RE: North College Citizen Advisory Group City Council Liaison Request
Urban Renewal Authority staff received a letter from the North College Citizen Advisory Group (CAG) on
September 11, 2020 requesting regular representation from a City Council liaison. The North College Urban
Renewal Plan recommends Council and the Planning & Zoning Board each assign a liaison to the CAG. City
Council appoints a liaison to the CAG when Council assigns liaisons for boards and commissions. Councilmember
Gorgol is the current liaison to the CAG. The Planning & Zoning Board does not have a liaison assigned to the
CAG currently.
The CAG requests a Council liaison appear regularly at their standing meetings the first Thursday of the month
from 7:30 – 8:30 AM. Attached to this memo is the formal request from the CAG.

Since the inception of the North Fort Collins Urban Renewal Plan, the citizen advisory group has prided
itself on providing valuable feedback and recommendations to the Fort Collins Urban Renewal Authority
Board of Commissioners on significant actions and decisions of the Authority regarding the North
College Urban Renewal Plan. Over the years the CAG has enjoyed relationships with several city liaisons
appointed to work with the group. These liaisons are important to fully grasp and gain an understanding
of the groups position on important decisions that pertain to the plan area.
Unfortunately, the current members of the advisory group have not been afforded access to city
personnel as in previous years. Ray Martinez was the groups last most active liaison. Since his departure
from city council the group has not had the pleasure of interacting with an appointed city council
representative or a member of the planning and zoning board on a consistent basis. With that being
said, the advisory group would like to formally request appointed representatives attend and engage
with the group for its regularly schedule meetings, which fall on the first Thursday of each month at 7:30
am. Given the plan area, city council representatives from district 1 or 6 are most desirable considering
the constituents they represent. The group would like confirmation on the individuals assigned as
liaisons to the group and a commitment to engage/participate on regular basis. The advisory group feels
that this relationship and ability to consult with key city personnel is critical to realizing the full potential
of the plan area.
