RE: Small Cell Design Guidelines
The purpose of this memo is to respond to a request from the August 10, 2020
Leadership Planning Team meeting to clarify and describe the requirements of the
City’s Small Cell Design Standards. It serves as a supplement to the Agenda Item
Summary materials for the Master Lease Agreement with SQF, scheduled for Council
consideration on Tuesday, August 18th.
While the Federal Communications Commission (FCC) has removed the City’s ability to
deny small cell facilities, the City can develop design guidelines that accommodate
small cell technology while being aesthetically pleasing.
City Staff has collaborated with other Front Range Municipalities as well as small cell
manufactures to develop standards in the interest of small cell pole size and aesthetics.
Three interrelated documents (Municipal Code, Master License Agreement, Small Cell
Design Guidelines) ensure that small cell infrastructure has the smallest footprint
possible in an aesthetic pleasing manner. The result is a design that closely replicates,
and will often replace, the City’s existing light pole.
Below is a standard drawing and rendering of the Small Cell Pole combined with a light
fixture.
