i. Programming and funding will be most difficult and most impactful work. (Priority) ii. SRO discussion-impactful but in PSD’s court. iii. Police Metrics review (Priority) Would also like to hear ideas from Police staff. iv. Land Acknowledgement-bigger project. Memo coming. v. Street Naming and Celebrations-inclusion effort. Office of Equity? vi. Childcare  Resolution i. Discussed and consensus is not to pursue at this point. 4. Other Business  Consider budget efforts for Outreach Fort Collins - Some of the re-deploy offer will help support this  Want to work on systemic changes more than incremental improvements (systems approach) 5.
