The purpose of this item was to seek feedback on specific draft sections of the Parks and Recreation Master Plan, including policy recommendations, classifications for parks and recreational facilities, and levels of service. The Master Plan update process began November 2019 and has included extensive system analysis and community engagement. Based on prior Council direction, staff has been working with a consultant team, stakeholders, and the community to identify parks and recreation needs, assess how Fort Collins compares to other peer and benchmark communities, and identify key issues and priorities the plan should address. Work to date has culminated in the drafting of three key sections of the plan for review: Level of Service, Classifications & Design Guidelines, and Policy Framework. General Feedback: Level of Service  Continue exploring how to leverage partnerships o (PSD, CSU, HOAs, ditches, Stormwater)  Build in flexibility to the system of public space  Factor in multi-modal connectivity Classification  Support for expanding park and recreational facility classification categories  The focus and clarity in this section is helpful Policy Framework  Operations and maintenance should be a policy priority  Support for integration and holistic thinking Next Steps  Parks and Recreation Master Plan funding analysis will be discussed September 21, 2020 by Council Finance Committee.  Next Council Work Session scheduled for October 27, 2020.
