RE: Remote and Hybrid Council Meeting Access Update
The purpose of this memo is to provide an overview of staff efforts to improve public
access to City Council meetings.
Background:
Under other business during the July 21 regular meeting, Council requested that staff
explore ways to increase public access to City Council meetings through technology
and training solutions.
Current Practices:
The public can provide comments during City council meetings in person or
through Zoom (online or by telephone) and written comments may be submitted
beforehand to CityLeaders@fcgov.com or through the City Clerk’s Office.
A special webpage has been published to guide participants through the steps to
provide public comment: https://www.fcgov.com/council/councilcomments

Direct links to Zoom, FCTV, and participation instructions are posted to the City
homepage in advance of regular Council meetings, along with agendas.
Next Steps:
Exploring partnership with Poudre Library District for tablet or laptop loans to
residents for whom technology access may be a barrier.
Increasing troubleshooting support:
o Producing tailored training videos to help the public become more
proficient with Zoom.
o Hosting periodic “drop-in” sessions (virtual or in-person) for residents to
ask questions and learn. These are intended to be very low-barrier

sessions, where any level of expertise is welcome. Staff will publicize
initial dates in the coming week or two.
o Webpage improvements to focus on meeting access and prioritize
troubleshooting tips.
