SUBJECT: Transfort Service Change Process – January 2021
Introduction
The purpose of this memorandum is to inform regarding changes to Transfort service
January 18, 2021 and to provide an overview of the service change process.
Background
Normal annual service changes are used to meet productivity and performance
standards such as ridership, on time performance and safety on existing routes. Service
changes are also necessary to adjust transit services according to the needs of the
community and stakeholders. These adjustments may consist of changes to route
timings, route alignments, route expansions, or even the addition of new services. In all
cases, Transfort endeavors to make the best possible use of available resources.
The covid-19 pandemic negatively impacted Transfort ridership in 2020 and presented
new challenges to our community and transit system operations. Due to active
emergency measures, normal annual service changes were suspended in August 2020.
Transfort remains committed to our customers that are dependent on our service and
continues to balance the provision of these essential services with public health
guidelines and significant reductions in ridership.
Minor service changes are being enacted in January 2021. These changes are intended
to enhance service to customers at the local and regional levels and present no

additional cost to the City. The normal process for major service change is planned for
August 2021.
Public Engagement
An Open House meeting is scheduled for October 22, 2020. In compliance with current
public health and safety best practices and guidelines, the public meeting will be
conducted in an online format. Boards, Commissions, and other stakeholders including
the Senior Advisory Board, Poudre School District, Dial-a-Ride and Transit Advisory
Commission and others will be specifically invited to this online forum.
Advertising efforts around the Open House
Advertising efforts go out to citizens of the entire community, but primarily target existing
riders of the effected routes.

Proposed Route Changes
Transfort has developed a cost neutral plan to improve on-time performance of the
Around the Horn route, realign and improve route 33, and to expand our popular
regional connecting service, Flex to Boulder. There are no proposed changes to our
paratransit service area.
Around the Horn:
Adjust southbound times by 2 minutes to improve on-time performance and
reliability.
Route 33 – Foothills Campus Shuttle:
This route and proposed changes are fully funded by an intergovernmental
agreement with CSU.
x Change route alignment to stay on CSU Foothills Campus

x Connections established with West Elizabeth routes at Overland.
x Increase frequency from 60 minutes to 15 and 20 minutes.
Flex to Boulder:
This route is funded through a regional partnership including multiple
municipalities. Proposed changes are fully funded through a Denver Regional
Council of Governments (DRCOG) grant.
x Additional trips
o Weekdays – 1 additional mid-day trip to/from Boulder.
o Saturdays – 2 new AM/PM trips added to/from Boulder. There are
currently no Boulder trips on weekends.
