The purpose of this memo is to respond to a Council inquiry at the September 22nd work session
regarding the 2020-2021 hiring freeze. For reference, the 2021 reduction offer amounts to $3 million in
savings. Staff captured the question as:
How will Council be informed of the positions currently on the Hiring Freeze Offer and how
those specific positions change over the year due to the exception review process?
Currently Frozen and/or Furloughed Positions
Staff has established a list of 51 currently frozen positions, and then gone through an assessment of the
positions that are likely to be needed at some point during 2021. Of the 51 positions, 14 are anticipated
for hire at some point in 2021 while the remaining 37 positions are planned vacancies throughout the
duration of the year. The following page shows full detail of the 51 positions (Exhibit 1).
Moreover, beginning on May 1, 618 hourly positions in Recreation and Cultural Services were placed
on furlough. Since that time, 219 positions have been reinstated. As such, 399 positions remain
furloughed as of the date of this memo.
Future Staff Attrition
In a given year staff experiences approximately 9% turnover. This would amount to 143 positions that
may be vacated during the course of the year. Each position will be evaluated by the Service Area
Director for whether it merits an exception request. Those exceptions are considered in biweekly
intervals by a committee composed of the Deputy City Manager, Chief Human Resources Officer, and
Chief Financial Officer. The results of the committee’s approvals and denials are reported monthly to
the City Manager.
Staff recognizes that this future attrition represents an opportunity not just for additional budget
savings if necessary, but for continued strategic assessment of our ongoing budget offers and
underlying organizational composition. The Executive Leadership Team will hold a strategic planning
session in Q4 2020 to discuss these opportunities for possible structural change.
The impact this hiring freeze will have on the city’s talent coupled with no merit increases in 2021,
will be palpable. As a result, the pace and work load of remaining staff will need to be carefully
monitored and prioritized.
