RE: Read Before Memo Regarding Item #12 Emergency Ordinance No. 110,
2020 Suspending Certain Provisions of the City’s Land Use Code to
Permit Temporary Use of the Property at 1301 Blue Spruce Drive as a
Homeless Shelter
The purpose of this memo is to provide City Council with the PowerPoint presentation
and updated funding information for the September 1, 2020 Council meeting regarding
Item #12 Emergency Ordinance No. 110, 2020 Suspending Certain Provisions of the
City’s Land Use Code to Permit Temporary Use of the Property at 1301 Blue Spruce
Drive as a Homeless Shelter.

The following change regarding City funding plans should be noted:
Total of approximately $30,000 City funds per month for:
o Rent
o Utilities
o Restroom trailer
o Security
o Extended day shelter at Murphy Center
Approximately $120,000 total in 2020 from CARES funds
Approximately $120,000 total in 2021 from CDBG-CV funds specifically set aside
for homeless shelter needs
o CDBG-CV funds would also be used for any additional needs that emerge
pertaining to the operation of the overnight shelter

Purpose
Council Emergency Ordinance:
•Furthers City’s emergency response related to COVID-19
• Suspends specific requirements of the Land Use Code
• Allow a temporary overnight shelter
• 1301 Blue Spruce Dr.
• Homeless shelters are permitted use in Industrial Zone District
• Allows use immediately
• Needs at least 5 affirmative votes of Council
