Background: The recently updated Water Shortage Action Plan (Plan) was adopted by Council in April 2020. In July 2020, Water Conservation Staff submitted the Plan to the CWCB. Approval of the Plan by the CWCB is not mandatory; however, municipalities with approved plans will have their plan made publicly available on the State’s website and eligible for implementation grant funding provided by CWCB. CWCB’s review includes mention of how the Plan meets the State’s Guidance Document (see attached approval letter for more information): “The Plan meets all of the eight required plan elements in accordance with the guidelines and meets 40 of 44 essential elements as outlined in the 2010 CWCB Municipal Drought Management Guidance Document. In addition, the plan goes beyond the required and essential elements to meet 30 of the 46 “beneficial” elements, 25 of the 35 “public” elements, and 9 of the 23 “documentation” elements (from Section 5.3 of the 2010 Guidance).” Water Conservation Staff will utilize parts of the Plan in response to the Horsetooth Outlet Project, beginning in October and will begin evaluating CWCB grant opportunities to determine what implementation funding could be obtained to better prepare for and be more resilient to future water shortages.
