RE: LPT Follow-Up on Newspaper Delivery
The purpose of this memo is to provide City Council information following the Leadership
Planning Team meeting on July 27, in which Mayor Pro Tem Stephens asked if there was
anything that can be done related to newspaper deliveries to community members that do not
want them, and noted that questions around this issue frequently come up. Staff was asked
to follow up regarding response to requests and/or complaints received pertaining to
newspaper deliveries.
Neighborhood Services is periodically contacted by residents/community members regarding
newspaper deliveries. On occasion, a complaint is received regarding delivered newspapers
accumulating on a street or in a neighborhood, however most newspaper-related contacts to
Neighborhood Services are typically received following a property owner/resident being
issued a notice of violation for rubbish when an excessive accumulation of delivered
newspapers on their property has been observed and identified by Code Compliance staff.
Notice for rubbish is typically issued if three or more newspapers are present, and/or if
multiple or old/weathered newspapers are observed in addition to other rubbish/refuse
accumulation on the property at the time of inspection .
Often the contacting party that received the notice will assert that they did not want the
newspapers delivered to their address in the first place, at which point they will ask for
information about how to stop delivery to their address going forward. Because
Neighborhood Services does not have control over how or where newspaper publications are
delivered in the City or the ability to cease or commence delivery service at a particular
address, the resident is advised to contact the publication business directly to request that
delivery to their address be stopped. Contact information for the publication is provided by
Neighborhood Services staff at that time, if available.
